Monitoring and Evaluation, Risk and Compliance Manager for a Climate Change programme

KPMG seeks a Monitoring and Evaluation, Risk and Compliance (MERC) Manager for a Climate Change programme bid in Kenya. The three-year project with a possible extension of up to 12 months will support Kenya achieve sustainable growth through improved response to climate change risks and opportunities.
The MERC Manager will be responsible for conceptualising and operationalising a comprehensive monitoring and evaluation (M&E) and risk and compliance (R&C) framework for the programme, building on best practice on donor funded programmes, preferably in the climate change area. The aim of the job is twofold: to ensure that M&E is carried out in a robust and value adding way, allowing lessons to be learned within the programme and the necessary reporting to be done to the donor, and to ensure that the programme systemically manages risk. S/He will be based at the programme management unit office located in Nairobi, Kenya.
Principal responsibilities include:
- Conceptualising and operationalising comprehensive, results focused M&E and R&C frameworks for the programme
- Ensuring that gender and the strategic interest of marginalised groups are incorporated into M&E planning and reporting processes
- Deciding on the frequency and structure of field visits, coordinating these visits and ensuring that programme partners are fully involved in MERC
- Coordinating support and mentoring for fund recipients to ensure that results based monitoring evaluation and reporting is integrated in their projects/programmes
- Preparing quarterly progress reports as well as preparing the final M&E reports.
- Providing overall quality assurance of the programme, and leading efforts to develop a knowledge management system where good practices and lessons learnt are maintained and shared by partners and grantees
- Facilitating independent annual reviews as required by the client
Qualifications
- Significant overall experience, from establishment of the system to operating it, with M&E and R&C systems on large donor funded programmes, with ability to fine tune them to the climate change context in Kenya
- Must have demonstrable understanding of the latest M&E thinking as it relates to climate change adaptation and mitigation, and be able to demonstrate an understanding of the different projects from an M&E perspective
- Relevant qualifications. Preference will be given to those candidates with specific M&E qualifications
- Possession of networks within the government of Kenya, private sector and civil societies
- Excellent written and verbal communication skills in English
- Working proficiency in Swahili will be considered an asset
- Experience working in the Arid and Semi-Arid Lands (ASALs) will be considered an asset
