Call for expressions of interest: Country researchers
The African Children’s Rights Unit of the Centre of Human Rights, Faculty of Law, University of Pretoria is carrying out research project to assess the impact of the reporting process on the realisation of children’s rights in Africa. The research questions include the following:
· Are reporting processes in Africa consultative and participatory?
· Do the reports represent and reflect the actual situation of children in Africa?
· How accurate, relevant and functional are concluding observations by treaty bodies?
· What implementation and follow up mechanisms have been put in place by states and treaty bodies to ensure the implementation of the recommendations?
· Have the reports resulted in progress on the ground for children in the reporting country?
· What practical steps should be taken to maximise the impact of reporting on the realisation of children’s rights in Africa?
This study will examine three categories of countries:
· Countries that have reported twice to the Committee on the Rights of the Child (CoRC) and at least once to the African Committee of Experts on the Rights and Welfare of the Child (ACERWC). These countries are: Burkina Faso, Egypt, Eritrea, Kenya, Mali, Nigeria, Rwanda, Senegal, Sudan, Tanzania, Togo and Uganda.
· Countries that have submitted at least 2 State Party reports to the CoRC but have not submitted a report to the ACERWC (and bringing to the study balanced geographical base for the study). These countries are: Algeria, Morocco, Tunisia, Chad, Congo, DRC, Madagascar, Mauritius, and Malawi.
· African countries that are not state parties to either the CRC or the ACRWC and thus have not reported to any of the two treaty bodies. These countries are: Somalia and South Sudan.
The Centre for Human Rights is currently looking for country researchers in each of the countries mentioned above to undertake this research. The country researchers should either be based in the research countries or from those countries.
Methodology
The country researcher will undertake a combination of primary and secondary research to assess the impact of the reporting process on the realisation of children’s rights in his/her country. The various country reports will be peer reviewed and published online as country briefs. The various reports from the countries in a region will be consolidated into a regional report and published as chapters in a peer reviewed book.
