TERMS OF REFERENCE (TORs)
IRCC LIAISON OFFICER)
The Intergovernmental Authority on Development (IGAD) has received funds from the European Union (10th EDF) through the Inter-Regional Coordination Committee Programme to support Regional Integration in the IGAD region. The funding is to support IGADs coordination of regional efforts in preparations of the 11th EDF programs and the running 10th EDF programmes and the integration agenda to be coherent and in line with other regional and integration activities in the ESA-IO region.
The Secretariat intends to use part of the funds to recruit a Regional Coordinator for the Horn of Africa Initiative for purpose of coordinating the activities of the ESA-IO region and particularly for the IGAD region and re-enforcing capacity at the IGAD Secretariat.
Applications are invited from suitably qualified individuals from the IGAD region for the following position tenable at the IGAD Secretariat in Djibouti.

Accountable to: IRCC Coordinator
Duration: initial 1 year renewable subject to performance appraisal.
Duty station: Djibouti
Objective, purpose & expected results of IRCC Program
The Overall Objective of the project of which this position forms part is to contribute to the coordination of the preparations of the 11th EDF RIP and subsequent programming and in so doing:
• contribute to the production of pipeline projects for funding;
• contribute to creating an environment conducive to the economic development of the IGAD and the ESA-IO region.
The Specific Objective of the program is to support IGAD in preparation and finalisation of the 11th EDF RIP and produce pipeline programmes for implementation under both the IGAD specific envelop and cross regional envelop.
It will achieve two results in line with the IRCC Financing Agreement and the subsequent amendments for sub-delegating execution to the Regional organizations. , as follows:
1. Result 1: IGAD Regional 11th EDF RIP prepared and adopted for implementation
Programmes preparation initiated and supported with focus on 11th EDF:
2. Result 2: The process of Regional Integration at regional and national level is coordinated and harmonised with reference to cross regional programming under the 11th EDF.
The Financing Agreement makes provision for the sub-delegation of powers to the other implementing RECs namely EAC, COMESA and IOC to implement their respective PEs working in close collaboration with the respective EU delegation.
Qualifications and skills
Masters Degree in Business Management, Economics, Political Science and any areas related. Candidate must have at least 10 years qualified work experience in the field of:
• Demonstrated knowledge and skills in managing development projects in the context of regional integration in East Africa (especially the Horn of Africa).
• Knowledge in EDF programming and project management procedures
• Demonstrated experience in Resilience, Natural Resources Management, , and Peace & Security (IGAD priority areas)

General Professional Experience
• Experience in dealing with complex multi-cultural institutional environment and a working experience with donors in developing countries (ACP countries) at senior level;
• Strong team player and having good analytical skills
•
Specific Professional Experience
• Experience in regional projects in the context of regional integration and economic cooperation;
• Good knowledge of project formulation and project cycle management
• In-depth knowledge of all the countries of IGAD and beyond
• Have a logical way of thinking, organized way of working and able to show initiative and creativity. Also be a team player, and able to work under pressure to meet tight deadlines.
Duration of contract: This position has an initial duration of 1 year.
Terms and conditions of Service
This position is EU funded and is a non-established position whose contract terms are limited to the period of support; it may be renewed subject to performance and extension of the funding. The post offers attractive consolidated remuneration package.
