USAID Transition Initiatives for Stabilization (TIS) Program:
The Transition Initiatives for Stabilization (TIS) program is funded by USAID and responds to the complex crisis that has evolved in Somalia and Somaliland.
The overall program goal is to mitigate conflict; to promote stability and community cohesion, and to strengthen citizens’ relationships with government officials.
TIS implements quick impact activities linked to longer-term stabilization goals.
1. Senior Infrastructure Engineer
The TIS program is currently seeking a skilled, diplomatic, effective, and highly motivated Senior Infrastructure Engineer.
As our senior engineer, you will work with local communities, civil society representatives, and the private sector and government officials across Somalia and Somaliland.
Your goal will be to ensure that thousands of Somalis benefit from quality roads and structurally sound buildings, including schools, health clinics and community centers.
Qualifications and skills sought
A degree in civil engineering.
A master in the same field or equivalent will be an added value.
Minimum 7 years’ experience in designing and overseeing the construction of infrastructure projects;
Experience in managing construction contracts and conducting inspections for infrastructure projects;
A diplomatic communicator who can converse with a wide range of stakeholders, including private sector and civil society representatives and government officials;
Available to travel frequently throughout Somalia and Somaliland;
Experience facilitating meetings and providing information and training;
Fluency in written and oral English;
Knowledge and experience with USAID Environmental Compliance rules highly desired.2. Senior Field Coordinator
The TIS program is currently seeking a skilled, diplomatic, effective, and highly motivated Senior Field Coordinator (SFC).
As our Senior Field Coordinator, you will work closely with USAID, DAI’s program team (particularly the Chief of Party, director of program, Senior Grants Manager, and Project Advisors), Somali government officials, and community leaders to identify program activities that support the above noted program objectives.
The work of the SFC requires detailed knowledge of Somali social-political context, highly developed collaboration and networking skills and the exercise of discretion, judgment, and personal responsibility.
Qualifications and skills sought:
Bachelor degree in Political Science, International Relations, International Development or appropriate field preferred.
Masters’ or other post-graduate degree will be an advantage.
At least 10 years of progressively responsible professional experience are required.
Three to five years of experience working with USAID or an international donor is preferred.
Experience in program development; monitoring and evaluation; reporting; budgeting; highly sought.
Previous experience working in Somalia particularly South Central Somalia required.
In addition, must be flexible, willing to perform assigned and additional duties and work irregular hours under unpredictable conditions.
Demonstrated expertise working in Somalia on socio-political and cultural issues.
Excellent interpersonal skills and an ability to manage a diverse range of professional relationships essential.
Outstanding writing and communication skills.
English and Somali language fluency required.
Travel to wide range of locations in the area of operations required.3. Accountant Intern
The TIS program is currently seeking an effective and highly motivated Accountant Intern.
As our Accountant intern you will be part of the Finance department and work closely with team.
The intern will be based at the TIS DAI support office in Nairobi.
Qualifications and skills sought
Degree in Bachelor of Commerce or equivalent. The Applicant must have finalized coursework/Awaiting for Graduation
Excellent writing and communications skills.
Demonstrated attention to detail, ability to follow procedures, meet deadlines and work.
Independently and cooperatively with team members.
3 – 6 months relevant experience preferably with International NGO/UN is highly desirable.
Excellent computer skills (Outlook express, MS Office, emails).
Good interpersonal skills, ability to multi-task and self-manage.
Ability to work with multi-ethnic team in a culturally appropriate manner.
Must have a good command of English in both oral and writing skills.
Somali speaking is a requirement.
Be able to interact with partners and peers.
