Land Policy Drafter

LAW is an independent, non-governmental organisation comprised of a network and think tank of prominent human rights lawyers and advisors. It provides innovative legal assistance to the least represented people, especially women and children, in fragile and conflict-affected states. It specialises in cases of forcible displacement and sexual and gender-based violence (SGBV). LAW’s biggest programme is in Somalia.
LAW is currently working on a project supported by UN-Habitat to build the capacity of the Land Dispute Tribunals (LDTs) in Somaliland and the more informal land dispute resolution committees in Puntland, Somalia. The LDTs are governed by a Regulation (Regulation 1/2015) under the Urban Land Management Law (Law No 17/2001). The land dispute resolution committees are informal bodies not established pursuant to any law. An agreement has been reached by relevant actors on the recommendation of LAW to amend Regulation 1/2015 and to draft a Regulation to govern the land dispute resolution committees in Puntland.
LAW is now seeking a land law expert with expertise in drafting land laws, policies or regulations to amend the Somaliland Regulation and draft the Puntland Regulation. These Regulations will be very similar in substance. The role will be based in Nairobi with one trip each to Somaliland and Puntland. The successful application will preferably based in the East and Horn of Africa region. This position is offered on a consultancy basis for a period of eighteen days.

Responsibilities

· Drafting a Regulation to provide for the establishment, governance and functioning of the land dispute resolution committee in Puntland;
· Attending and assisting in facilitating stakeholder workshops in Somaliland and Puntland and inputting feedback from these workshops into the Regulations.
Job tasks include
Preparation:
· Reading reports provided by LAW on the context and legal framework in Somalia, in particular the report on the land dispute mechanisms written by LAW and supported by UN-Habitat in 2015, and doing independent research on any other topics that may be relevant to this assignment;
· Becoming familiar with all relevant land laws in each region, and in particular the the Urban Land Management Law and Regulation 1/2015 in Somaliland;
· Assisting in drafting the agenda and materials for stakeholder workshops on recommended reforms to the Land Dispute Tribunals and the land dispute resolution committees;
· Drafting Regulations based on the recommendations in previous reports and agreement with LAW about their contents;
· Attending the stakeholder workshop and deciding afterwards with LAW staff how to input feedback into the draft Regulations;
· Joining periodic conference calls with LAW and UN-Habitat staff on project updates and ways forward;
· Any other relevant tasks as determined by the Legal Advisor or Executive Director.

Minimum qualifications
· Qualified lawyer or legal expert with not less than ten years professional experience in land law;
· Demonstrated experience in drafting legislation, policies or regulations;
· Experience in working with land dispute resolution mechanisms;
· Experience in presenting at or facilitating workshops or conferences on land law issues;
· Experience working in conflict or post-conflict states an asset;
· Understanding of Somali history, culture and context an asset;
· Fluency in English;
· Excellent analytical, organisational and communication skills;
· Strong interpersonal and teamwork skills.

Head Of Program

Reporting to the Group Chief Operating Officer (GCOO), this position is responsible for implementing an innovative digitally driven agriculture value chain program across Kenya and Rwanda aimed at extending the frontier of mobile banking to rural areas as well as targeting smallholder farmers, farmer producer organizations, pastoralists and associated value chain actors. The program will enhance financial inclusion and improve livelihood status of smallholder farmers and pastoralists.
Key Responsibilities
  1. Design and drive an effective strategy, business model and customer value proposition that focuses on building and deepening relationship with existing and new profitable agri-business customers.
  2. Deliver in the inception phase a detailed program strategy and business plan within 3 months. As the project scales, manage effective program relationships with technical partners, consultants, donor and across KCB business units.
  3. Provision of strong project leadership skills to manage the agro business portfolio, and be responsible for ensuring that the programs are implemented with sound managerial, technical, financial and human resources.
  4. Deliver new and existing product development, customization and amendment for the chosen segment. Will also review product line utilization and income generation.
  5. Manage key resources in agri-business development, digital finance, analytics and business intelligence, partnership development, knowledge management and capacity building in Kenya and Rwanda.
  6. Provision of thought leadership on digital financial services and applied product innovation.
  7. Implement effective governance and compliance controls to minimize segment risks including overseeing design, documentation and adherence to effective corrective and preventive measures and procedures. Monitor the operations of such procedures and ensure compliance with local, industry and global standards and regulations.
  8. Track, monitor and report on program progress to various stakeholders.
  9. Provision of expertise in the standards and orientation in the financial inclusion space.
Qualifications and Requirements
  1. Advanced degree in Business, Technology, Agribusiness or other relevant field.
  2. A minimum of 5 years of experience in technology and financial services related role at a strategic leadership level.
  3. An entrepreneurial mindset to anchor all elements of the program both from a commercial and development perspective.
  4. Should be an informed opinion leader and the go-to person in the agribusiness field and or value chains.
  5. Have a deep understanding of mobile banking ecosystems and evolving innovation in Kenya and Rwanda.
  6. Have a good grasp on innovations in leveraging data to create customer and business value in financial services.
  7. Strong market orientation, entrepreneurial, financial analysis skills and innovative thinker.
  8. Experience leading and managing high caliber multicultural teams, preferably some experience with managing remotely.
  9. Track record of building and managing strong client and stakeholder relationships.
  10. Experience managing complex, multi-disciplinary, and challenging field operations.
  11. Demonstrated skills in problem solving, consensus building, and coordination of diverse stakeholders.
  12. Knowledge of donor regulations and procedures preferred (added advantage).

Qualifications and Requirements
  1. University Degree in Information Technology or Business related field. Relevant tertiary IT qualifications and or certifications. A Master’s degree in a relevant field will be an added advantage
  2. Minimum of 8 years’ experience in IT management (preferably including IT in financial services), commercial banking operations, customer service, governance and controls with at least 6 years’ in senior to top management position.
  3. Sound and working knowledge of core banking systems and technologies.
  4. Track record of attaining targets of service delivery, project completion and change management in a large organization.
  5. Operating knowledge of the trends of information technology (obsolescence and relevance) relating to banking & financial services on a regional and global level.
  6. Understanding of statutory and regulatory requirements of IT governance and operations of East Africa.

Bancassurance Direct Sales Representative

The Position
Reporting to the Branch Manager, the Sales representative will be responsible for insurance business growth and development to generate revenues to support the Bancassurance growth strategy. This is a one year renewable performance based Contract.

Key Responsibilities
  • Offer oversight of day to day Insurance operations in the branch level which entails cross-selling insurance products, consumer awareness/ customers’ sensitization initiatives, processing insurance transactions within defined terms and conditions, supporting clients with claims advise and documentation.
