RESEARCH ASSISTANT

**Action Against Hunger is planning to implement an operational research project to develop a simplified, mid-upper arm circumference (MUAC) classification device (“Click-MUAC”) for use by mothers and caregivers in the screening of acute malnutrition at community level. The purpose of developing this Click-MUAC device is to increase treatment coverage of acute malnutrition through mother/caregiver-led MUAC screening approach a improving sensitivity and specificity of MUAC device to enhance diagnosis of acute malnutrition hence reduce misdiagnosis at community level and. The Click-MUAC Project is funded by the Humanitarian Innovation Fund, implemented by ACF-USA and supported by Brixton Health and the University of Tampere.
Action Against Hunger-USA is looking for a Research Assistant. He/she will be responsible for the overall supervision of the Click-MUAC study in Isiolo County, Kenya. This will include coordinating with the ACF Capital team, recruiting and training the local data collection team, ensuring high quality data collection and data entry, provide on-going technical supervision and support, budget monitoring for field-based data collection activities, supporting data analysis and supporting the preparation of results for publication. The position will report to ACF-Kenya Isiolo Head of Region and will be technically overseen by the Maternal Infant and Young Child Nutrition manager coordinating the Click-MUAC research. The Research Assistant will be a key member of the global Click-MUAC Project team and will play an important role in the interpretation and the presentation of the results of the study.
The position will be based in Isiolo county with regular travel to Nairobi for meetings **
RESPONSIBILITIES OF THE RESEARCH ASSISTANT:
The Research Assistant will work closely with the ACF Kenya research coordinator to achieve the following objectives:
Objective 1: Research protocol and project development
 Finalize data collection tools (questionnaires, reporting forms); lead field-level pre-testing in Isiolo and refine the tools.
 Contribute to development of overall project work plan and analysis plan; coordinate with partners to develop and maintain timeline for regular communication and project/reporting deliverables
 Liaise, when necessary, with Click-MUAC research team regarding the finalisation of Click-MUAC prototypes for field testing
Objective 2: Staff recruitment and training
 Recruit, train, and supervise local research team members (data clerk, enumerators, etc.) on prototype use, manipulation, data collection and data management methodology.
 Work closely with research team to develop critical thinking research skills; develop and sustain a culture of responsibility and detail-oriented work among all field researchers. Manage overall planning and the division and coordination of the work of the field research team.
 Orient the ACF nutrition and operations teams (PM, DPM, Head of Region) on the research activities including study protocol, project implementation and data collection to ensure close monitoring of activities, collaboration with field team and harmonisation with existing nutrition activities
Objective 3: Coordination and management
 In liaison with research coordinator and head of region Isiolo, coordinate launch of data collection activities, ensuring strict adherence to study protocol (Phase I and Phase II of data collection activities) in selected study sites; ensure high-quality standardisation of measurement methods (calibration and gold standard measurements)
 Support on-site management and oversight of data collection activities at the health facilities where the study will be conducted; supervise research team members to enrol, take measurements and administer questionnaires.
 I n with the research coordinator, develop, maintain, and implement system for field study monitoring and data management; ensure data quality and coherence.
 Maintain ongoing dialogue with Click-MUAC research team members to assess project progress; support timely and quality implementation and alert research coordinator
 Build and maintain good relationships with MoH at national and county level and act as Click-MUAC contact at county level.
 Prepare Click-MUAC Project Updates for MoH and partners at county/sub-county coordination fora (county nutrition technical working groups/sectoral groups).
 Inform/update the research coordinator on activities on a regular basis and liaise with field Nutrition program manager and head of region for smooth implementation of the project.
Objective 4: Finance, budget and grant monitoring  Overall responsibility for Click-MUAC project budget related to operational expenses in Isiolo County. Perform and monitor budget spending in line with spending plan; ensure diligence in grants utilization including timely spending and value for money.  Prepare a monthly report of estimated expenditure (including actual and commitments) based with narrative summaries; review budget expenditure reports with in consultation with the research coordinator and address any concerns, updates or changes.
Objective 5: Reporting and administrative tasks  Prepare monthly technical reports on the status of the research activities and progress based on the research implementation work plan.  Provide logistical support for meetings, workshops and trainings as well as travel arrangements and schedules for visiting technical teams, experts, project partners, etc.
Objective 6: Publications, reports, and dissemination  Contribute to preparation of periodic progress reports throughout the project with interim results for internal and external dissemination (including official project and donor reports as well as ACF- USA communications material etc.)  Work with ACF-USA and academic partners to support data analysis and write-up of results. Contribute to written sections and editing, as required for publishing academic articles, briefing papers, case studies etc.

POSITION REQUIREMENTS QUALIFICATIONS
 Bachelor’s degree in Food Science, Nutrition and Dietetics, Public Health or Monitoring and Evaluation with specialization in nutrition and health
SKILLS & EXPERIENCE
ESSENTIAL
 Background in public health with at least two years of experience in research management in developing countries with national or international partners
 Strong technical understanding of CMAM programme design, implementation and evaluation
 Strong skills in anthropometric measurement, particularly MUAC measurement. Technical understanding of the role of MUAC measurement in community settings within CMAM programming
 Excellent research skills; knowledge of quantitative data collection and analysis methods, strong experience ensuring data quality
 Strong statistical and analytical skills
 Excellent demonstrated organizational and managerial ability; prior experience managing a diverse team required
 Excellent written and verbal communication skills; demonstrated patience and effective leadership in communicating broad and detailed topics to diverse audiences in person and through written communication
 Ability to interact with research and field partners, other international, national and local actors in country

Job Purpose: To establish and maintain financial and management procedures for I Choose Life-Africa that ensure compliance and achievement of the Organizational Objectives in line with the strategic plan. In addition, support counties in the actualization of their county strategic plans aligned to Vision 2030.
Key responsibilities
  1. Finance Planning
    a) Lead the development and implementation of the annual organizational and program operational budget, monitor, control and report performance on a weekly – monthly basis
    b) Coordinate the project planning process including creating Resource, Financial, Quality, Risk and Reporting plans
    c) Participate in the recruitment, induction and deployment of the finance staff in line with the policies of ICL
    d) Build the capacity of the finance team to deliver high quality project finance management.
  2. Finance Management
    a) Maintain day-to-day financial control of the service within budget heads agreed by the donors and development partners.
    b) Ensure that all finances are properly administered and monitored, including credit control.
    c) Support the project accountants in the provision of information for the estimates.
    d) Advise on the proper allocation of resources.
    e) Ensure that appropriate financial regulations and controls are in place and in use at all times.
    f) Prepare and review detailed budgets for approval by the management and development partners.
    g) Make regular reports to the management, donors and development partners on income, expenditure and any variations from budgets.
    h) Ensure that all financial reporting obligations are met in relation to submissions for funding, for grant aid, for contracts and any other initiatives
  3. Grants Management
    a) Oversight and coordination of the ICL’s grant portfolio.
    b) Work with selected partners to ensure budgets are in line with programmatic, cost and feasibility criteria
    c) Prepare grant award documents for approval, this will include: grant agreements, negotiation memorandums and modifications.
    d) Coordinate the scheduling of in-kind disbursements
  4. Resource Mobilization and Sustainability
    a) Develop the organization’s funding base to secure present and future service delivery.
    b) Liaise and negotiate, as appropriate, with the development partners and donors and other funding sources on future service delivery initiatives and developments in conjunction with the Management.
    c) Maintain appropriate relations with Donors and development partners and make reports as necessary, ensuring compliance with any contracts.
    d) Identify opportunities for funding by the development partners and submit bids and applications accordingly.
  5. Finance Reporting
    a) Participate in reviewing the goals and objectives as set out in the scope of work
    b) Compile finance reports (narrative and data) and submit them to the CEO as per the set deadlines
    c) Track the overall performance of programme, through coordinating preparation of quarterly activity plans and monthly & quarterly performance reviews.
  6. Audit and Compliance
    a) Prepare close-out documentation at end of funding cycles in compliance with donor and government regulations.
    b) Ensure procurement procedures are in alignment with ICL policies and donor requirements.
    c) Ensure implementation of audit recommendations
    d) Implement financial policies in accordance with international donor standards, rules and Regulations and local financial regulations.
  7. Any other duties and responsibilities in line with Financial
Education and Training
a. The ideal candidate should have Bachelor’s Degree in Commerce, Finance or equivalent. Master’s in Commerce, Finance will be an added advantage.
b. CPA K or ACCA mandatory.
c. At least 7 years’ experience with 3 years at managerial level.
d. Must have a strong background in grants management
e. Must have previously managed over Ksh. 600Million of both DfID, USAID, EU and UN Funding.
f. Must be a member of ICPAK

Position main function:
Efficiently and effectively co-ordinates the financial functions of the organization as to meet overall FilmAid’s goals.
Main Duties and Responsibilities include but are not limited to:
I. FINANCE
a. Systems, Compliance and Procedures
 Ensure the existence of proper financial systems that facilitate the recording and production of accurate financial reports, meet FilmAid’s internal control requirements and safeguard its assets.
 Ensure that financial procedures are followed by all programmes, and systems developed to accommodate the needs of those programmes
 Continually review and manage implementation of financial management strategies, policies and procedures.
 Continuously review and communicate cost control systems and procedures, including expenditure, authorisation protocols and monitor operations to ensure compliance
 Ensure compliance with taxation and statutory requirements including preparing and managing VAT, PAYE and other statutory requirements to ensure compliance.
 Document practices including up to date finance and procurement manual in consultation with Country Director.
b. Budgeting and Reporting
 Coordinate the timely, accurate and complete annual budget submissions and revisions.
 Monitor expenditure against such budgets and highlight/address over-budget expenditure situations.
 Prepare financial reports, both internal and donor, according to internal and donor standards.
 Oversee the posting of budgets and entries, timely and accurately
 Oversee cost allocation systems in accordance to donor regulations
 Verify system’s reconciliation and verifying system’s balances
 Verify monthly bank reconciliations by the 10th of each month
 On monthly basis, meet with the Country Director to review overall performance and implementation levels and discuss short term strategies
 Report monthly on the financial status of programmes to the Country Director.
c. Cash Management
 Consolidate monthly cash requirements for all locations and ensuring timely information to the Country Director.
 Ensure smooth cash flow between HQ, country office and the field offices.
 Signing of petty cash for field operations.
 Prepare monthly Nairobi cash forecast with Admin Officer and Country Director.
d. Auditing
 Lead preparation for internal and external audits, financial reviews and external audits
 Reviewing and addressing questions of concern from auditors in consultation with Country Director.
II. GENERAL DUTIES
 Ensure good external communication including with auditors, partners and funders  Key in developing the organization’s overall strategy and drive FilmAid’s mission.  Perform any other duties and represent the Country Director.
Qualifications and Requirements:
 Bachelors Degree in Accounting or Finance
 Qualification in certified public accounts (CPA)or Association of Chartered Certified Accountants (ACCA)
 At least 4 years’ experience of financial management preferably with a humanitarian organization
 Extensive understanding of donor/partner requirements, regulations and agreements.

FUNCTIONAL TITLE: Part-Time Consultant: Python Developer to support the customization and implementation of the Social Tenure Domain Model framework. (Three Posts)
DURATION: 6 months (spread across 12 months)

BACKGROUND
UN-Habitat through the Global Land Tool Network and its partners is developing and implementing the Social Tenure Domain Model (STDM). STDM, as it stands, has the capacity to broaden the scope of land administration by providing a land information management framework that would integrate formal, informal and customary land systems and administrative and spatial components. STDM makes this possible through tools that facilitates recording all forms of land rights, all types of rights holders and all kinds of land and property objects/spatial units regardless of the level of formality.
With the increased growth in the use and application of STDM in multiple contexts as well as open-sourcing the tool’s source codes, a top priority is to continue supporting partners in adopting and integrating the STDM tool into their business processes that comprise the recordation of land rights. For this purpose, the scope of work will focus on assessing the requirements for the specific context it is implemented in and subsequently, extending the core framework and where applicable, integrating the tool with the existing systems in order to meet these requirements. All code developed by the consultant will be released by UN-Habitat under the GNU General Public License.

Under the overall supervision of the Unit Leader of Land and GLTN Unit under the Urban Legislation, Land and Governance Branch of UN-Habitat or authorised staff, the consultant will perform the following tasks and responsibilities:
  • Design, develop and implement customized QGIS-based desktop applications and enterprise solutions for GLTN partners using PyQGIS and STDM core framework.
  • Active and effective engagement with GLTN key staff and partners in ensuring quality of the tool.
  • Assist with application development estimating, planning and progress tracking.
  • Write comprehensive technical specifications and support documentation.
  • Propose and implement relevant STDM core framework enhancements based on his/her expertise and creativity.
  • Provide the necessary training and capacity development in creating awareness, rolling out and maintaining the tool.
  • Perform other related tasks as necessary. **

EDUCATION
Bachelor’s or master’s in Geography, GIS, Computer Science, or a related field. **
WORK EXPERIENCE
  • At least three years of Python and SQL development experience.
  • Strong object-oriented and programming skills.
  • Experience with PostgreSQL, SpatiaLite or other RDBMS.
  • Familiarity with the STDM core framework is highly desirable.
  • Knowledge of geospatial and mapping concepts such as spatial analysis, map projections, etc. is highly recommended.
  • Ability to solve any number of problems from code bugs to database connectivity to host system or operating system failures.
  • Ability to clearly communicate technical ideas, whether to technical or non-technical GLTN staff and partners.
  • Strong organizational skills & ability to handle multiple tasks under tight deadlines is essential.
  • Ability to write technical documentation.
  • Excellent oral and written communication skills in English. **
LANGUAGE SKILLS
English and French are the working languages of the United Nations. For the post advertised, excellent proficiency in spoken and written English is required. Knowledge of a second UN language is an advantage.  **
REMUNERATION
Payments will be based on deliverables over the consultancy period. There are set remuneration rates for consultancies. The rate is determined by functions performed and experience of the consultant. The fees will be paid as per agreement.

Job description

  • Adhere to NRC policies, tools, handbooks and guidelines
  • Assist with the implementation of the support function portfolio according to plan of action
  • Prepare and develop status reports as required by management
  • Ensure proper filing of documents
  • Promote and share ideas for improvement of the support function
  • Verify that all vouchers and supporting documents are according to standard set in the Financial Handbook, and enter them into the accounting system.
  • Follow up on advances and refunds
  • Prepare and arrange bank withdrawals and transfers and present for verification.
  • Record all cash movements
  • Prepare periodic financial reports and submit for review
  • Maintain the filling system for all financial and accounting for approval
  • Make approved payments

Qualifications

  • Diploma in Finance/Accounting. Bachelors degree preferred.
  • Certified Public Accountant (CPA), level 2
  • Minimum of 3 years’ relevant experience in a donor grants management role
