Project Description:

CNFA is receiving applications for a Chief of Party for the anticipated USAID-funded MAGIC project, operating in South Sudan’s Central, Eastern and Western Equatoria regions.  The project will support various agricultural programs in these regions, with specific involvement in Maize, Sorghum, Cassava, and Ground Nuts value chains.The COP will oversee all project value chain activities.

Position Summary:

The COP will be responsible for the overall management, including the technical, financial and administrative functions of the project. He/she will manage all national and international staff and will oversee reporting on program results and monitoring and evaluation is completed according to donor and headquarters standards. He/she will establish and maintain positive, collaborative and productive relationships with the Government of South Sudan, USAID, implementing partners, sector stakeholders and private sector actors. The ideal candidate is a seasoned professional with extensive experience in private sector agricultural development, particularly in supporting local community initiatives that utilize value chain analysis to increase agricultural productivity, increase local incomes, and reduce food insecurity.

Essential Job Functions:

  • Program Management, manages all operations related to the project according to the work plan, project document and implementation strategy;
  • Troubleshoot, as needed, to prevent disruptions in daily program activities – provides overall supervision for the implementation and integration of all program activities and provides overall direction to daily implementation plans to ensure all program goals are met;
  • Develop and implement a work plan using the technique of logical framework to guarantee the application of the results and objectives of the project, within budget and timing set;
  • Ensure and support the correct identification of the target areas of the project and conduct feasibility assessments to support agricultural activities and food security of farmers groups;
  • Monitor and evaluate the effectiveness, efficiency and impact of the components, agriculture, gender, climate change and food security, and make appropriate recommendations for improvement;
  • Monitor the achievement of results, ensuring compliance of project indicators;
  • Monitor and manage the budget and financing expenses ensuring that they are within the framework of regulations and procedures;
  • Promote the project liaison with local producer organizations;
  • Ensure active participation and representation at different levels of the project nationally and internationally.
  • Ensure the implementation of project activities with gender considerations.

Minimum Qualifications:

  • Master's degree in Agriculture Economics, Agriculture Business, Public Administration, Business Administration, or related field or equivalent work experience;
  • Minimum 10 years' experience managing value chain development projects, 5 on USAID-funded programs;
  • Preferred experience in Maize, Sorghum, Cassava, and Ground Nutsprogramming, value addition, value chains, agro-business or agriculture market development;
  • Minimum 3 years' experience in the region, 2 years’ experience in South Sudan preferred;
  • Proven experience in budget development and management, multi-sector work plan development, program reporting for diverse audiences, development and maintenance of positive and productive relationships with clients, consultants and home offices; 
  • Demonstrated experience remote managing;
  • Knowledge and understanding of USAID rules and regulations;
  • Private sector experience preferred;
  • Proven ability to manage a large, diverse team;
  • Strong organizational and interpersonal skills;
  • English language (written and spoken) fluency.

The ideal candidate is a seasoned professional with extensive experience in private sector agricultural development, particularly in increasing agriculture production through improved farming practices and access to inputs; increasing local incomes, encouraging private sector participation and reducing food insecurity.
In particular Experts will:
  • Provide technical direction for the program in accordance with project deliverables;
  • Maintain strong relationships with home office, partners and collaborators, and any other associated stakeholder;
  • Oversee corresponding technical teams;
  • Represent CNFA and the project to the public and donor community.

Qualifications:

  • 5+ years’ experience in agriculture and agribusiness is required, experience in private sector work is preferred;
  • Experience working on USAID funded projects is preferred;
  • Bachelor’s degree in related field is required, Master’s degree is preferred;

Senior Agricultural Trade Expert

Position Summary:
CNFA is recruiting for a Senior Agricultural Trade Expert to spearhead activities for an upcoming USAID funded project focusing on generating inclusive economic growth by promoting an enabling environment for trade and investment and increasing East African trade and investment, particularly to and from the United States (U.S.). Other duties include:
  • Maintaining and developing strong partnerships with cooperatives, partners, collaborators and any other associated stakeholders in the East African Community;
  • Raising awareness African Growth and Opportunity Act (AGOA) opportunities;
  • Contributing to the implementation of the AGOA export strategies;
  • Working with marketing, regional and international trade facilitation, investment promotion and extension agencies;

CHIEF TECHNICAL ADVISOR (IGAD - HOA PROJECT)

Background

The Inter-Governmental Authority for Development (IGAD) is a Regional Economic Community (REC) of the African Union, comprising eight countries that are usually referred to as the Horn of Africa (HoA). The area includes some of the most arid places in the world and is highly prone to droughts and other impacts of climate change which are becoming major threats to the sub-region’s life-supporting ecosystems and services thereby posing major challenges to socio-economic development.

The HoA region is one of the poorest in the world and IGAD Member States (MS) are classified among the low human development countries. Resource scarcity is exacerbated by frequent disasters. In fact, the HoA is one of the most conflict- and disaster- prone regions of the world. Conflict in the region occurs at several levels, including inter- and intra- state wars, and armed conflicts and inter-communal conflicts (the latter being the most frequent). The intimate link of these conflicts with resource scarcity is evident by reviewing the causal analysis of the inter-communal conflicts.

While the population has historically demonstrated its capacity to mitigate the negative impacts of such extreme events, the impact of climate change has rapidly increased the frequency of disasters and eroded the adaptation and recovery capacity in the HoA. The drought of 2011 is a clear demonstration of this reduction in mitigation capacity in countries in the HoA. The disaster witnessed the worst food security crisis in over twenty years, and, in the case of Somalia, the first famine of the 21st century.

Overall, IGAD countries are struggling to meet the MDGs and climate change is increasing their risk of falling short of these goals. Comprehensive approaches to adaptation are needed to meet the scale of the challenge. Livelihood choices are often limited and adaptation is frequently the only option available. Lack of adaptive capacity among communities results in competition for scarce resources which in turn generates social upheavals and conflicts.

Responding to climate change will require systematic action across all levels of development planning and implementation. The sub-region needs to strengthen the ability to anticipate, cope, resist and recover from climate change shocks. These capacities together are termed “resilience”. In pre-disaster contexts, resilience includes proactive measures that reduce exposure, vulnerabilities and risks. In post-disaster contexts, resilience includes the ability to organize effective relief and recovery processes.

Based on the above need, a project entitled, Strengthening the Capacity of IGAD in Building Resilience in the Horn of Africa, was developed by UNDP together with IGAD and other development partners (including the Global Alliance for Action for Drought Resilience and Growth and its participating organizations) to ensure that critical UNDP assistance can be made available to support IGAD capacity building in light of the mandate provided to the institution to lead and coordinate the implementation of the drought resilience agenda in the Horn of Africa. The project strategy is informed by IGAD’s strategic development frameworks as reflected in the institution’s mission and guided by UNDP’s capacity development framework which seeks to enhance institutional management and technical capacities, systems, and processes within IGAD to improve its service delivery in support of reducing and building resilience to crises in the region.

With the goal of achieving sustainable development in the HoA by developing drought resilience, underpinned by robust preparedness and response capacity at all levels (IGAD Secretariat, its Member States and pastoral communities), the project  is focused on the achievement of four key outputs:
  • Strengthened capacity of the IGAD Secretariat to plan, implement and coordinate Drought Emergency activities in the Horn of Africa under the Institutional Strengthening Action Plan (ISAP) Framework;
  • Drought Resilience and Disaster Risk Management related knowledge products, polices and systems made available;
  • Development  and implementation of  IGAD’s resource mobilisation and partnership strategy to strengthen drought resilience in the region;
  • Strengthened  National Coordination Mechanisms of Member States for Drought Resilience.
The project is implemented in close coordination with other RBA regional projects, especially the “Enhanced regional capacities in Africa for preventing and recovering from crisis caused by natural disasters and conflicts” and “Management of environmental services and financing for sustainable development” projects.  Linkages are also established with the RBAS regional “Arab Climate Resilience Initiative (ACRI)” project, which targets Somalia, Sudan and Djibouti, to maximise synergies and complementarities, particularly with respect to best practices, knowledge sharing and lessons learned. The Regional Service Centres in Addis Ababa (RBA) and Cairo (RBAS) plays a critical role with regard to knowledge management and information sharing, ensuring that the linkages between this joint regional initiative and the Country Offices are maintained.

The Chief Technical Advisor (CTA) leads the implementation of the project, provide high level engagement/representation, render specialized technical support in the area of capacity development, and implement resource mobilization strategy towards the achievement of project outputs and objectives. Reporting to the Executive Secretary of IGAD, the CTA will be guided on broad policy issues by the Director of the Regional Service (RSC) to ensure conformity with UNDP norms and procedures. The CTA will work on close collaboration with the project team, including experts seconded from Member States, and relevant staff in the IGAD Secretariat.

Duties and Responsibilities

Ensure implementation of the project, focusing on achievement of the following results:
  • Ensure that the main objectives and outputs of the project are achieved in the most efficient and effective manner;
  • Provide strategic oversight of planning, budgeting, implementing and monitoring of project activities, tracking the use of financial resources in accordance with UNDP rules and regulations;
  • Lead the preparation of monitoring and progress reports, work plans, budget and expenditure statements for approval by the Project Board;
  • Supervise and build the professional capacities of the project team;
  • Lead the implementation of the capacity development component of the project, particularly on the enhancement of the technical capacity of the IGAD Secretariat and its Member States;
  • Ensure that the project enhances IGAD ownership and promotes the institutionalization and sustainability of DRM and resilience initiatives supported under the project;
  • Ensure the identification of clear and achievable physical and financial targets, a realistic work plan to reach them and an agreed upon monitoring and reporting system;
  • Evaluate the performance of staff in the project management and support unit, as well as, experts from Member States seconded to the project and make recommendations accordingly.
Provide Policy Service and Technical Assistance, focusing on achievement of the following results:
  • Ensure that technical assistance provided under the project subscribes to the UNDP capacity development framework;
  • Lead the analytical and policy development work of the team and ensure that products are not only of high quality but are institutionalized, sustained, and owned by IGAD and its member states;
  • Work with various counterparts, including Member States in the HoA and key national and regional institutions, especially National Platforms, towards strengthening resilience and DRM capacities;
  • Lead the provision of high quality technical and advisory inputs, particularly in the areas of capacity development and knowledge management for the IGAD Secretariat and Member States.
Ensure effective Strategic Partnerships and Resource Mobilization, focusing on achievement of the following results:
  • Work closely with the IGAD and its Secretariat, including key national and regional institutions, especially National Platforms, towards strengthening resilience and DRM capacities;
  • Coordinate with other agencies and bodies at regional and national levels to ensure effective and efficient implementation of the project and delivery of products;
  • Create and coordinate partnerships among the various beneficiary entities, implementing partners, donors, other actors in the field of DRM and CCA and the partner governments for a timely, resource-bound and effective implementation of the project activities;
  • Represent UNDP in relevant global, regional, and national forums, meetings, workshops, etc.;
  • Lead the implementation of resource mobilization strategies to generate resources and achieve project outcomes.
Ensure facilitation of knowledge building and knowledge sharing, focusing on achievement of the following results:
  • Lead activities on knowledge management related to resilience building and DRM across IGAD and ensure its reflection in global knowledge management platforms and communities of practice;
  • Ensure that project results are captured in knowledge products and communicated widely in IGAD and at global levels;

Specialization in the area of capacity development is an advantage.
Experience:    
  • At least 10 years of professional experience in managing large-scale projects with a strong capacity development  or resilience building approach;
  • Extensive international experience in working with governments, multilateral and bilateral development agencies and civil society organizations;
  • At least 5 years of international field experience (inclusive in the 10 years of professional experience) in a country/ies with similar development circumstances.
Language Requirements:    
  • Fluency in both written and spoken English;
  • Ability to speak and write in French is an advantage.

Kenya Merit Undergraduate Scholarship 2014 (£7,000)

There is one Kenya Merit Undergraduate Scholarship available for Kenyan students starting their undergraduate degree studies in September 2014.

The scholarship is worth £7,000 of your undergraduate course tuition fee per year.

The scholarship is worth £7,000  for each year of study for all undergraduate programmes except Medicine and Dentistry. Students of Medicine or Dentistry will only receive the scholarship in the first two years of study.

To be eligible for the Kenya Merit Undergraduate Scholarship 2014 (£7,000), applicants must be a Kenyan national or permanently domiciled in Kenya, apply for a study place by Friday 18 April 2014 and hold an offer of a study place for entry in September 2014.

The Kenya Merit Undergraduate Scholarship 2014 (£7,000) is awarded on the basis of academic merit.

  • £1,000 each for students studying Nanotechnology courses (jointly run with the University of Leeds)
  • £1,500 each for students paying fees between £13,390 - £15,410

Each scholarship is worth £7,000 of your postgraduate taught masters degree tuition fee per year, for one year of study. The scholarships will take the form of a tuition fee reduction.
To be eligible for the Kenya Merit Postgraduate Scholarship 2014, applicants must be a Kenyan national or permanently domiciled in Kenya, apply for a study place by Friday 20 June 2014 and hold an offer of a study place for entry in September 2014.
The Kenya Merit Scholarship 2014 is awarded on the basis of academic merit.

There are four awards available for individuals with a strong academic background beginning their postgraduate study at the University of Sheffield in September 2014.

The University of Sheffield does not offer research studentships or funding specifically for Kenyan students. There are, however, studentships and funding for which all international students can apply.

Risk Assessment Services


IBTCI is seeking proposals from interested vendors for the provision of risk assessment services for a USAID-funded program based in Nairobi, Kenya. The program provides program and technical support services to USAID in Kenya and Somalia. It is anticipated that proposals will suggest solutions for Risk Advisory, Security Advisory, Policy Development and Training Support services.

UN Internships in Administration & Business Continuity


  • Responsibilities
    Daily responsibilities will depend on the individual's background; the intern's assigned office as well as the internship period.
    Under the direct supervision of the BCM Unit (office), the intern will:
  • Assist the BCP unit in collecting and collating BCP data and in maintaining BCP and emergency preparedness databases
  • Assist in the organization and implementation of BCP functional tests and simulation exercises
    Education
  • Applicants must be enrolled in at least the third year of a first university degree program or in a graduate school (second university degree or higher) program at the time of application, commencement and during the internship.
  • Be computer literate in standard software applications;
  • Have demonstrated keen interest in the work of the United Nations and have a personal commitment to the ideals of the Charter; and
  • Have a demonstrated ability to successfully interact with individuals of different cultural backgrounds and beliefs, which include willingness to try and understand and be tolerant of differing opinions and views.
  • Studies in Programme Management, Disaster Recovery, Statistics and Data Management preferred.
    Work Experience
  • Applicants are not required to have professional work experience for participation in the programme.
    Languages
  • English and French are the working languages of the United Nations Secretariat. For the internship, fluency in oral and written English is required. Knowledge of a second official UN language is desirable.

    Job Profile
    Reporting to the Board of Trustees / Project Manager.
    To prepare construction supervision manuals outlining routines and procedures to be applied in contract management supervision and administration.
    Review available project documents and drawings for the purposes of understanding the design.
    Provide ad-hoc design details as required for implementation of works.
  • Issue all the necessary instruction to the Contractor(s), check and control the work to ensure that it is carried out in accordance with Contract requirements.
  • Provide general guidance to Contractor(s) as may be necessary to ensure that the works are carried out expeditious according to the agreed schedule and within the terms of Contract(s).
  • During the execution of the works carry out Inspections of all work areas and installations.
  • Receive certificates from Contractor(s), check and approve all material required to ensure compliance.
  • Ascertain and agree with the Contractor(s) measurements and payment claims and certify with Project Manager for proper execution, completion and commissioning of the works and building management system.
  • Prepare and submit to the Project Manager:
    1. Monthly Progress Reports.
    2. Quarterly Reports.
    3. Technical Reports as necessary.
    4. Final Completion Reports and Maintenance Manuals.
  • Conduct post construction Inspections and follow up action during Defects Liability Period including preparation of preventative maintenance system for the buildings.
  • Issue a Defects Liability Certificate upon completion of the Defects Liability Period to enable release of Performance Bonds.
  • Prepare and submit final As-Built Drawings, Maintenance and Preventative Maintenance Schedules.
  • To advise the Board of Trustees on all matters relating to claims, from the Contractor and to make recommendations thereon, including the possible recourse to arbitration.
    Person Profile
  • University degree Civil Engineering. Postgraduate degree in Structural Engineering/Project Management added advantage.
  • Registered Engineer with an internationally recognized Institution.
  • Possession of Current Practice License from Professional Body.
  • A minimum of 15 years professional experience with 10 years on relevant Project Management/Supervision of Projects of similar nature, magnitude and complexity. (High rise Buildings, 15 storeys and above).
  • Leadership and Managerial skills.
  • Proficiency in AUTOCAD, AUTODESK, ARCHICARD, PROKON, STAAD, MASTER SERIES.
  • Proficiency in MS Project and other word processing packages.
  • Good Interpersonal skills.
