TERMS OF REFERENCE
Background
Saferworld is an independent non-governmental organisation that works to prevent and reduce violent conflict and promote cooperative approaches to security. Saferworld works with civil society, governments and international organisations to encourage and support effective policies and practices through advocacy, research and policy development, and through supporting the development of local capacities and structures.
Saferworld has been working in Africa since 1997, with a primary focus upon East Africa and the Horn region and has well-established programmes in Kenya, Uganda, Somalia and Sudan. Since 2004, Saferworld, with the support of the European Commission, has led a process designed to establish legitimate and representative NSA structures that are able to engage in policy dialogue which culminated in the formal establishment of NSA platforms in the three Somali regions in 2008.
Saferworld and the NSA platform in south central Somalia, SOSCENSA, (Somalia South Central Non State Actors) is in the initial stages of a two-year EU-funded action-research project to engage civil society in the broader reconciliation and statebuilding process in Jubaland 1 . This will include a detailed mapping of civil society organisations that are operating in Gedo, Middle Juba and Lower Juba and stakeholder mapping. This analysis will in turn form the part of the raw data for two publications. The first research product will examine the social and political reconciliation needs within Jubaland and possible interventions or support to transform and address these needs. The second piece will focus on what Saferworld and SOSCENSA have termed the 'contested notions of the state' and look to identify how reconciliation needs can be addressed within the formation and institutionalization of state and governance structures. The research methodology will institute within is a capacity building component such that Somali NSAs are trained in data collection tools and techniques and fielded to collect data as part of the research.
Following publication of both of these papers, Saferworld, SOSCENSA and local civil society will lead extensive advocacy at local, national and international levels based upon the recommendations of this research.
Key Objective: To enable data collectors on political and social reconciliation issues conduct their work with due consideration to risks and threats and confidence in how to respond to or mitigate against such risks.
As part of the research, up to 60 data collectors are to be recruited to conduct a variety of research activities inclusive of individual interviews, social surveys and focus group discussions. The information to be gathered may be considered politically and socially sensitive and is to be gathered in predominantly the Jubaland region of Somalia, though some data collection may take place in Mogadishu, Somali communities in Northern Kenya and Nairobi. A specialist research consultant will be recruited to train on data collection techniques and tools and will provide guidance to their work. Nonetheless due to the potential insecurity in the region in which much of the information is to be gathered and the potentially contentious content of the data to be collected, it is felt that security training would be valuable in ensuring potential threats and risks are identified early and knowledge of how to respond instilled in all participants.
Training of Trainers: Due to the number of data collectors to be deployed, it is anticipated that a core group of approximately 15 senior data collectors will be trained in security awareness alongside training on data collection techniques. These senior data collectors will conduct a cascade-training to the other 45 data collectors on security awareness.
Key Activities:
  • Preparation of security training – liaison and discussion with Saferworld and SOSCENSA team to inform consultant on needs. Preparation of training plan, materials and tools.
  • Advice and guidance on key attributes a senior data collector may need to be able to conduct ToT. (This is to enable Saferworld and SOSCENSA to recruit suitably competent persons into the Senior Data Collector roles.)
  • Implementation of 3 day security training to 15 senior data collectors and Saferworld and SOSCENSA staff to include a training of trainers component.

  • Training plan and training materials to be used for both core training and for trained trainers to use in cascade training.

  • Training report – 1 day It is anticipated that training of data collectors will take place in 2 nd week October 2014.
Key Competencies
  • Extensive experience in security and risk management for either data collectors, human rights defenders, researchers, journalists or civil society organisations.
  • Detailed knowledge of the Somali context and the associated risk and threats within it.
  • Knowledge and experience working in high risk countries on politically sensitive issues.
  • Strong facilitation and training skills enabling demonstrable uptake of knowledge by target group.
