Kenya/Somalia - Reporting / Communications Officer

Brief overview of SOLIDARITES INTERNATIONAL work in the country :
Solidarites International has been operational in Somalia since 2007. SI main areas of intervention are WASH and Food Security. In Kenya, SOLIDARITES has field base in North Horr. Resilience and WASH project are implemented in Marsabit county, with funding from EU and DFID. In Somalia, SOLIDARITES has field bases in two regions: Gedo with offices in Mandera (on Kenyan side), Luuq and Elwaq and in Galgaduud with offices in Adaado and Abudwak. Projects are focusing on WASH and food security. SI secured funding form ECHO, OFDA, CHF and UNICEF. At the time of the writing of this job description SI is also considering opening activities in other locations.
How the mission is organised :
The coordination is based in Nairobi. The Field Team dedicated to Somalia Programs is based in Dadaab and Mandera in Kenya, close to the Somalia Border. Kenyan field office is in North Horr.
Insecurity in Somalia does of course affect our presence on the ground. This situation has deteriorated lastly, affecting all humanitarian activities of all humanitarian actors, and incurring real difficulty of access.
The Kenya/ Somalia mission does not follow a classic set up. There are two different missions followed by the same coordination team. Kenya and Somalia contexts are different. External actors (INGOs, LNGOs, donors, authorities, forums, etc.) are completely separated for Kenya and Somalia missions: it therefore multiplies the workload of the coordination team.
Context of the position
Solidarites International joint Kenya / Somalia mission was opened started in march 2007. SI has been directly implementing programs mainly in South and Central Somalia. In 2014 mission includes operations in one region in Kenya (Marsabit) and 3 regions in Somalia (Gedo, Lower Juba and Galgaduud).
This is a new position created to improve the quality of reporting and proposal writing and therefore alleviate the work load of technical coordinators. It will also help improving in house capacity building and training on reporting and proposal writing issues as well as developing the mission’s communication strategy.
The Reporting/ Communication Officer will be under the supervision of the Deputy Country Director for Programs and will work closely with the field teams – Field Coordinators, Programme Managers – and with the coordination programme team – WASH and Food Security/Livelihoods Coordinators. He/she will work with the Head of Mission on developing the communication strategy and drafting the Mission annual strategy. He/She will work with HoM on training plan for field bases.
Specific objectives
  1. The Reporting / Communications Officer (RCO)’s primary role is to produce and synthesize high quality reports and proposals, in close coordination with the CD, DCD programs, program coordinators, field management teams of Somalia mission and the Desk program manager.
  2. The Reporting/Communication Officer (RCO) will be involved in monitoring on-going projects in cooperation with M&E assistant. He/She will be also involved in cross-checking data collected in assessment reports and triangulating information used to design proposals.
  3. The RCO will be involved in designing a communications strategy for an internal and external audience, in addition to communicating the mission’s successes and stories internally and externally.
  4. The RCO will be responsible for training senior colleagues in Nairobi and the field in i) consolidating reports between units and preparing them in a more conducive manner for the targeted audience, ii) identifying communications opportunities and improving the quality of photos, videos, community engagement for reflecting the needs and responses in the communities.
  5. The Reporting/ Communications Officer (RCO) will be in charge of training program managers and field coordinators in drafting donor-based reports and consolidating relevant information, depending on the audience and the type of reports.
PROFILE
Education:
  • Master’s degree preferably in social sciences, international relations and/or development or other relevant discipline
Experience:
  • At least 1 year of related work experience, preferably for an International Non-Governmental Organization (INGO) at headquarter or on the field in Programme departments;
  • Experience in working in Somalia, preferably being based inside of the country and working with international NGO
  • Successful experience in reporting and contributing to proposal writing;
  • Experience in direct implementation of programs in Somalia and establishing relationship with communities will be an asset
  • Experience in training and capacity building;
  • Experience in designing communication strategies and preparing communication materials
  • Skills and/or experience in reporting on WASH and Food Security/ Livelihood activities are an asset.
Technical skills and knowledge:
  • Good knowledge of donors’ reporting guidelines (ECHO – OFDA);
  • Good knowledge of the Project Cycle Management;
  • Excellent organizational skills: ability to work independently & productively in a fast-paced environment;
  • Excellent writing skills in English,
  • Ability to synthetize information;
  • Good interpersonal and communication skills: ability to effectively liaise with a variety of people in a multi-cultural environment;

Specific context of the area in which the expatriate will be working
Main Working Location: Nairobi with 50% travel to Somalia/Kenya field bases
Nairobi is a relatively safe city, although precautions must be taken. Main risks are from vehicle accidents, mugging, and vehicle hijackings.

a) Dadaab/Dhobley: Operational base for Lower Juba. Significant security issues. Very few extra professional activities possible. Several other NGOs present. Curfew at night. Base is basic.
b) Adaado: Operational base for Galgaduud. Significant security issues. Very few extra professional activities possible. Several other NGOs present. Curfew at night. Base is basic.
c) Mandera/Dollow: Operational base for Gedo. Significant security issues. Very few extra professional activities possible. Several other NGOs present. Curfew at night. Base is basic.
d) Other locations inside Somalia, where travel might be needed (i.e. Galckayo, Mogadishu, Dollow, Luuq, Elwak, Abudwaq, Kismayo, Garowe)

Primary Health Care Supervisors, Isiolo County- Kenya

CCM - Comitato di Collaborazione Medica is an international non-governmental organization founded in 1968 in Turin, Italy by a group of doctors and specialized in the health sector. CCM aims at the improvement of health conditions of the population in low-income countries and intervenes through projects of international cooperation, education to the world citizenship, advocacy activities and interventions of health promotion in the context of migration processes.
CCM cooperates with the local communities and authorities in order to strengthen and develop the health systems, to improve accessibility and the quality of prevention and health care services. CCM works also to promote health in the communities cooperating with local organizations and promotes an integrated approach to the health by working directly or by cooperating with other local and international organizations in the fields of water, education, veterinary, food safety which help the complete well-being of the individual. Where present, CCM gives an immediate answer to the essential needs also in emergency situations.
In Kenya CCM is working in Isiolo County with the Project****“Improving the Access to Water Sources, Sanitation Facilities and Quality Primary Health Care Services in Isiolo County”****funded by the Italian Ministry of Foreign Affairs and implemented by the International NGOs LVIA and CCM in partnership with the WRMA-ENNCA and the Isiolo County Department for Health. The specific objective of the Project is to improve access to clean water, sanitation facilities and Primary Health Care (PHC) services in Isiolo County through: (i) an increased availability of clean water for both human and animal consumption; (ii) an increased access to latrines in schools and Health Facilities (HFs); (iii) technical support to Health Centres and Dispensaries; and (iv) health education to raise awareness on the adoption of proper hygiene practices and increase the demand and utilization of the health services

Objectives and general characteristics
  • Ensure the effective functioning and service delivery of CCM supported health facilities in the project area;
  • Improve and increase the community access and utilization of primary health care services in the project area;
  • Facilitate the capacity building of local concerned institutions (Sub County Health Department-SCHD) and local health staff;
  • Improve the data collection and reporting system, according to DHIS guidelines and tools;
  • Improve the link between health services and the promotion of hygiene and sanitation practices across the target community, mainly in the areas of epidemiological surveillance, infectious/communicable diseases, water-borne diseases and health promotion;
  • Collaborate with CCM project team for the timely and effective implementation of project activities.
Reports to:CCM Health Activities Coordinator (HAC) Isiolo County
Areas of responsibility
· (S)he organizes and conduct with SCHD joint routine supervision and monitoring of CCM supported health facilities in the area of intervention (Isiolo, Merti and Garbatula sub Counties, Isiolo County);
· In collaboration with the SCHD, (s)he oversees the implementation of all primary health care activities conducted at facility and community level, including: epidemiological surveillance, Ante Natal Care (ANC), Maternal and Child Care (MCH), Out patients Care (OPD), Essential Programme on Immunization (EPI), Health Education and community awareness, Laboratory services;
· In collaboration with SCHD, (s)he assists health facility staff in the proper collection and registration of relevant health data and patients’ and drugs reports keeping,
· (S)he links with the concerned SCHD for: (i) the supportive supervision of health facilities, (ii) the registration of health data and related reporting at County level (DHIS), (iii) the promotion of community involvement/participation, (iv) the involvement and coordination of Community Health Units (CHU) and Community Health Committees (CHC);
· In collaboration with SCHD and CCM International Medical Experts, (s)he organizes and implements trainings and refreshment trainings for the local health staff, based on identified training needs and according to GOK trainings guidelines;
· (S)he trains and supervises Community Health Workers (CHW) to improve Hygiene and Sanitation awareness and health-seeking behaviour of the communities in the project catchment areas;
· In collaboration with SCHD, (s)he organizes and promotes raising awareness and sensitization campaigns on health prevention, hygiene practices and access/utilization of primary health services;
· In collaboration with local authorities, (s)he builds the capacities of CHC to improve community involvement on health related issues;
· If required, (s)he participates in the conduction of need-assessments and/or surveys in the project catchment area and assists the HAC in the development of new project proposals,
· (S)he provides monthly reports to the HAC on the activities carried out (including cash book) and collaborates with the HAC for the organization of the monthly and quarterly activities plan.
Requirements:
· Relevant BSC and/or academic qualification as clinical officer, registered nurse/midwife, Public Health officer or similar;
· At least 2 years of relevant work experience in the primary health care supervision activities;
· Fluent in both oral and written English;
· Basic IT skills;
· Teamwork inclination;
· Flexibility and willingness to work in remote areas;
· Holding of valid driving licence F (for motorbike 125 cc and above).
Additional preferable qualifications:
· Short trainings on community mobilization, health community-based approach, etc.
· Previous experience as trainer;
· knowledge of local languages (Swahili, Borana, Samburu, Turkana).

Head of Mission Kenya

Secours Islamique France (SIF) is a Non-Governmental Organization of international solidarity based in France. Missions and activities:
Leadership of the country Program
  • Establish, maintain and develop SIF’s presence in Kenya

Staff Management / Human Resources

  • Develop a staffing structure and ensure the roles are filled when funding is secured, for programme implementation to start

Representation

  • Meet key representative of Ministries of Kenya government, to understand the system and priorities
  • Identify the sponsors and contribute to reinforce professional relations

  • Check and transmit regularly the various reports to the sponsor
  • Manage external communications in collaboration with the communications department in HQ. Act as the contact person with press and media

Security management
  • Responsible for the safety and security of all SIF staff and visitors to Kenya
  • Ensure that a safety and security framework for SIF operations in Kenya is developed, communicated, adhered to and regularly reviewed
  • Monitor the security context (including participating in local/national INGO/UN security meetings) and act on any deterioration in this that could affect operations and provide guidance to teams/sites as required
  • Facilitate the evacuation of field based teams if necessary
  • Ensure timely and accurate security / incident reports are sent to HQ
  • Maintain regular contact with security key actors
Profile:
  • Minimum 5 years of previous experience in humanitarian work, including previous experiences as Country Director, or Assistant regional director, or Chief of Party with INGOs in similar context
  • Considerable overseas experience in establishing country programs within an international NGO preferably in the emergency sector with a focus on food security, livelihood, WASH, Shelter other cross cutting issues
  • Substantial experience of strategic thinking, including identifying, analyzing, problem solving and responding to opportunities and challenges and the ability to translate these into practical plans of action
  • Ability of raising the profile of an organization, strategically networking with government agencies, donors and other international agencies, and using the media as appropriate
  • Significant people management, ability to understand the cultural and political environment and to work well with partners including local authorities.
  • Extensive knowledge and experience of project planning and budget holding; proposal and report writing
  • Strong communication skills, with excellent written and spoken English (and desirably French and/or Arabic)
  • Familiarity with Horn of Africa context (especially Kenya)

About the role
As a research-based campaigning organization, investigating and documenting human rights issues is fundamental to our advocacy and lobbying work. Our Ethiopia and Eritrea Researcher will take the lead in initiating research and action for change on human rights issues from the East Africa regional office by providing regional and thematic expertise, excellent research skills and sound political judgement. An action oriented approach to your work is essential. You will be required to conduct and co-ordinate research activities, monitor, investigate and analyse political, legal and social developments and human rights conditions, give authoritative advice on these areas and prepare human rights action materials.
About you
With experience of working on human rights issues, you must have first-hand in-depth knowledge and experience of Ethiopia and Eritrea and an understanding and awareness of the cultures of the Horn of Africa Region. You'll have a background in activism, academia, law or journalism with the ability to identify and thoroughly investigate those issues and ensure our voice has authority. With your extensive experience of working from the region you will have a strong network and rich experience of undertaking this kind of sensitive work in the field. A natural collaborator you will need proven research and influential communication skills including excellent writing skills, impartial political judgement, coupled with strong strategic thought. Fluency in English is essential, fluency in one of the main languages spoken in Ethiopia or Eritrea would be an added advantage.

HEALTH MANAGER

Background: The International Rescue Committee has been working in Somalia since 2006, providing essential services to conflict and disaster affected communities. The IRC has been operational in Central Somalia (Mudug and Galgadud regions) and Mogadishu implementing interventions in the areas of livelihood, Governance, protection, GBV, WASH and health reaching out to more than 200,000 conflict and drought affected people.
Scope of work: Under the administrative supervision of the Senior Health Program Manager, the Heath Manager will be the focal point for health care services in Mogadishu. S/he will ensure the implementation of a quality health program for IDPs, returnees and host population, in accordance with acceptable national and international standards. S/he will provide technical oversight to field-based health staff in the area of primary, secondary and reproductive health, with emphasis on coaching national staff to build their capacity. The Health Manager will monitor improvement of all health indicators as per SPHERE/UNICEF/WHO standards in Somalia.
Required Qualification/Experience & Competencies:
· University Degree in Medicine/ Public Health from a recognized institution.
· Minimum three years of field work experience on comprehensive primary health programs in resource poor settings. Experience working with INGOs in IDP settings will be an added advantage.
· Previous experience in coordinating, implementing and managing health programs in developing countries.
