Position Summary
The consultant will provide logistical assistance to Futures Group in implementing and coordinating the creation of an mHealth Market Access Model and Support Tools in Kenya. This work involves assistance relating to the GSMA Foundation's overall purpose of providing mHealth economic proof points that educate, empower and enable procurement managers to include mHealth in the country health budget.
The consultant will be charged with providing ongoing logistical assistance to the data collection teams before, during and after in country consultations. Prior to in country visits, the consultant will be responsible for assisting the field teams in constructing the stakeholder portfolio, working with the technical team to organize each country's steering committee and building rapport. It is expected that the consultant will have existing relationships with some or all stakeholder groups and will make initial contact with appropriate persons and/or representatives. Stakeholders are expected to include, but are not limited to the following; mobile services providers, decision makers in Ministries of Heath/Finance/Communications, health care providers (both public and private) and other mobile infrastructure organizations including those within the mobile services supply chain. Support will continue through the completion of logistics associated with the GSMA team's in country time, detailing day to day meeting agendas, local travel arrangements and accommodations. Post in-country time, follow-up data collection may be required of the consultant at the discretion of the assigned technical team members.
Key Responsibilities
  • The consultant will act as the primary coordinator for stakeholder meetings, ensuring that all critical representatives have the opportunity to contribute to the models.
  • Construct logical agendas respecting the time of the data collection team and relevant stakeholders.
  • Assist the GSMA team to coordinate in country data collectors, data entrants, analysts, and report writers.
  • Strategize with the GSMA team on issues/delays affecting data collection.
  • Assist in document preparation for steering committee members and local communications.
  • Liaise with any local GSMA representatives, associated Futures Group offices and the project team.
  • Provide other assistance as needed to the GSMA team, working in close collaboration with any associated the Futures Group, GRM or associated offices in country.
Proposed timeline
The consultancy timeline is typically over a seven week period within the span of March 1st, 2015 to October 31st, 2015. For a consultant representing a single country the maximum number of days for this consultancy is 15.

GRM Futures Group in Kenya
GRM Futures Group is in the process of significant growth in Kenya. It currently implements 10 health, education, and development projects with nearly 80 staff at the present time, and expects to grow to over 100 staff over the next year. About two-thirds of the staff is based in Nairobi and one-third is in different counties throughout Kenya. GRM Futures Group staff work on projects funded by USAID, the US Centers for Disease Control (CDC), Australia Department of Foreign Affairs and Trade (DFAT), and UK Department for International Development (DFID).
Position Summary
GRM Futures Group is seeking a Human Resources & Security (HR&S) Manager to administer integrated human resources and security policies and programs with business needs in its Kenya office. The HR&S Manager will be responsible for the management of risk and the implementation of the necessary security mitigation measures relating to GRM Futures operations in Kenya to ensure best practice and the protection of employees, consultants and visitors, infrastructure and equipment. S/He will also work to ensure current HR practices/systems are working at optimal level, while scrutinizing the operation for improvement opportunities and adaptability to meeting changing business requirements. As a subject-matter expert, the HR&S Manager will guide project staff to the resources available to them for their employment needs.
The HR&S Manager will have direct reporting line to the Kenya Country Manager located in Nairobi and indirect reporting lines to the Global Security Manager and the Global Director of Human Resources.
Key Responsibilities
HUMAN RESOURCES
  • Prepares employees for assignments by establishing and conducting orientation and training programs.
  • Writes directives advising department managers of Company policy regarding equal employment opportunities, compensation, and employee benefits.
  • Consults legal counsel to ensure that policies comply with national law.
  • Develops and maintains a human resources system that meets top management information needs.

Qualifications
  • 5-7 years' experience with Bachelor's Degree or 3-5 years with Masters in Human Resources
  • Five years in the military at officer or senior non-commissioned officer rank
  • One to five years of commercial experience in the security industry (not essential).
  • Ability to make recommendations to effectively resolve problems or issues by using judgment that is consistent with standards practices, policies, procedures, regulation or government law.
  • Ability to objectively coach employees and management through complex, difficult, and emotional issues.

Instructional Designer (Applied Computer Science Program)

The African Virtual University (AVU) www.avu.org is a Pan African Intergovernmental Organization established by charter with the mandate of significantly increasing access to quality higher education and training through the innovative use of information communication technologies. A Charter, establishing the AVU as an Intergovernmental Organization, has been signed so far by eight (8) African Governments - Kenya, Senegal, Mauritania, Mali, Cote d’Ivoire, Tanzania Mozambique, and Democratic Republic of Congo. The AVU has its headquarters in Nairobi, Kenya and a Regional office in Dakar Senegal with Host-Country Agreements and Diplomatic Status with the two governments.
The AfDB is funding a second phase of the Multinational Project which will build on the first phase and will extend its benefits to more countries. The overall objective of the AVU Multinational Project II is to strengthen the capacity of the AVU and a network of 27 institutions to deliver and manage quality ICT integrated education and training opportunities in 21 African countries. The project has the following activities: (1) Establishment of new Open Distance and eLearning (ODeL) Centres and/or upgrading of exiting AVU Learning Centres as well as Internet connectivity provision at AVU Partner Institutions; (2) Development and/or improvement, and delivery of four ICT integrated Programs: AVU Capacity Enhancement Program (ACEP); Teacher Education, Computer Science, and Peace and Conflict Resolution; (3) Gender Mainstreaming (4) Research and Development; (5) Promotion and development of Open Education Resources (OERs); and (6) Enhancement of AVU Capacity.

To this end the AVU is searching for three skilled instructional media Technologists/developers.
Instructional Media Technologist – Multimedia/Web
Working as part of a media development team within the Educational Technology and Learning Resources Division, the primary responsibility of the Multimedia/Web Technologistis to help course developers plan and produce instructional multimedia presentations for delivery over the internet, mobile devices or from other media. Moving files to the learning management system and maintaining repository files. Secondary responsibilities will include promotional materials, care of equipment, and assisting other members of the Educational Technology and Learning Resources Unit.
SCOPE OF WORK
Develop, plan, produce, edit and distribute instructional multimedia (70%)
· Provide support to the Instructional Design Team in the analysis and planning of potential instructional projects
· Participate in preproduction, production, and post-production of digital multimedia
· Develop templates for media presentations and questions for use by instructors
· Upload content into the Learning Management System (Moodle)
· Install and maintain a test-item bank
· Convert file to various formats to ensure availability of print, digital and multimedia formats.
· Assist in the development and implementation of a monitoring, evaluation and reporting mechanism for multimedia activities
· Assist in developing and presenting workshops related to the use of multimedia, test bans and LMS for Open, Distance and eLearning.
· Convert media to the proper formats for online or print distribution
· Ensure appropriate copyright and Creative Commons license is applied to materials
· Maintain a repository of digital materials in SCORM format
· Assist in the day-to-day quality control of digital media produced by AVU.
Develop, install and maintain digital video equipment and media (15%)
· Assist in the selection, procurement and care of production equipment including cameras, scanners, and sound equipment.
· Assist in the selection, procurement and care of a digital authoring suite and associated supplies
· Maintain and track inventory of related AVU equipment and supplies

Supporting other Media Technologists, instructors and AVU personnel (15%)
  • Assist other members of the AVU team with planning and production of a variety of instructional and promotional media.

UNV Regional Peace and Citizen Security Programme Specialist

Preamble:
The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.
In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.
In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive.

Brief Project Description:The UNV Strategic Framework 2014-2017 advocates for the effective enhancement of the capacity of UNV Field Units based at the country level with high quality programme advisory support through a regional office. The Strategic Framework informs the Global Programmes in the following focus areas: a) Access to Basic Services, b) Community resilience for environment and disaster risk reduction, c) Peacebuilding, d) Youth and national capacity building through volunteer schemes. Within the context of the UNV Strategic Framework and through the Global Programmes, the UNV Regional Offices are to provide high quality programmatic support and establish strategic partnerships at the regional level to promote volunteerism for peace and development in their respective regions.

The United Nations Volunteers (UNV) programme is the UN organization that contributes to peace and development through volunteerism worldwide. Volunteerism is a powerful means of engaging people in tackling development challenges, and it can transform the pace and nature of development. Volunteerism benefits both society at large and the individual volunteer by strengthening trust, solidarity and reciprocity among citizens, and by purposefully creating opportunities for participation. UNV contributes to peace and development by advocating for recognition of volunteers, working with partners to integrate volunteerism into development programming, and mobilizing an increasing number and diversity of volunteers, including experienced UN Volunteers, throughout the world. UNV embraces volunteerism as universal and inclusive, and recognizes volunteerism in its diversity as well as the values that sustain it: free will, commitment, engagement and solidarity. UNV engaged 6,351 UN Volunteers in 2013, on a total of 6,459 assignments. UNV is headquartered in Bonn, Germany and has Field Unit presence in about 69 countries.
The UNV Regional Offices is a pilot initiative currently being implemented in three locations, Bangkok, Nairobi and Panama and expected to be expanded to other regions. It is composed of a Regional Manager and 4 to 5 international UN Volunteers and 1 Programme Assistant. At UNV HQ level the UN Regional Office is headed by the Chief Programme Coordinator. The key objectives of the Regional Office are: (i) provide high quality programme advisory support to the Field Units and partners; (ii) establish strategic partnership with UN entities, Government, Regional Bodies, Civil Society Organisations and Volunteer Involving organizations to position UNV at the regional level; (iii) effective advocacy and promotion of volunteerism at the regional level through relevant conferences, fora, networking, etc. Within the context of the UNV Strategic Framework (2014-2017), the UNV Youth Volunteering Strategy (2014-2017) and the Global Programmes, the international UN Volunteers under the Regional Offices will work in the five priority areas where volunteerism has a transformational and cumulative impact on the lives of people.

11. Description of tasks:
Under the direct supervision of the UNV Regional Manager, who is the head of the UNV Regional Office, the UN Volunteer Regional Peace and Citizen Security Programme Specialist will:
A. Undertake and support the regional/country project planning and programming on peace and citizen security initiatives in line with the Global Peacebuilding Programme, including programme development, preparation of concept notes and project documents, technical and coordination support to Field Units.
Specifically she/he will undertake the following key functions:
· Keep abreast of development challenges and priorities on peace and citizen security in general and related volunteerism in countries within the region to identify relevant entry points at the UNV Field Units (FU) level for programming and partnerships;
· Provide support to FUs in developing the concept notes and project documents in line with the strategic quality criteria to be considered for funding under UNV global programmes;
· Develop consistent result frameworks and theories of change aligned to the UNV IRRM, the global programme documents and global projects for each priority area;
· Identify programmatic opportunities that maximise potential for volunteer mobilization as well as promotion of volunteerism in working closely with the FUs and the Portfolio Managers;
· Gather relevant information and analysis on regional trends on peace and citizen security in general and related volunteerism in particular as a basis to make substantive contributions to discussions, network, think tanks, etc. on peace and citizen security and volunteerism;
· Under the guidance of the Regional Manager, undertake a scoping exercise in conjunction with the UNV FUs to gather technical knowledge and evidence based results to inform emerging and ongoing initiatives on peace and citizen security in general and related volunteerism;
· From the peace and citizen security angle provide regional-level assessments, analysis and trends on how volunteering is an asset and noting the challenges to support regional peace and citizen security initiatives with regional and sub-regional bodies;
· Under the guidance of the Regional Manager provide substantive inputs to UNV Field Unit teams in their engagement with UN agencies through the UN Development Assistance Framework (UNDAF) and Country Programme and other planning tools for forecasting of demand in their programmes;
· Undertake missions to support UNV Field Units in programme and project formulation on peace and citizen security in general and related volunteerism within the context of the national development plans, CCA and UNDAF processes.
· Undertake mapping exercises in order to identify the regional, sub-regional and national pipeline of projects of different UN agencies, including UN joint programmes;
· Under the guidance of the Regional Manager, participate in different forums and meetings on peace and citizen security issues, including the initiatives under the UN regional interagency thematic group on peace and citizen security;

· Provide inputs to the work plans and advisory services on peace and citizen security at the FU and Regional Office levels;

B. Assist the Regional Manager in identifying and strengthening relationships with main partners in the region on programmatic issues related to peace and citizen security in general and related to volunteerism. Specifically:
· Work to assist Regional Manager to explore potential and develop existing programmatic partneships;
· Effectively use evidence based information gathering on volunteerism-related peace and citizen security in the region and develop into advocacy products and projects for resource mobilisation;
· Build and strengthen relationships with Volunteer Sending Organisations, Civil Society Organisations and Non-Governmental Organisations, universities, community organizations, youth organizations and other partners in the region;
· Gather donor intelligence and mapping of relevant partners. Contribute to conceptualization and realization of fundraising material. Contribute to development of social media packages.
C. Others Tasks:
As the UNV Regional Office is a multidisciplinary team, the team members are expected to support each other and step in in absence of a team member. The team members will also be assigned other tasks by the Regional Manager.
Furthermore, UN Volunteers are encouraged to:
· Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD);

13. Qualifications/Requirements:
· Preferable a masters degree in international relations, international development studies, human security studies, programme development and management or equivalent academic areas;
· 4-5 years working experience with at least 2 years on peace and citizen security related issues, preferably as it relates with citizens’ engagement, support to civil society or volunteerism, in an international environment or national level;
· Substantive knowledge in project design and formulation;
· Knowledge and analytical overview of the development realities and challenges in the region;
· Knowledge to network and mobilisation of resources is an asset;
· Excellent English writing and communication skills; excellent Spanish language skills are required for the assignment in Panama and French language skills for Nairobi.

A. Undertake and support the strategic planning and programming on Community Resilience for Environment and Disaster Risk Reduction in the region in line with the UNV Global Programme on Community Resilience for Environment and Disaster Risk Reduction initiatives, including programme development, preparation of concept notes and project documents, technical and coordination support to Field Units.
Specifically she/he will undertake the following key functions:
· Keep abreast of development challenges and priorities on Community Resilience for Environment and Disaster Risk Reduction in countries within the region to identify relevant entry points at the UNV Field Units (FU) level for programming and partnerships;
· Provide support to FUs in developing the concept notes and project documents in line with the strategic quality criteria to be considered for funding under UNV global programmes;
· Develop consistent result frameworks and theories of change aligned to the UNV IRRM, the global programme documents and global projects for each priority area;
· Identify programmatic opportunities that maximise potential for volunteer mobilization as well as promotion of volunteerism in working closely with the FUs and the Portfolio Managers;
· Gather relevant information and analysis on regional trends on Community Resilience for Environment and Disaster Risk Reduction in general and related volunteerism in particular as a basis to make substantive contributions to discussions, network, think tanks, etc. on environment, disaster risk reduction and volunteerism;
