The objective of this consultancy is to carry out an evaluation of the way the BDRT/NDRT/RDRT system has been built and used in East Africa and Indian Ocean Islands, over the last 3 years, in order to understand better to what extent it constitutes a national and regional response and surge capacity, and what (assuming that the mechanisms are deemed broadly appropriate) should we put in place to enhance its efficiency.
