Context

NGO IPSIA
Istituto Pace Sviluppo Innovazione Acli (IPSIA) is an Italian non-governamental organization founded in 1985. IPSIA headquarters are based in Rome, Italy. IPSIA aims to help communities in different parts of the world to improve their access to healthcare, education and financial security. Current projects focus on assisting local development in rural areas and on supporting social care for vulnerable targets, like street children and women. IPSIA in Kenya
IPSIA started its operation in the Central Counties of Kenya in April2015 through an assessment mission aiming at 1. establishing fruitful relations and collaborations with partners and local actors (Italian Embassy, Dioceses of Meru and national and international NGOs) already active in the country and 2.carrying out a rapid evaluation on the most relevant constraints suffered by local farmers affected by Meru Herbs operations. IPSIA capacity to respond to the rural development needs in the country is confirmed by the long lasting experience in implementing agricultural projects and providing multi-sector approach funded by Italian Cooperation (i.e. Kosovo and Senegal, among others).
PROGRAMME
The challenge of the Agronomist is to carry out the necessary performance in support of the project activities aiming to foster Tharaka-Nithi agricultural development through a multi-sector intervention whose main targets will be the following ones: agriculture production, crops processing, sustainable energy, eco-tourism.

Responsibilities

The agronomist will work in close cooperation with Meru Herbs Staff and report to the Project Manager. More specifically:· In co-operation with Meru Herbs Agriculture Department, maps all the active organic farmers of Meru Herbs, their position and the size of their organic portion of land; · Assists Meru Herbs Agriculture Department in monitoring activities with associate farmers through periodical inspections and, more specifically, fills the ICS forms (following the guide lines of the organic certification body); · Supports the agriculture department team to create a complete database with all the MH members, their MH numbers and dates of conversion period. · Drafts a seasonal calendar of production for chamomile and carcadè to share with the farmers; · Supports the draft expected production plan at the beginning of each productive season; · Organizes and shares data of expected production with the agriculture team, the tea factory and the Nairobi office; · Selects a group of around 40 farmers (who are already MH members) to work with for training sessions about organic agriculture, introduction of new crops and new agricultural tools and equipments; · Implementation and enlargement of the demo shamba: assistance in the preparation of the land, installations of water tanks and provision of setups and equipments needed. · Coordinates the development of the demo shamba as a demonstration plot for new agricultural equipments and tools and new experimental crops. · Assists to gradually define an autonomous economic and organizational management for the demo shamba; · Organization of periodical staff meeting within the agriculture team in order to share tasks and duties. · Participation in periodical staff meetings.

Profile of the Candidate (Education, Training, Competences, Skills)

Minimum Requirements:
· Diploma/degree in Agriculture;
· Excellent level in English and Swahili;
· A minimum of 3 years of relevant experience in a similar position in a NGO or business environment;
· At least 3 years of field experience in rural areas, preferably in Eastern Africa;
· Good knowledge of ICT (computer, network, communication means)
· Car and/or motorbike driving license.

Responsibilities

The Project Management shall have a sound understanding of the overall project. He/she will coordinate and supervise the implementation of activities. In doing so, he/she will work in close co-operation with the project staff and different MH Departments. Specifically, he/she is responsible for the following tasks:
· Ensures the effective implementation and monitoring of the activities and results, in compliance with the project Monitoring Plan;
· Prepares and forwards to the Heads of Mission weekly, monthly work plans and progress reports for all the sectors, and about the situation in the field;
· In close co-operation with Meru Herbs administration, carries out a management and organizational needs assessment;
· With other team members (and communities), identifies program gaps and suggests to the staff the mitigating actions;
· Performs any other action related with the position needed to achieve project and IPSIA objectives in Kenya if requested by the Heads of mission.
· Whenever requested by the Heads of Mission, represents IPSIA with authorities, NGOs and UN agencies at local level;
· Steers and participates to periodical staff meetings.

PROGRAM OFFICER- AGE AND DISABILITY

CBM is an international Christian disability and inclusive development organization whose primary purpose is to improve quality of life of the world’s poorest persons with disabilities and those at risk of disability, who live in the most disadvantaged societies. We seek to recruit a Program Officer for the Ageing and Disability Capacity Building Program (ADCAP).

PROGRAM OFFICER- AGE AND DISABILITY
The Age and Disability Capacity Building (ADCAP) programme is a global initiative implemented by the Age and Disability (A&D) Consortium, led by HelpAge International. Consortium members include Handicap International, CBM, IFRC, Red R UK and Disaster Ready. The programme works with both international and national partners at operational and headquarters levels, to build their knowledge and expertise in inclusive humanitarian programming in support of changes to policy and practice of operational actors.
The ADCAP programme will ensure that older people and persons with disability benefit from improved access to services across different sectors as a result of a) improved recognition by humanitarian actors of the right and needs of these groups, and b) increased inclusion of these groups in programming resulting from improved skills and expertise in the design and delivery of inclusive humanitarian assistance c) contribute to changes in organisational and institutional environments that will ensure greater knowledge of, and confidence in, the need for inclusive programming.
The job holder will play a central role in supporting CBM and other humanitarian partners, to take steps towards gender-sensitive mainstreaming of ageing and disability into organisational policy and practice in Kenya.
The objective of this position is also to establish a sustainable mechanism at country level to build and support the capacity of their parent agency, and external humanitarian partners to deliver gender-sensitive, age and disability inclusive humanitarian programmes.
Main Responsibilities:
Internal
  • Conduct an assessment of the extent to which ageing and disability are mainstreamed in policy and practice of the organization (CBM).
  • Advocate in coordination with the CO Kenya and CBM IO teams for the implementation of gender-sensitive, age and disability inclusive humanitarian programming and implementation.
  • Develop and/or review an organisational inclusion strategy for the Kenya focal partners outlining identified rationale, objectives, and opportunities to contribute to age and disability inclusion in organisational policy and practice in collaboration with the Age and Disability Capacity Building Focal Persons.
  • Ensure consultations and dissemination of the age and disability mainstreaming strategy among the agency staff;
  • Facilitate the development of a Kenya Organisational Action Plan (K-OAP) to be endorsed by senior management (CBM-RO and ERU, and Kenya Partners), outlining the concrete actions to be taken by the organisation to deliver the strategy.
  • Develop an improvement plan every quarter, undertaking ongoing assessments, to ensure there is continuous progress made against the milestones of the Organisational Action Plan,
  • Provide technical input into the review and design of organisation policy, tools and operational response activities to reflect the needs of older people and people with disabilities drawing on and working towards, the implementation of the minimum standards developed as part of the Age and Disability Capacity Building project
  • Build capacity of CBM and Kenya partners’ staff to contribute to gender-sensitive mainstreaming ageing and disability through training and coaching.
  • Form a inclusion working group including other team members from the organisation who will support implementation, monitoring and review of the OAP
External
  • Facilitate and/or conduct training on ageing and disability in humanitarian action to staff members of other humanitarian actors, and the use of the minimum standards.
  • Work with identified agencies to develop an organisational inclusion strategy outlining identified rationale, objectives, and opportunities to contribute to gender-sensitive age and disability inclusion in organisational policy and practice at country or head office level, and support partners to have the strategy endorsed and signed off by senior management.
  • Support partners to develop an overall action plan, to be endorsed by senior management, outlining the concrete actions to be taken by the organisation to deliver the strategy.
  • Provide follow up support to humanitarian partners through mentoring, training-of-trainers, webinars, and one-on-one support as required.
  • Build strategic alliances with other key actors internally and externally to advocate for gender-sensitive, age and disability inclusive programming.
  • Identify opportunities for the development of relevant advocacy and communication/information materials to support age and disability inclusion in national processes
  • Develop, maintain and disseminate good practice examples of effective mainstreaming of ageing and disability carried out within and outside of the organisation.
  • Maintain a library of materials on ageing and disability mainstreaming and produce user-friendly and operationally-oriented summaries of key documents for broad dissemination within the parent organisation and the sector as required.
Monitoring and reporting
  • In line with the project Monitoring Evaluation and Learning Framework, monitor and report on implementation of the internal, parent agency mainstreaming strategy through:
o Monthly informal report to the HelpAge age and disability project team
o Quarterly report in line with the MEAL framework,
  • The focal point shall fulfil all reporting requirements as outlined in the project Monitoring Evaluation and Learning Framewo rk, including but not limited to reporting on:
o The implementation of external training activities
o Development and implementation of external agency improvement plans
o Changes at individual, organisational and systemic levels in support of age and disability mainstreaming
Person specification
o Masters or advanced degree in a relevant subject area.
o Knowledge of training tools and methods with proven experience in delivering training in humanitarian settings.
o Previous experience in medium-large scale emergencies (desirable)
o Familiar with humanitarian programming and inter-agency coordination systems
o Experience in protection work, cross-cutting issues in humanitarian response (gender, age, disability etc), working with vulnerable groups or participatory approaches.

Project Summary:
The U.S. Agency for International Development (USAID)/Kenya has requested KSP to conduct a final performance evaluation of its Parliamentary Strengthening Project (PSP). The purpose of this evaluation is to determine accomplishments, programmatic gaps and opportunities resulting from Parliament’s dynamic political and operational environment during the duration of PSP as implemented through the work of SUNY from 2000 to 2015, but focusing particularly on the last four years. The evaluation will identify key lessons and make recommendations to inform USAID’s design of a new activity focused on providing support to Parliament and County Assemblies.
Position Summary:
Under this task order, MSI’s Team Leader shall lead the PSP final performance evaluation including a desk review of all relevant project documents (e.g., the activity description, quarterly and annual reports, etc.), field based data collection, data analysis and report writing. The period of performance of this task order is estimated to be from early July to late-September, including six to eight weeks in Kenya approximately from mid-July to early-September.
Responsibilities:
  • The main objective of this final performance evaluation is to provide USAID information relevant to the design of a new/follow-on project. To achieve this, the team leader will:
  • Provide leadership/guidance to the evaluation team in study planning, execution and management.
  • Finalize the evaluation design and sampling strategy.
  • Develop the data collection instruments.
  • Lead the desk review of relevant documents, qualitative data collection and analysis.
  • Facilitate the study validation and presentation to the client (USAID).
  • Lead the report writing based on the approved standards and guidelines for USAID evaluations.
Qualifications:
  • Master’s degree in Political Science, International Development, Governance, and/or related social science field.
  • Expert knowledge and at least 7 years of experience in conducting (preferably leading) external performance evaluations.
  • Prior Kenyan and/or East African regional experience preferred.
  • Prior USAID evaluation experience; evaluation design experience, including the selection of appropriate data collection methods on a question specific basis and development of a detailed data analysis plan; basic social science research skills including basic statistics, strong data visualization skills consistent with USAID expectations; familiarity with and ability to apply a range of data collection methodologies covered by USAID TIPS. Field experience that includes at least some, but not necessarily all of the following:
  • Qualitative research including design of tools, specifically development of structured and semi-structured interview and/or observation instruments.
  • Qualitative research experience, particularly in conducting structured and semi-structured individual and group interviews and/or focus groups, including the creation of written instruments and transcripts for same; content analysis and other techniques for coding and transforming group/open-ended data into analyzed information; qualitative data analysis software (MAXQDA or alternative) and/or case study documentation experience; transformation of qualitative data into a quantitative form that can be merged with other quantitative data in a mixed methods analysis.
  • Superior writing ability, including evidence of an ability to structure evaluation reports in-line with USAID expectations and in a way that logically and transparently lays out empirical findings, conclusions, and recommendations.
