Assistant Project Manager – Arid and Semi-Arid Areas (ASAL) Food Income Markets (FIM)

The incumbent will provide hands on technical support to local partners and communities in the implementation of sustainable ASAL livelihoods interventions with a strong focus on community participatory approaches to enhance community capacityProgramme Support/Management
· Liaise with the Community Empowerment Team to facilitate dialogue between communities and government staff around ASAL Livelihood/FIM priorities coming out of the participatory approaches.
· Working with relevant government staff at Sub County level to link and incorporate community priorities into the County work plans and budgets
· Building the technical capacity of government and local implementing partners within the ASAL FIM/Livelihoods in planning, implementation, M&E and reporting
· Build the technical capacity of Partner and Government staff in ASAL livelihoods interventions such as PDRA, HEA, VICOBA, IGAs, pastoral field schools, micro Irrigation, value chains development and support, animal health interventions, water related interventions etc.
· Ensure community contracting in implementing DRR activities from community development and contingency plans.
· Facilitate the implementation of livelihood interventions between government staff and other implementing partners at Sub County level
· Ensure the implementation of all livelihoods activities in Marsabit
· Monitor ASAL livelihood conditions at Sub County level and make appropriate recommendations
· Generate programme reports, context analysis and contribute to development of programme proposals and strategies
Financial Management
· Monitor and report against quarterly expenditures against the approved work plans
· Prepare costed work or activity ASAL FIM programme plans
Monitoring and Evaluation
· Develop a monthly joint monitoring tools and plans with partners and oversee their implementation
· Participate in ASAL livelihoods programme reviews, assessments and evaluations
Collaboration
· Represent Concern in ASAL FIM sector related meetings and fora at Sub County level as required
Partner Management
· Coordinate financial logistics, oversight and management of partners
· Act as portfolio manager for partners
Responding to Emergencies:
· Participate and contribute as necessary towards Concern’s Emergency response as and when necessary
· Comply with Concern’s health, safety and security guidelines during emergencies
Programme Participant Protection Policy
· To adhere to the standards of conduct outlined in the Programme Participant Protection Policy and Concern Code of Conduct. · A degree in Agri-business, Agriculture, Livestock Production, Applied Economics or related discipline.
· At least three (3) years of experience with at least one (1) year supervisory experience in a rural/ASAL livelihoods programme that works with and through local partners
· Knowledge and experience of participatory methodologies for use in community development, programme design and implementation
· Excellent analytical, problem solving, negotiation, communication and interpersonal skills
· Excellent oral and written skills in English and Kiswahili. Fluency in the local language/s is preferred.
· Proficient in the use of computer applications and packages
Job Specification:
