OVERVIEW OF CTG GLOBAL

OVERVIEW OF THE POSITION
The Integrated Analysis Team (IAT) in the Office of the Chief of Staff is the focal point for the fusion of information from all sources in the mission area used for the production of medium to long term assessment and support to crisis management. The consultant will support the work of the IAT in providing a capacity to collect and synthesize all source information to produce a research and analysis product under the direct supervision of Senior Information Analyst, Chief IAT.
The production of joint analytical products would focus on:
Cross cutting issues to support decision-making and enhance operations, strategic, and contingency planning as well as UN communication/messaging.
Political, security and fiduciary risks and medium to long term trends affecting the implementation of the Integrated Strategic Framework’s (ISF) – at the country wide level and in specific locations.
GENERAL FUNCTIONS
Objective of the Assignment
The consultant will provide support for the IAT to produce an analytical product for the mission leadership. He or she will work with IAT analysts and provide high level analytical work on a critical area identified by the senior leadership.
Scope of Work/Expected Outcome
Under the direct supervision of the (International) Chief, IAT (P-5), the consultant will be responsible for preparing one analytical product in line with the priorities defined by the Mission leadership. Such products are designed to inform decision making within the Mission with regards to planning and programming.
The topic of the study will cover one (or several) or the areas below:
· Regional analysis such as producing a joint actor mapping and analysis exercise in the Interim Juba Administration (UA).
· Integrated political analysis, such as producing an option/scenario paper on “Vision 2016”; State Formation and Federalism ; constitutional review; resource allocation and power sharing between Central government and future Federal States; conflict flashpoints and conflict preventive avenues; mapping of recent “reconciliation conferences” (lesson learnt and recommendations).
· Integrated security analysis, such as producing a briefing note on charcoal (in support of HLTF on Charcoal); current status and prospect of national and regional security forces in Somalia.
· Integrated analysis on Political Economy, such as producing a study on business elites, power groups and remains of war economy; Study on the economic viability/potential or IRAs and future Federal States; Conflict and institutional accountability; illicit financial flows related to crime and terrorism.
The assignment comprises four parts:
  1. Prepare an outline plan in close consultation with Chief of Staff / IAT focal point.
  2. Conduct literature survey/drafting first draft will take place before visits to Mogadishu (and possibly other regions)
  3. Conduct field visits/interviews for 30 days in Mogadishu (and possibly other regions) and produce a second draft.
  4. Product the final report following the circulation of a third draft and reflecting comments
Monitoring and Progress Controls
· The consultant shall receive the initial project briefing and background materials from Chief of Staff and IAT focal point – initial interactions will be by telephone or video conference, (within 4 days after the start of the contract)
· The consultant shall thereafter prepare an outlie plan (7 days) for the conduct of the research and analysis, including proposed site visit dates to Mogadishu and regions.
· The outline plan shall be reviewed by Chief of Staff / IAT focal point and guidance provided within 4 days.
· A first draft report shall be prepared by the consultant within 15 days and shared with the Chief of Staff/IAT focal point.
· The first draft shall be reviewed by Chief of Staff/IAT focal point and guidance provided within 7 days.
· The consultant is expected to arrive in Mogadishu, as the review process of the first draft Is ending (around 35 days after the start of the contract)
· The consultant shall conduct site visits and interviews in Mogadishu as well as other regions as required, spending 30 days in Somalia.
· The consultant shall submit a second draft by the end of the visit to Mogadishu.
· The second draft shall be reviewed by Chief of Staff / IAT focal point and guidance provided within 7 days
· The consultant shall submit the third draft within 7 days of receiving comments.
· The second draft shall be reviewed by Chief of Staff/IAT focal point and guidance provided within 7 days
· The consultant shall provide to the Chief of Staff/IAT focal point the final report within 7 days of receiving comments.

ESSENTIAL EXPERIENCE
Below is the reference list of requirements. The final list of requirements must be adapted in accordance with the nature and complexity of the assignment:
Academic Qualifications
· Advanced university degree (Master’s degree or equivalent in political science, international relations, foreign affairs, law or related field. A first-level university degree with combination with a relevant combination of academic qualification and two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Years of Experience
· A minimum of five years of progressively responsible experience in information analysis, political science, international relations, journalism, development, security (military or police) or related field.
· Experience working in the Mission's geographical region of operations in an advantage
· Previous working as a research or policy analyst is an advantage.

Language
Fluency in oral and written English is required.
