The Knowledge for Health (K4Health) Project of the Johns Hopkins Center for Communication Programs (CCP) is seeking a Knowledge Management Program Officer to assist with the knowledge management activities of the Lake Victoria Basin Commission (LVBC) Population Health and Environment (PHE) Project. The position will be based in Kisumu, Kenya, at the LVBC Secretariat office, and will assist the Communication Development Awareness Officer  (CDAO) to:
  • Finalize, disseminate and implement the LVBC Knowledge Management Strategy,
  • Populate and maintain the new PHE knowledge portal with evidence, reports, features and documentation.
  • Establish systems for keeping the PHE web portal up to date, relevant, and well-used.
  • Synthesize information and evidence concerning PHE and package in easily digestible formats.
  • Strengthen systems for collecting, cataloguing and sharing knowledge within the LVBC Secretariat and among PHE networks and civil society organizations in the region.
  • Identify, document and package PHE success stories for use during advocacy and other forums.
  • Assist with other knowledge management related activities as required. 
REQUIRED SKILLS, KNOWLEDGE AND EXPERIENCE
  • Minimum of a bachelor degree in mass communication, journalism, public health or a related field. Postgraduate training or graduate degree in health communication, knowledge management, information and communication technology, and/or graphic design an added advantage.
  • At least 3 years’ experience as documentation and communication or knowledge management specialist in a health or development organization.
  • Excellent writing skills.
  • Ability to interpret graphs, tables, and technical reports and package key information and conclusions in easy-to-understand formats, including data visualization.
  • Experience maintaining an interactive website.
  • Excellent English language skills.

Responsibilities:
The Financial and Administrative Manager is responsible for the oversight of all operational and administrative functions for the project. East Africa Regional Security Advisor , Kenya

GOAL has worked in East Africa for many years and has managed its in-country security in the region through a combination of Security Officers, Security Focal Points (double-hatted senior GOAL staff) and on occasion, through the deployment of a Regional Security Advisor. It is assessed that those GOAL countries that do not have dedicated security support would benefit from access to a dedicated security professional but at the moment the assessed security risk levels do not warrant a full-time, in-country security officer. This role is for a Regional Security Advisor working and based in the region and providing specialist advice and support to those countries that do not currently have a dedicated security officer: Kenya, Uganda, Malawi and Zimbabwe. There may, in time be scope to expand the scope of the position to include some aspects of other GOAL countries in the region who have dedicated security advisors: Sudan, South Sudan and Ethiopia.
Overall Objectives of the position:
The RSA role has four primary objectives:
  • To advise and to provide support to the senior GOAL country management on safety and security related issues and ensure that they are kept informed of all security developments and are in a position to take appropriate action when required.
  • To ensure that appropriate systems and procedures are in place to maximize the safety and security of all GOAL staff in these countries and that these systems and procedures are revised and practised on a regular basis..
  • To work with Country Directors and GOAL managers in the field at all levels to ensure that safety and security is mainstreamed into all areas of planning and operations.
  • The role is a Regional one and it is therefore important to take other countries in the region into account notably Somalia, as much of the insecurity in the region stems from this country.
Reporting Lines
The East Africa Regional Security Advisor will report to the Country Directors in each country with coordination and liaison conducted by the GSA or DGSA. The RSA will have a strong link with the Regional Operations Director.
Key Duties:
Security documentation
  • Produce security analysis and reports for the region to the GSA and all CDs.
  • Ensure that all incidents are reported, analyzed and actions taken where necessary. Ensure that incident tracking systems are present in all countries.
  • In each country, ensure that the Country Safety Security and Evacuation Plans (SSEP) and relevant Annexes are reviewed and updated on a regular basis.
  • Ensure that all Standard Operating Procedures (SOPs) and other security protocols relating to safety and security are reviewed and updated on a regular basis.
  • Advise and guide each of the Country SMTs in developing a range of appropriate contingency plans, ensuring that staff understand their roles in an emergency and that GOAL has the resources to carry out the contingency plans.
  • Ensure that staff in each country are sufficiently trained, briefed and prepared so that they are equipped to make sensible and timely security decisions for themselves.
  • Ensure that adequate communication and reporting systems are in place in each country.
  • Ensure that each country maintains an Emergency Contact database with up to date information for all staff.
  • Ensure that security information is available to all staff in the relevant GOAL countries.
Health and Safety
  • In conjunction with the appropriate GOAL health staff, ensure that offices and GOAL accommodation in the region have fully stocked, up-to-date First Aid and PEP kits.
  • Ensure that appropriate fire safety equipment is in place in all the countries and include offices, compounds and vehicles.Ensure that staff are aware of what to do in the event of a fire.
  • Oversee each country’s transport managers to ensure that all vehicles have the necessary safety and security equipment.
  • Ensure that each country has hibernation kits in all compounds and that the contents are checked on a regular basis to ensure that nothing has expired.
  • Assist each country to develop security phone trees and maintain a GOAL warden system.
  • Advise on and oversee the production of security induction materials for each country and ensure that staff arriving in the region are thoroughly briefed on the security situation and relevant security SOPs and protocols.
Training
  • Ensure that in all the relevant countries; drivers and guards receive appropriate training to carry out their duties in a manner that keeps GOAL employees safe and secure.
  • Identify trainings that are appropriate to the needs of each GOAL Country and maintain a database of security trainings undertaken by individual GOAL staff, by country. These trainings include, but are not limited to, personal safety, first aid, mine risk education, and security management.
  • Train staff on various means of communication, including the use of radios and satellite phones.
Coordination
  • When visiting the GOAL countries you should attempt to attend relevant security forums and meetings in order to develop more detailed regional security knowledge and understanding.
  • Develop contacts and information gathering systems amongst UN, NGOs, INGOs, government and embassies and share security information with them on a regular basis.
  • Liaise closely with the Regional Operations Director and with the GSA concerning changes in the security environment in any of the countries you are responsible for or within the region.
Assessments
  • Carry out regular threat assessments at the country and regional level and, as far as is possible, in each of the key, higher risk, programme sites.
  • Assess communication equipment and systems in each country to ensure that it is adequate and effective and that staff are trained to use them.
  • Carry out assessment reports for all GOAL countries visited and brief the relevant SMT on the vulnerabilities and propose solutions.
Requirements:

East Africa Regional Security Coordinator , Kenya

TASKS AND RESPONSIBILITIES:

As the security coordinator guarantees the security support to the field, the pertinence and coherence of security activities. Based in Nairobi, the majority of your activity will be dedicated to the management of security in Somalia and Kenya with frequent visit to Puntland. You will also be involved in the management of the security in DRC, Tanzania and Ethiopia, with potential visits according to the needs. You collaborate with all coordination team, train the team on security matters and check on the application of policies and use of the most appropriate security techniques, tools and equipment to cover operations’ needs.
Your main strategic aim will be to promote a better understanding of the context and effectiveness of security measures undertaken through a participatory approach with the field teams as well as HQ.

1/ Security
-In close collaboration with the Gen Co, design and apply the security plan and procedures for Kenya AND Somalia (Puntland), update security documents of the mission security pack

The Position
This is an international Computing Systems Analyst position whose purpose is to strategically lead research computing at ILRI, reporting to the Head of the Research Methods Group (RMG) and the Program Leader for Animal Biosciences.
Responsibilities
  • Design and lead implementation of the strategy for research computing infrastructure, applications and services, keeping up-to-date with changes and advances relevant to ILRI’s research activities.
  • Take the lead in maintaining and further development of secure and robust systems to support research data storage, processing, display and distribution; in liaison with ILRI’s ICT team.

Africa: Regional Program Accountant

GENERAL FUNCTION
Under the supervision of the Manager, Regional Program Accounting; this position is responsible for providing accounting and compliance support to local field offices, including training, transactional review and oversight functions. Basic tasks include the review of accounting documents, multiple monthly account reconciliations, and general reporting functions. In addition this position may support a wide range of other duties within the Finance and Accounting Department.
ESSENTIAL DUTIES AND RESPONSIBILITES include the following.
  • Reviews field finance reports, vouchers and supporting documentation, bank reconciliations, and other financial data received from field operations.
  • Responsible for correct, complete, and timely transmittal of accounting data from field office accountants to head quarters
  • Prepares and/or review entries for posting in Accounting system.
  • Trains and supports field office accountants in accounting procedures, Internews policies and procedures and funder financial rules and regulations
  • Provides ERP support to field offices, including new employee training, continued learning, and troubleshooting.
  • Provide support for audits by reviewing schedules, providing documentation and on-site representation in the field offices.
  • Supports Field office setup and close out of projects and offices.
  • Communicates closely with field office finance, human resources and administrative staff, and provides support and training as needed.
  • Supports the Manager, Regional Program Accounting, other Regional Program Accountants, and performs other accounting duties as assigned.

QUALIFICATIONS
Required:
  • Excellent communication skills including proven ability to effectively communicate with others who are not using their native tongue.
  • Solid experience of progressively complex accounting experience
  • Proven ability to work both independently and as an effective team member.
  • Proven ability to prioritize and handle multiple on-going assignments.
  • Proven ability of staff capacity building in field offices on accounting policies and procedures
  • Intermediate expertise in Microsoft Office, particularly Excel
  • Excellent organizational skills
  • Proven ability to set priorities and manage time effectively.
  • Proven analytical and problem-solving ability.
  • Ability and willingness to travel, up to 20% from base, to international locations, including challenging or remote locations.
  • Relevant university degree
Preferred:
  • Fluent in both English and French
  • Accounting Certification or advanced degree (ACCA, CIMA, CPA, CA, CMA, MBA etc)
  • Experience working with international donors in particular UN, US government and European donors
  • Experience working with remote teams
  • Familiarity with Unit 4 Agresso accounting software
  • Multilingual
