Finance & Administration Mgr - Kenya Strategic Information at the County Level


The purpose of the Kenya Strategic Information at the County Level Program is to support ongoing activities by the national and county governments and other development partners to strengthen outcome measurements, learning, and accountability (MLA) systems in order to provide quality data and synthesized information for planning, implementation, policy development, and decision making. This activity will focus its support in yet to be defined counties with the project office based in one of the focal counties.
It is envisioned that the project will address two sub-purposes:
1 Increased leadership and management capacity of county governments for effective outcome MLA systems. 2 Increased availability, analysis and use of quality data
Position Summary The Finance and Administration Manager (FAM) will oversee all finance, administrative, human resource, and operational activities of the project and a team of support personnel. This includes developing and overseeing finance and accounting systems that comply with USAID requirements and Palladium practices. In coordination with the COP, s/he will develop annual budgets that are aligned with the project work plan. S/he will also ensure compliance with contractual, USAID/USG, and Kenyan requirements for reporting, finance, and administration. S/he will also ensure payroll processes and adherence to Kenyan human resources policies.
Duties and Responsibilities
  • Maintains financial and accounting systems and procedures in accordance with Palladium corporate requirements and USAID regulations.
  • Oversees annual audit and prepares management response on any queries.
  • Supervises and monitors the in-country finance and operations team activities, ensuring that standard accounting principles are followed in carrying out financial transactions.
  • Maintains regular communications with the senior management team, providing relevant and timely financial information for planning and decision making purposes.
  • Produces accurate and timely cash flow projections and financial and other reports, as required, for internal management, the headquarters office, and international donors, as appropriate and requested.
  • Oversees project procurements and administration of contractual agreements with vendors and consultants and other relevant parties.
  • Ensures sound contracts and grants management systems for awarding and executing agreements.
  • Prepares semi-monthly financial reports and submits to headquarters within stipulated dates in the calendar.
  • Files all travel vouchers, expense reports, and financial reports.
  • Retains overall responsibility for receiving, documenting, and managing all stocks and commodities of the project, including forecasting and requisitions to guarantee optimal stock levels at all times.
  • Maintains accurate and up-to-date financial records; undertakes cash flow management; prepares cash forecasts.
  • Processes suppliers and hotels payments.
  • Oversees and manages, disburses, and reconciles office petty cash/field imprests.
  • Reviews and prepares budgets for related project activities.
  • Carries out banking duties as required.
  • Makes payments to participants at workshops.
  • Processes and coordinates monthly and timely payroll functions and statutory deductions; maintains staffing files.
  • Ensures appropriate employment taxes are paid to appropriate country agencies.
  • Ensures implementation of, and adherence to, Human Resources policies, including compliance with national labor legislation.
  • Keeps personnel files updated.

Requirements
  • Relevant bachelor's degree required; master's degree and/or CPA preferred
  • At least eight years of program management and finance/budget experience with USAID-funded project.
  • Demonstrated knowledge and experience with USAID compliance requirements regarding finance/budget systems and processes.
  • Experience with USAID contracting assistance award mechanisms.

Position Summary The Senior M&E Advisor will develop and implement strategies, approaches, and methods for county-level data management systems to generate high quality data. S/he will work closely with other technical advisors to strengthen the capacity of community health management teams (CHMTs) and other stakeholders to manage M&E functions, information systems, and data quality, and to enhance CHMT's capacity for data analysis, with the ultimate goal of improving county government MLA systems. The Senior M&E Advisor will work closely with the DCOP and COP to develop the work plan and provide timely and high quality deliverables and reports.
Duties and Responsibilities
  • Design and implement a comprehensive approach to improve M&E and health information systems and governance in the program counties, focusing on the accuracy, timeliness, and quality of data and aggregate reports.
  • Develop new, and institutionalize existing, standardized protocols for the minimization of data collection burden, for appropriate allocation of M&E and reporting responsibilities, and for appropriate human and financial MLA resources, including improving the recruitment and retention of health records information officers (HRIOs).
  • Facilitate routine county and sub-county level technical working group (TWG) meetings for M&E, information systems and data reporting and use; and work with the CHMT, sub-county health management team (SCHMT), and HRIO to implement data quality assurance protocols.
  • Link to and leverage infrastructure and investments made by other PEPFAR projects.
  • Supervise technical staff to support outcome measurement activities and ensure that data analyses support information needed by CHMTs to answer key questions and to support decision making.
  • Oversee the activities to strengthen all relevant information systems (e.g. DHIS2, CPIMS, EMR, LMIS). Ensure capacity building activities are appropriately designed for the specific systems.
  • Inculcate a culture of data demand and information use within CHMTs, including the provision of routine high-level statistical analyses.
Requirements
  • Masters level of education in related field, e.g. MBA, MPH, or MSc (Informatics/Biostatistics/Biometry).
  • 5+ years' experience in a leadership position for a PEPFAR project.
  • Post graduate professional qualification in project management and planning.
  • Appropriate technical and software skills necessary to conduct analyses of study data, such as STATA, SPSS, or equivalent.
  • Demonstrated experience working with key Kenyan health information systems.

Position Summary The Chief of Party (COP) will lead the Palladium team to achieve all program objectives. S/He will provide overall technical and strategic direction, leadership, and management oversight to the project team. The COP will be the principle point of contact for the USAID Agreement Officer's Representative (AOR) and will have the authority to make decisions on behalf of Palladium and will have primary accountability for project requirements. S/He will coordinate and liaise with other stakeholders, including government agencies, other donor-funded projects, implementing partners, and USAID. The COP will work with the Deputy COP-Technical and other senior technical team members to lead the development and implementation of the project work plan. S/He will provide additional quality assurance and help ensure the timeliness of deliverables. S/He will work with the Finance and Administration Manager to oversee budgeting and the financial operations of the project, ensuring compliance with contractual, Palladium, USAID, and Kenyan requirements. The COP will also provide guidance and support on technical activities undertaken by the project related to informatics, data, M&E, and capacity building. The COP will coordinate on a routine basis with the Palladium home office and project partners.

BUSINESS DEVELOPMENT ASSOCIATE

Job Purpose:
The Business Development Officer will prospect for new clients, generate interest from potential clients, grow and retain existing accounts. S/he will explore options for growth and translate these into business results. Will have a thorough knowledge of business development practices, the development market and industry trends, and the solutions and services SustaiNet can provide to gain a competitive advantage.
Business Development:
  • Develop in-depth knowledge of the sector/thematic priority areas for Sustainet Group and systematically gather information regarding clients’ and funding agencies’ strategies and programming initiatives in these areas.
  • Identify and build relationships with new and potential clients (including donors, aid agencies, government agencies, programmes and private business). Develop and maintain a database of clients, consultants and companies
  • Develop and promote new products/services with clients and partners, and develop unique selling proposition and differentiators to create a competitive edge for Sustainet products/services. Specifically explore opportunities targeting business sector agents (non- donor funded) in SustaiNet’s thematic/sector priority areas.
  • Explore cooperation opportunities with Kenyan and international consultancy companies and institutions with a view to leverage opportunities through concrete consortia and partnerships
  • Expand SustaiNet’s network of strategic partners, associates and consultants by identifying and quality assuring new consultants (Kenyan and international), and maintain regular contact with these. Manage the SustaiNet CV database.
  • Support the SustaiNet management in reflecting business trends and opportunities in business plans.
  • Support other SustaiNet staff and strategic partners in establishing and developing networks.
Tendering:
  • Manage the proposal process (EoIs and bids) for multiple proposals to stay on schedule, and present for review and approval prior to finalization and submission.
  • Assist in due diligence process and fact finding missions.
  • Advice on and assist outreach to relevant consultants and companies to pursue options for entry of consortia and partnerships for bids. Maintain contact and negotiate with identified consultants and partners.
  • Analyse tender requirements and technical, costing and other issues of relevance to bids and provide substantive written inputs to proposals in areas of competence.
  • Ensure all relevant documentation for bids is complete and accurate, and that all technical, commercial and contractual correspondence with clients and participating partners and consultants are efficiently addressed and closed out.
  • Analyse the proposal schedule, monitor progress and highlight potential risks for on time delivery, and recommend corrective action for approval.
  • Prepare reports such as summary schedules, proposal overviews, competitive overviews and cost/price summaries
Requirements
  • University Degree in relevant field of study, preferable a Masters degree with some business experience.
  • At least 3-5 years relevant working experience in a similar role, preferably in private company and/or development agency.
  • Working knowledge in tendering process for development projects is essential.
  • Demonstrated ability to proactively seek out new business opportunities.
  • Strong analytical and conceptualization skills. Capable of hands-on problem-solving, with ability to generate ideas and solutions.

Program Director

POSITION: PROGRAM DIRECTOR

NATURE AND SCOPE OF THE POSITION
The Director of Programs is responsible to provide strategic direction and overall supervision of programs in the Mercy-USA East Africa Office. The Director of Programs serves as the lead in providing leadership and guidance for the quality implementation, management, supervision and evaluation of all of the organization’s program portfolio. Mercy-USA’s programs in East Africa cover a wide variety of sectors from Health, Nutrition, WASH, Food Security to Education.
As a member of the senior management team, the Director of Programs participates in strategic planning and budgeting initiatives, and leads the East Africa office in promoting and enabling strong program-based responses that exemplify Mercy-USA’s work. The Director of Programs also takes a lead in problem solving, and initiating changes or adjustments in programs to better meet contextual needs.
DUTIES AND RESPONSIBILITIES
Program Management and Operations
  • Contribute to the overall management and strategic development of the regional program portfolio
  • Develop and implement long-term overall goals and objectives for programs, and ensure that benchmarks, accountability and internal control standards are established and exercised.
  • Provide day-to-day management and leadership for donor-based teams to achieve individual program goals. Teams span multiple donors including USAID, UNICEF, WFP, and Global Fund, and sectors of work include health, nutrition, WASH, food security, and education.
o Empower teams to ensure individual project elements are conceptualized and project tasks achieved in compliance with all internal, project and donor requirements.
o Support program teams to develop and implement programmatic and financial work plans, and enable effective and efficient program delivery.
o Work with program teams to address programmatic challenges or opportunities, and support appropriate responses.
o Ensure that the programs operate within the approved budget and monitor and approve all budgeted program expenditures.
  • Organize and attend weekly departmental meetings with each program to maintain effective communication.
  • Support the effective planning and delivery of program communications in conjunction with the Communication Officer and with individual teams
  • In consultation with the Regional Director and the HR Team, responsible for the selection, hiring, and coaching of program employees.
  • Direct, plan and coordinate training needs and evaluations for program staff.
· Communicate and engage with donors as necessary to address programs operations.
  • With the Program Manager – Grants and Donor Compliance, Regional Director and other staff, work to develop a regional-level funding strategy and support the delivery of high quality proposals.
  • Monitor the humanitarian situation in Somalia, supporting field assessments and advising the Regional Director and partners of response options.
  • Promote appropriate innovation in program development.
Monitoring and Evaluation
  • Ensure information regarding program activities and beneficiaries is regularly captured, stored and analyzed, and communicated where possible.
  • Ensure technical deliverables and monitoring and evaluation plans are designed, agreed and match individual project requirements and ensure all project information and benchmarks are achieved.
  • With program teams, ensure that monthly, quarterly and annual program statistics are compiled, analyzed, and used for both documentation and also program learning.
Coordination and Representation
  • Work with the Regional Director, and support departments including Finance and Logistics to ensure both the coordination of the timely delivery of program supplies and that all operating expenses are within budgeted limits.
  • Attend and represent the organization at coordination meetings, including cluster meetings, donor meetings, UN meetings etc as appropriate.
  • Support the maximum visibility of the agency within the NGO community.
  • Ensure full coordination and collaboration is established with donors, governments officials, ministries, UN agencies, and any other stakeholders as appropriate.
