Procurement Specialist

The East African Community (EAC) is a regional intergovernmental organization comprising the Republic of Burundi, the Republic of Kenya, the Republic of Rwanda, the United Republic of Tanzania, Republic of South Sudan and the Republic of Uganda with its Headquarters in Arusha, Tanzania.

The EAC has signed a financing agreement with African Development Bank with the purpose of providing a framework for cooperation in the implementation of the 50 Million African Women Speak (50 MWS) Platform Project. The EAC Secretariat has further entered into a Memorandum of Understanding (MOU) with COMESA and ECOWAS as collaborating RECs to implement the 50 Million African Women Speak (50 MWS) Platform Project. Job Purpose:

The overall responsibility of the procurement specialist is to implement a cost effective procurement management system including procurement plans in accordance with the EAC Secretariat and African Development Bank guidelines.

Duties and Responsibilities:

  1. Prepare bidding documents in accordance with the set standards and procedures
  2. Prepare and finalise requests for proposals packages and issuing the bidding documents to the potential bidders
  3. Prepare General Procurement Notice (GPN) and Special Procurement Notices (SPNs) and get them published in local and international newspapers in accordance with the project guidelines
  4. Conduct all procurements in accordance with the Procurement Plan approved by the EAC and the African Development Bank
  5. Prepare and update annual procurement plans and monthly procurement status reports
  6. Compile, develop and maintain information on material and service costs, suppliers and products and ensure safe custody of procurement and disposal records.
  7.  Drafting contracts for procurement of consultancy services, goods and trainings under the project in accordance with the project guidelines
  8. Ensure implementation and compliance with the provisions of the legal agreements between the EAC Secretariat and the African Development Bank with the Project Operation Manual
  9. Taking other actions necessary to facilitate the effective and timely implementation of the project
  10. Perform any other duties as may be assigned

Qualifications and Experience:

  1. Master’s degree in procurement and supplies management, business administration, economics, finance, or other related field with relevant training in procurement
  2. At least 8 years’ experience in executing procurement of goods and consultancy services, and commitment to acquire additional skills needed for the assignment with at least 3 years  of experience  at senior  level .

Skills and Competencies:

  1. Experience working with donor funded or similar projects highly desirable;
  2. Knowledge of public procurement law
  3. Excellent information communication technology skills, including proficiency in the standard Microsoft office applications, statistical software and applications like SUN system, SAP, or Oracles is essential; and
  4. Excellent knowledge of spoken and written English.

Job Purpose:

he overall responsibility of the Content Manager is to control all 50MWS platform content initiatives, both internal and external, so as to drive engagement and retention of women entrepreneurs as well as to attract platform customers and sales. The Content Manager will have strong experience related to content optimization, brand consistency, segmentation and localization, analytics and meaningful measurement.

Duties and Responsibilities:

  1. Manage digital content from and among content sources at REC and National levels so as to ensure accurate and timely delivery of high-quality content that is relevant to women entrepreneurs
  2. Create and write original content, as required. Maintain a flexible writing style to cater for multiple audiences of the 50MWS platform.
  3. Develop and implement processes for creating consistent, high-quality written content across country teams. This will include a comprehensive annual schedule of online content consistent with the 50MWS mission, initiatives and strategic priorities
  4.  Coordinate content maintenance, revision and updates
  5. Serve as social media strategist including managing social media engagement and outreach
  6. Oversee preparation of content due for translation and provide quality assurance of translated content
  7. Assess available bandwidth for users in different member states and provide guidance on appropriate content deployment
  8. Track and generate performance reports on content generation and utilization, and recommend new strategies based on evidence gathered; and
  9. May perform other duties as assigned.

Qualifications and Experience:

  1. Master’s degree in relevant subjects including in Development Studies, Public Relations, Journalism, or related communications field.
  2. At least 8  years’ experience developing content in a related field or for an online platform with at least 3 years  of experience  at senior  level

Skills and Competencies:

  1. Excellent content writing, editing and presentation skills.
  2. Ability to synthesize information from multiple sources and translate it into creative and engaging digital content
  3. Web design skills and experience in creating content for digital production. Photo editing skills are desirable.
  4. Data analytics skills in collection, interpretation and reporting
  5. Understanding information architecture - being able to review and categorize information
  6. Knowledge of Content Management Systems and social media platforms. Understanding of content limitations and the pros/cons of different CMSs and platforms
  7. Good knowledge of PC-based software programs for word processing, spreadsheets, presentation and databases
  8. Ability to independently plan, direct and evaluate all the content-related assignments
  9. Familiarity with principles of marketing as well as experience working with customer relationship management systems are a plus.
  10. Multilingual abilities are a major plus, particularly in at least two languages of the EAC English, French and Swahili.

Job Purpose:

The overall responsibility of the accountant is to perform efficient and effective financial administration and management of all funds of the 50Million African Speak (50MWS Platform Project and other related responsibilities as may be assigned from time to time.

Duties and Responsibilities:

  1. Manage and administer all the funds of the 50Million African Women Speak Platform Project in accordance with the project’s financial rules and regulations
  2. Manage and monitor effective maintenance of books of accounts and ensuring that all financial transactions are in line with the project’s financial rules and regulations
  3. Validate payment vouchers, cheques, local purchase orders for transactions Reconcile ledger accounts and follow up on imprest given to project staff
  4. Prepare and submit financial reports as and when required
  5.  Maintain regular and timely accounting records and prepare weekly, monthly quarterly and annual financial reports
  6. Assist project officers to prepare budgets for approved activities.
  7. Monitor the expenditures of the programme with a view to ensuring that the amounts budgeted for under exact expenditure head is not exceeded.
  8.  Maintain ledgers and implementation of strong internal control systems in order to facilitate timey financial reports, budgets and accountabilities.
  9. Maintain the asset register and the depreciation schedules of the 50MWS Project Assets.
  10.  Assist in the preparation of monthly bank reconciliation statements.
  11. Check the payment vouchers, journals and petty cash vouchers in terms of arithmetical accuracy and also to ensure that they have complete supporting documents.
  12.  Check posting into the ledger to ensure that the transactions are accurately posted.
  13.  Facilitate the work of the external and internal auditors
  14.  Perform other duties as assigned

Qualifications and Experience:

  1. Master’s degree from a recognized university, in either, finance, business administration, accounting or any other related field
  2. Relevant working experience of 8 years with a donor funded project at a regional/international level with at least 3 years of experience  at senior  level .

Skills and Competencies:

  1. Proficiency in various computerized financial management information systems such as sun system accounting package and other computer package
  2. Good interpersonal and communication skills
  3. Good knowledge of ICT based systems is preferable

Job Purpose:

The Project Coordinator will have overall responsibility for planning, monitoring and controlling the 50MWS project. The Coordinator will have strong management, organizational and people skills.

Duties and Responsibilities:

  1. Develop overall project management strategy including project plans, goals and budgets as well as identification of the necessary resources;
  2. Develop schedules and methods for measuring results;
  3. Guide and perform strategic analysis for the project to ensure project success;
  4. Preserve assets by implementing disaster recovery and back-up procedures and information security and control structures.;
  5. Organize and manage all phases of the project to ensure on-time completion;
  6. Maintain quality service by establishing and enforcing organization standards;
  7. Coordinate project team members as well as assigning individual responsibilities;
  8. Facilitate identification and selection of relevant 50MWS project services and products;
  9. Plan and oversee preparation and dissemination of project communications;
  10. Liaise with the 50MWS Country Teams for content and statistics gathering and dissemination, publicity, outreach, and advocacy with their respective Member States, and in other RECs for information dissemination to various stakeholders to further the project work more widely and reach to other regions in Africa;
  11. Use project scheduling and control tools to monitor projects plans, work hours, budgets and expenditures formulate project organization and communication charts;
  12. May perform other duties as assigned

Qualifications and Experience:

  1. Master’s degree in relevant subjects including business, management, software engineering/development computing and information technology;
  2. At least 10 years experience in project management particularly in online-based projects with at least 5 years of experience at senior level
  3. Project Management Professional (PMP) certification is a significant plus

Skills and Competencies:

  1. Understanding of project management methodologies with a focus on online financial and nonfinancial services
  2. Strong interpersonal skills and ability to run a technical team
  3. Strong content writing, editing and presentation skills
  4. Understanding of data analytics: collection, interpretation and reporting
  5. Understanding of Content Management Systems (CMS)
  6. Experience with vendor relationships and strategic partnerships as a number of the activities are set to be outsourced

MALE COMMUNITY OUTREACH WORKER

Job Summary
Through outreach within the communities, the job holder will be able to identify the most at risk and vulnerable refugees and provide them with the necessary information and link them with opportunities for psychosocial and vulnerability assessment.
Main Duties & Responsibilities
1) Case work and case management
Ø Assist in the identification of vulnerable refugees in the community in need of targeted assistance and other interventions offered by HIAS including the provision of direct assistance to refugees in the community
Ø Assist with the translation for refugees in the community during assessments, home visits, counseling sessions and other activities as may be required.
Ø Assist in internal referrals for appropriate intervention for vulnerable refugees in the community
Ø Conduct external referrals of refugees to the appropriate partners for services beyond the scope of HIAS.
Ø Attend UNHCR meetings as community leaders and relay information to the larger refugee community.
Ø Monitor incidences the community such as police arrests, harassments and other matters of concern within the community and report to HIAS and other relevant partners.
Ø Provide support to caseworkers in the tracking of individual cases and updating progress/status.
2.) Community outreach and community activities
Ø Facilitate peer to peer discussion and other community engagement events organized for the purpose of creating awareness and disseminating of information to members of the community
Ø Assist in the mobilization of community members for group therapy, support groups, community forums and sensitization campaigns in the communities
Ø Accompany social workers for home visits, and conduct follow-ups visits and provide feedback reports to the social workers.
3.) Reporting
Ø Provide weekly and monthly reports and data to the head of office highlighting individual performance, progress against targets, any outstanding issues of interest/concern and highlighting the needs of the clients.
4.) Program development and Management
Ø Attend regular staff meetings, trainings, monthly supervision and other meetings as required and ensure regular personal development.
Ø Attend to clients at the desk days as assigned
Perform other related duties as assigned
Job specifications
Ø Must be an Ethiopian with proficiency in English or Swahili, Oromo and Amharic and any other specific major language spoken within the refugee community.
Ø Basic literacy and numeracy skills.
Ø Should be well integrated to the dynamics and needs of members of the refugee community within their areas.
Ø Good working knowledge of the community needs and gaps
Ø Ability to work with members of the community with little or no supervision
Ø Computer literacy
Ø Strong communication and interpersonal skills
Ø Strong counselling skills
Ø Strong training skills in community development and working with PSN will be an added advantage.
Ø No less than two years work experience, including at least 1 year working with the refugee community, preferably with an NGO.

About the team
The Business Development team is responsible for managing special projects with Komaza’s key partners. About this role
Charcoal is the dominant cooking fuel in urban African households. Yet traditional methods of production is the leading cause of forest degradation on the continent. Komaza have a major opportunity to produce charcoal sustainably using the wood by products from our existing forestry operations. The Sustainable Charcoal Project Manager will manage the day-to-day operations of a sustainable charcoal production collaborative project between Komaza and The Nature Conservancy, funded by the Shell Foundation. The role of Sustainable Charcoal Project Manager is a highly variable position. The successful employee must be organized, detail-oriented, eager to learn, self-motivated, and able to produce high-quality work outputs.
What you will do
  • Collaboratively develop project plan and budget for establishing charcoal processing site, designing experiments, building kiln operations team, selling charcoal, documentation and reporting
  • Manage day-to-day operations for sustainable charcoal production using energy-efficient technology including best practice, statutory and legal adherence
  • Hire and manage a small team of project associate(s) and laborers
  • Design and execute production and market tests and research
  • Establish sales channels to lower- and middle-class residential customers (at least 50% of sales), industrial buyers and other local markets
What you have
  • Secondary school education required; Bachelors or Masters degree preferred
  • Proven project management experience: planning, budgeting,implementation, reporting
  • Ability, related experience and/or willingness to learn how to operate charcoal kilns (stationery & mobile)
  • Strong familiarity with working in Kenya, specifically the rural communities where we plant trees and the urban areas where we will sell charcoal
  • Supreme organisational, critical thinking, and communications skills with impeccable spoken and written English; Kiswahili skills strongly preferred
