Context:
Under the overall supervision of the Head of IOM Kenya Country Office and in coordination with the Head of Operations, Kenya and the direct supervision of the Head of Sub-Office, Dadaab, IOM Kenya, the successful candidate will be responsible for the direct supervision of operations program staff related to movement management for refugee resettlement.
Core Functions / Responsibilities:
• Supervise Operations Assistants, Registration and Data Management Teams of Dadaab Sub-Office; in coordination with Medical Team ensure the pre-departure evaluation processing in planning and coordination of relocation and resettlement of refugees in coordination with IOM Medical Team in Dadaab and IOM Nairobi Operations.
• Coordination with US Refugee Support Center to support Pre-Screening Circuit Rides in
Dadaab, including work space, transportation, and accommodation.
• Pro-actively implementing fraud prevention measures in all aspects of program delivery in accordance with IOM policies and procedures. Bringing to the attention of the Head of Sub-Office, Dadaab, Head of IOM Kenya Country Office and Head of Operations, Kenya any
non-compliance of staff or other areas of concern and provide plans for improvements that will maintain the integrity of resettlement in the region.
• Coordinate with UNHCR and other partners the scheduling of refugees for transportation to interview location and/or air strip. Coordinating with IOM Kakuma, Nairobi Operations and Transit Center for the reception of refugees transported for processing, medical, and departure. Coordinating with IOM Medical Team in Dadaab to schedule refugees for travel for the medical exams in accordance with the standard operating procedures. In coordination with Medical Unit in Nairobi enable medical escort where and when needed.
• Coordinate with UNHCR and other partners for the scheduling of reception of non-Somali refugees for relocation from Dadaab Camps to Kakuma camp. In coordination with UNHCR ensure that the lists of the non-Somali refugees scheduled for relocation are posted in the camps, facilitate logistical support at Transit Center in Kakuma and manage the transportation.
• Coordinate with UNHCR for the future assistance of Voluntary Repatriation (VolRep) Operations. Assist in identifying, recommending new projects and drafting project documents.
• Ensure adequate safety/security coordination with UNDSS and coverage including personnel security of IOM staff at field.
• Provide monthly statistical and narrative reporting on operational activities, successes, and challenges.
• Act as Officer in Charge during the absence of the Head of Sub-Office.
• Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political Science, Social Sciences, Law or Business Administration or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Experience in the field of resettlement, migration assistance, technical cooperation and project design, management and implementation;
• Experience in liaising with governmental and diplomatic authorities and international institutions in post-conflict operations;
• Experience in migrant processing, with a particular emphasis on the US Refugee Admissions
Program (USRAP);
• Strong knowledge of USRAP movements, program structure and primary actors (e.g. RSC Africa and IOM NY);
• Experience in communication and negotiation, including drafting clear and concise documents;
• Experience supervising staff, coordinating administrative activities, managing finances and problem-solving with strategic and creative thinking;
• Experience working in East Africa is an advantage.
Languages
Fluency in English is required. Working knowledge of Swahili is an advantage.
