Manager – Local Fund Agent Services for the Global Fund to fight AIDS, Tuberculosis (TB) and Malaria

KPMG’s International Development Advisory Services (IDAS) unit is based in Nairobi, Kenya and has adopted a pan-African approach to development work, employing full-time experienced development experts within the KPMG Africa team at our headquarters in Nairobi, together with a network of champions across the twenty countries of KPMG in sub-Saharan Africa.
KPMG is the Local Fund Agent (LFA) for the Global Fund to fight AIDS, TB and Malaria grants in Sudan and South Sudan. We are seeking high caliber individuals to join KPMG’s International Development Advisory Services Unit as a manager to join the LFA team to support the team leader in the delivery of Local Fund Agent Services.
The position will be based in Nairobi, Kenya with regular travel to both Sudan and South Sudan.
Kenyan nationals or individuals with the right to work in Kenya will be considered.
Key role and responsibilities:
• Development of annual cost proposals and negotiations with the client; • Conducting capacity assessments of new or existing Global Fund grantees and sub-grantees; • Reviews of financial and programmatic results as well as disbursement requests submitted by grantees; • Review of training plans submitted by grantees and undertaking ad-hoc spot checks of training events included in the plan; • Verification of implementation to ensure accuracy of programmatic and financial results reported by grantees; • Assessments of grantee requests for continued Funding; • Reviews of grant close out plans and budgets; and • Client communication and client relationship management.

Qualifications:
• Bachelor’s degree in Finance, Accounting, Social sciences or related fields and a professional finance or accounting qualification e.g. Certified Public Account (CPA) or ACCA.
In the absence of a professionally recognized qualification a Graduate Degree in Finance/Accounting with appropriate experience would be considered along with other factors
Professional experience required:
A minimum of 5 years of relevant experience working in a financial role, preferably with at least 2 years of post qualification experience related to:
• Financial accounting, with the ability to review and analyze accounting transactions, reviewing and negotiating budgets; • Financial management systems, with the ability to review and assess internal controls and financial processes and procedures and provide recommendations for improvement; • Review of financial statements (including income and expenditure statements, balance sheets and cash reconciliations) • Review and interpretation of audit reports
Skills and attributes:
• Experience in International Development, and in particular public health (including HIV, TB and Malaria). • Experience and knowledge of the Global Fund’s architecture and systems is desirable but not essential. • Excellent writing, analytical and communication skills. • Willingness to travel to Sudan and South Sudan regularly.
