CAPACITY DEVELOPMENT OFFICER

Act Change Transform (Act!) is a local Non-Governmental Organization whose mission is to facilitate the empowerment of marginalized people and communities, in Kenya and neighboring countries, to become active participants in their development by enabling them to: stand up for their rights; demand good governance in the management of resources; and participate in decision making processes. Act! does this through implementing partners, offering them capacity development, management of grants so that value for money is achieved and providing strategic leadership in national advocacy for the benefit of women, youth, people with disabilities and other marginalized communities.
CAPACITY DEVELOPMENT OFFICER (ACT/CDO/04/2014):
1.0 Job Summary
Reporting to the Capacity Development Manager, the Capacity Development Officer, will be based in Nairobi with regular
travel to the field. The position holder is primarily responsible for offering technical backstopping to the Capacity
Development team in support of smooth implementation of planned activities.
2.0 Key Responsibilities:
The main roles and responsibilities of the Capacity Development Officer will include but not limited to the following:
2.1 Program Support
• Support the Capacity Development Unit to track, assess and analyze the Kenyan capacity development context on a regular basis
• Provide support and contribute to documentation of “success stories” and other anecdotal information to enhance the overall quality of performance reports to all of Act! constituents
• Support the capacity development team in ensuring appropriate reporting, peer learning on key crosscutting issues within other Act! programs and keep abreast of changing sector knowledge and best practice
• Assist the capacity development teams in the organization and planning of learning events and workshops as necessary
• Provide contacts of Capacity Development consultants to build into the Act! database
• Provide support to the capacity development team in the design and support of partner projects under the guidance of the Capacity Development Manager as a learning experience
2.2 Monitoring Evaluation Reporting & Learning
• Ensure all the required reports are prepared, shared and filed on time
• Take leadership in reporting Capacity Development progress of the partners assigned under their portfolio
• In consultation with the Capacity Development Manager, organize for regular partner reflection meetings to review progress and results, identify mitigate challenges and learn lessons
• Administer evaluation questionnaire to as a close out requirement to partners whose grants comes to an end
2.3 Capacity Development
• Assist in the documentation and preparation of Organizational Capacity Assessments (OCAs) of partners to identify capacity gaps and develop capacity development (CD) action plans
• Take responsibility in tracking the CD plans for identified partner organizations
• Ensure the highest professional practices and standards are followed in completion of the OCAs
• Prepare training materials and modules to respond to the training areas identified in the OCAs
• Write OCA and training reports as required and on timely basis
2.4 Information and documentation
• Back stop the capacity development information management, including documentation, correspondence and follow-ups
• Take minutes and document all proceedings of planning meetings and any other program related meeting as requested from time to time
2.5 Resource mobilization
Identify and develop, where appropriate, new program ideas and strategic opportunities leading to the development of full proposals that contribute to the growth of Act! and the programme Participate in researching funding sources and donor trends to help position Act! ahead of major funding changes or trends and therefore contribute to the development of proposals for funding Participate in exploration of new income generation opportunities for Act!
2.6 Financial Management
Assist in budget preparation for the CSOs consistent with their project proposals and with respect to CD interventions
Prepare indicative budgets for all planned new work
In consultation with the grants officers track budgets to ensure compliance with Act! and donor funding guidelines and requirements
3.0 Qualifications, Experience and Skills
The minimum required academic and professional skills for the jobholder to perform successfully in their job are:
3.1 Academic qualifications
Bachelor’s degree in Social Sciences or related fields
3.2 Professional Qualifications
Post Graduate certification in Capacity/ Organizational development
3.3 Experience in years and indicate level of experience
Minimum 4 years work experience in capacity development, with solid experience of applying various capacity
development theories, approaches, tools, technologies and activities
3.4 Essential competencies
§ Substantial demonstrated experience in building the capacity of Non State Actors (NSA’s) to influence change.
Experience in supporting NSA’s in the natural resource management sector will be a plus § Demonstrated competence to assess priorities and manage a variety of activities in a time sensitive environment
and meet deadlines with attention to detail and quality
§ Experience in documentation of success stories and best practices
§ Good analytical and report writing skills as well as excellent presentation and facilitation skills
§ Ability to communicate clearly and effectively both verbal and in writing
§ Highly proficient in MS Office applications and experience in other business presentation software’s such as Prezi
§ Experience in developing online learning processes will be an added advantage
§ Willingness to travel extensively within the country, work extended periods in the field and interact effectively with partners and willingness to learn new approaches
§ Ability to work as an effective team member in a complex and fast paced environment
§ Self-driven and able to deliver results with minimum supervision
§ Ability to work in a multi-disciplinary and multicultural environment and with partners at all levels
