| The Deputy Country Director in charge of programs supports the Country Director in development, implementation and monitoring of operations. |
He/she is responsible for overseeing the development of high quality, innovative humanitarian/post-crisis/recovery/development programs focused on increasing resilience of the vulnerable communities of Kenya and Somalia.
Context of the position
This position evolves from M&E to integrate aspects more related to quality of programmes and capacity building of field teams in relation with M&E, accountability, programme quality and mainstreaming issues in line with SI position papers. An important aspect of the position is also to coordinate the development and implementation of a restricted access management model to effectively operate in Somalia.
Regional Head of Monitoring, Evaluation, Accountability and Learning (MEAL) department will work for both the Kenya and Somalia missions and support the DR Congo and South Sudan missions on request. He/she will be under the supervision of the Head of Mission (HoM). He/she will supervise the M&E assistant and reporting officer based in Nairobi. He/she will also supervise through functional link the M&E staff based on the field. He/she will have strong functional links with other programme coordinators based in Nairobi and with the Field and coordinators as well as the Programme Managers based on the field in Kenya and Somalia.
Specific objectives
- The Regional Head of Monitoring, Evaluation, Accountability and Learning (MEAL) department is responsible for the development of monitoring and evaluation (M&E) strategy and capacity for the SOLIDARITÉS INTERNATIONAL Kenya/Somalia program.
- The Regional Head of MEAL department will also coordinate in the development of the restricted access management model for Somalia programs
- He/she contributes to SI’s quality oriented approach including specific mainstreaming of issues such as “do no harm”, gender, accountability and community participation.
- He/she contributes to capacity building of SI staff in M&E, quality (including project management and mainstreaming issues), reporting and accountability
- He/she contributes to the Institutional Knowledge Building (IKB) process and the improvement of SOLIDARITÉS INTERNATIONAL methods and techniques.
Brief overview of SOLIDARITES INTERNATIONAL work in the country:
The Kenya/Somalia mission was started in March 2007 and currently includes the following intervention areas:
Kenya:
- Marsabit programme (Arid Lands/Pastoral context)
- Nairobi slum programme (Urban context) – (currently suspended due to funding issues)
- Mandera programme (Arid Lands/Pastoral context- insecure area: suspended due to funding issues)
Somalia:
- Gedo programme (Arid Lands/Riverine/Pastoral context- conflict zone)
- Lower Juba programme (Arid Lands/Pastoral context- conflict zone)
- Galgaduud programme (Arid Lands/Pastoral context- conflict zone)
The Kenya/ Somalia mission does not follow a classic set up. There are two different missions followed by the same coordination team. Kenya and Somalia contexts are different: even though security can be volatile in some part of Kenya, access is still possible whereas it is completely restricted in Somalia. External actors (INGOs, LNGOs, donors, authorities, forums, etc.) are completely separated for Kenya and Somalia missions: it therefore multiplies the workload of the coordination team. Somali mission is managed in remote: no movements from the coordination team are possible inside Somalia to meet and train the teams, visit the projects unless for Somali nationals. Specific context of the area in which the expatriate will be working
Main Working Location: Nairobi with occasional travel to field sites in Kenya and Somalia if the security situation allows.
Profile sought:
Education:
Relevant university degree, preferably in social sciences, international relations and/or development or other relevant discipline
Experience:
- Working experience in 2 or more international contexts would be a distinct advantage
- At least 2 years of field experience with INGOs in a senior role with similar responsibilities
- Previous working experiences as a programme manager and field or programme coordinator is mandatory
- Proven experience in project cycle management, monitoring and evaluation, in proposal design and programme strategic development
- At least 1 year experience of voucher programming would be a distinct advantage
- Experience of semi-arid and pastoralists context would be a distinct advantage
- Experience in training and capacity building in M&E, project management, reporting, accountability mechanisms and mainstreaming issues would be a distinctive advantage
- Experience in remote management contexts is an advantage
Technical skills and knowledge:
- Excellent interpersonal, written and verbal communication skills
- Strong analytical skills (qualitative and quantitative)
- Political and cultural awareness of the Somalia context
- Good knowledge of UN and institutional donors guidelines and requirement : OCHA, UNICEF, ECHO, EuropeAid, DFID
- Good knowledge of the Project Cycle Management;
- Good knowledge of gender, accountability practices and do not harm approach would be a distinct advantage
- Excellent training skills
- Good computer skills : MS products (WORD, EXCEL, Power Point, Publisher), Internet
Languages:
- English: Fluent with excellent writing capacities
- French: working knowledge
- Somali speaking is an advantage

Salaried post: According to experience from 2100 euros gross per month, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 700 USD.
Solidarités International will cover accommodation and travel expenses from the expatriate’s home country to the site of the assignment.
- Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
- Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).
During the assignment, the expatriate is entitled to R&R every three months: one week at three and nine months (with a 500 euro allowance) and two weeks at six months (with a plane ticket back home covered by Solidarités).
MISSION DURATION: 1 year. Desired Start Date: 1st April
