Human Resource Manager, Internal Auditor and Program Manager

The ICT Authority (a state corporation under Ministry of Information Communications and Technology) as an implementing agency for the World Bank funded Kenya Transparency & Communications Infrastructure Project (KTCIP) project hereby invites suitable candidates for the following position:
Human Resource Manager
Ref: ICTA/HRM/02/2014
1 Position
Objective and Scope of work: Reporting to the Director Corporate Services, the HR Manager will be responsible for overall HR strategy, policy direction and ensures alignment HR to overall strategy of ICTA, through effective human resources planning, implementation, employee evaluation, employee relations, programs, and activities. 
The HR Manager will prepare updates for the Board of Directors through the CEO
Duties and Responsibilities
  • Development, implementation and monitoring of HR policies and practice
  • Recruitment, and ensuring alignment of skills with functions
  • Management of employee personal and training development records
  • Coordination of the Organization structure and staff compliment
  • Defining and reviewing job requirements and job descriptions for all positions.
  • Deployment and Preparation of employees for assignments by establishing and conducting orientation.
  • Management of employee surveys; scheduling and conducting job evaluations; preparing pay budgets; monitoring and scheduling individual pay actions; recommending, planning, and implementing pay structure revisions.
  • Development, implementation and review of Performance and Appraisal systems
  • Manage employee relations including development of effective grievance management systems
  • Maintains employee benefits programs and communicate HR policy and guidelines to all employees
  • Ensures legal compliance by monitoring and implementing applicable human resource state requirements;
  • Maintains management guidelines by preparing, updating, and recommending human resource policies and procedures.
  • Maintains human resource records by designing a filing and retrieval system; keeping past and current records.
  • Complete human resource operational requirements by scheduling and assigning employees; following up on work results.
  • Maintains human resource staff job results by counseling and disciplining employees; planning, monitoring, and appraising job results.
  • Contributes to team effort by accomplishing related results as needed.
  • Prepare Board Papers and status updates on HR matters
Qualifications, Knowledge and Experience
  • Bachelors Degree in Social Sciences or related field.  Masters degree is an added advantage
  • Post graduate certificate in HR
  • Relevant Professional membership
  • At least 5 years experience
Internal Auditor
Ref: ICTA/IA/03/2014
1 Position
Objective and Scope of work: Reporting to the Board of Directors and administratively responsible to the CEO, the Internal Auditor will ensure planning, executing and reporting on operational, financial, regulatory and compliance related audits / reviews of ICTA; Provide advice on internal control to management, including responding to queries on risk management.
Duties and Responsibilities
  • Ensure all Internal Audit matters are carried out on a timely basis and in accordance with the Government of Kenya procedures and regulations and professional guidelines
  • Provide management in relation to all aspects of the Internal Audit function with a focus on quality, efficiency and accountability
  • Determine, plan and supervise the work of auditing professionals and other subordinated in the performance of audits
  • Perform audit procedures to verify that controls are operating through testing and interviewing techniques.
  • Ensure that accepted accounting and audit principles and policies are followed
  • Meet with Board’s Management and Audit Committee of the Board of Directors as necessary to discuss audit plans and results
  • Make recommendations to resolve audit findings requiring corrective action
  • Perform special audit-related projects as assigned
  • Identifies control gaps and opportunities for improvement.
  • Preparation of timely audit reports for executive management, the Audit Committee and the Board of Directors.
  • Provide feedback on performance of Internal Auditors, on audit assignments, as applicable.
  • Any other duties as may assigned from time to time
Qualifications, Knowledge and Experience
  • Bachelors Degree preferably Accounting and holder of CPA(K). Post Graduate degree is an added advantage
  • Certified Internal Auditor (CIA) from a recognized professional body
  • Proficiency in ICT
  • Excellent knowledge of financial business operations and risk-based auditing attained in 5 years of progressive work experience.
  • Excellent understanding of the professional standards of Internal Audits and ability to fully comply with professional standards
  • Ability to enforce sound internal control practices and to manage risks.
  • Project Management knowledge is an added advantage
Program Manager
Ref: ICTA/PM/01/2014
1 Position
Objective and Scope of Work: The Programmes manager will report to the Chief Executive Officer and will be accountable for effective management of projects, ensuring compliance with project financial arrangements and agreed guidelines and procedures
Duties and Responsibilities
  • Ensuring the effective and flexible coordination, management, and implementation of project;
  • Overseeing and being responsible for the overall implementation of the Kenya Transparency and communications Infrastructure Project (TCIP) and the Authority’s projects;
  • Development and management of partnerships and effective Liaison with public and private stakeholders involved in the implementation of Kenya Transparency and Communications Infrastructure Project (TCIP) and other projects.
  • Ensuring that project beneficiaries are well informed and involved in all project activities;
  • Ensure prompt reporting of project status and progress as per requirements.
  • Manage and enforce quality management of projects
  • In cooperation with the government, ensure effective administration and financing of the project, including timely submission of application for project counterpart funds,
  • Ensuring timely disbursements and efficient use of project funds
  • Monitor and evaluate the project’s performance
  • Supervise the TCIP Management Team.
  • Ensuring that the ICTA PMO meets its objectives in time, cost and quality terms.
  • Ensuring appropriate use of and compliance with ICTA PMO standards and methodology
  • Setting clear expectations for all ICTA team members regarding the ICTA PMO  objectives and performance targets
  • Reviewing and monitoring of ICTA PMO operations with respect to progress, quality assurance, timelines, levels of effort, roles, and responsibilities
  • Developing, reviewing, executing and managing the ICTA PMO manual
  • Managing ICTA PMO tasks, budget and status.
  • Escalates Programme risks and issues, where appropriate, to the ICTA Executive Sponsor for mitigation
  • Signing off Programme deliverables on behalf of the ICTA PMO
  • Establishing appropriate quality standards, and initiating the quality assurance activities that will be performed to attain the agreed quality standards
  • Identify dependencies across the projects within the TCIP programme and facilitate the development of  integrated work plans where required
Qualifications, Knowledge and Experience
  • Bachelors Degree in Business Studies, Computer Science or Engineering or a related discipline and an advanced degree in project management and/or information technology;
  • At least 5 years experience of successfully managing projects of similar magnitude;
  • Strong leadership capabilities and a demonstrated record of successful leadership of multi-disciplinary teams
  • Knowledge of World Bank project and procurement guidelines will be an added advantage.
Time Schedule
The assignment is contract based for an initial three years renewable subject to successful appraisal of performance at the end of each term. Intermediary performance evaluations will be conducted on half yearly basis.
