Finance and administration Officer

Finn Church Aid (FCA) is Finland’s biggest development co-operation organisation and the second biggest organisation in Finland working in humanitarian aid. FCA is looking for a
****Finance and Administration Officer for South Sudan Office****
The Finance and administration officer together with current finance team will ensure that a professional level finance, administration and operations support is maintained in the South Sudan Office. The finance and admin officer will report to the finance and admin coordinator.

  • Provide accounting support to project staff while assuring compliance with internal controls, donor regulations and budget restrictions.
  • Record accounting transactions including coding of payment vouchers before making payment.
  • Data entry and processing in Quick Books.
  • Check accounting records, financial statements, or other financial reports to assess accuracy, completeness, and conformance to reporting and procedural standards and report discrepancies to the relevant line manager.
  • Process and make payments as provided in the approved budget and ensure that proper authorization is obtained for all disbursements and proper financial documents are used.
  • Prepare budget updates that compare monthly budgeted costs to actual costs and reports to country rep on monthly bases together with updated cash forecast.
  • Provide monthly reports to the Regional Office on spending occurred at field level and send financial documents as required.
  • Maintain an efficient, proper and transparent financial filing system of all documents relating to finance
  • In cooperation with relevant program and support staff, ensure proper documentation for monthly payment of bills contracts, rent and local salaries
  • Prepare the monthly payroll and undertake monthly closing procedures including reconciliation of bank, staff salaries and staff advances.
  • Assist with facilitation of internal and external audit procedures as required.
  • If needed contribute towards program planning by developing budgets/providing cost estimations.
  • Review and compute travel claims, imprest accounts, and verifies authenticity of the supporting documents provided.
  • Administration of petty cash.
  • Performs any other duties as may be assigned from time to time.
  • Admin/HR/Logistics
  • Maintain of field personnel files and employees contacts.
  • Prepare ad maintain payroll timesheets for national staff at field level.
  • Administering and maintaining all contracts at field level.
  • Maintaining compliance with local laws and legislations.
  • Supervise the support staff including the watchmen, drivers and cleaners.
  • Prepare visas and arrange proper accommodation in advance for the incoming international staff and partners as required.
  • Liaise with the local government bodies and other institutions for administrative issues.
  • Take minutes of the meetings.
  • Any other duties as required
  • Competence and Personal Requirements:
  • University degree or equivalent in accounting, finance, Business Administration or other closely related field
  • Strong analytical skills
  • Good and a wide comprehension of financial management
  • Good computer skills
  • Knowledge of Quick books is a must.
  • Knowledge and experience in managing budgets
  • Knowledge of project financial administration
  • Experience in capacity building of partners and staff training
  • Knowledge of accountability issues related to humanitarian and development work
  • Knowledge of English as a working language, other language skills are an advantage
  • Minimum 2-4 years of experience in a similar position.
  • Valid driver’s licence
  • South Sudanese national.
