NATIONAL CONSULTANT- INSTITUTIONAL CAPACITY ASSESSMENT

Background
The UN Women (UNW), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnership with civil society and other relevant actors.
UN Women Somalia is scaling up its support to Somalia and has prepared a comprehensive country strategy for 2014-2016. The priorities for UN Women in Somalia include (i) promoting women’s leadership in peace and security and economic empowerment; (ii) strengthening women’s access to economic security and rights; (iii) reducing violence against women and girls from both response and preventive perspectives, and, (iv) Governance and national planning fully reflect accountability for gender equality commitments and priorities, and, (v) enhance UN Women’s role in coordination of Gender Equality and Women’s Empowerment in UN Response.
UN Women will conduct a number of interventions that complement to the objectives of the regional and national strategies for Somalia. Projects will be entrusted to implementing partners based on institutional mandates, capacities and comparative advantage and institutional capacity assessment, which will determine the nature of the implementation arrangements. In order to determine the capacity of partners, UN Women plans to undertake an Institutional capacity assessment of its potential partners.
In view of this, UN Women is seeking the services of a national consultant to undertake a capacity assessment of implementing partners, while focusing on the programme and technical issues, and on the financial dimensions.

Duties and Responsibilities
The purpose of the capacity assessment is to:
  • Assess the capacities of the implementing partners with a focus on their technical capacities, management capabilities, administrative capacities, and financial capacities;
  • Document and maintain files  that demonstrate the capacities of the implementing partners and propose a framework for monitoring implementation of activities by the implementing partners.
    Duties and responsibilities include:
       Plan and schedule Institutional assessments in liaison with UN Women programme staff.
         Hold in-depth consultations with the partners and record the findings on the template provided (telephonically and in person where possible).
          Undertake a thorough assessment of the following broad areas:
            • Technical capability – ability to implement and monitor technical programmes;
            • Management  capability– Ability to plan and coordinate activities;
            • Administrative capacity;
            • Financial capability;
            •  Prepare a detailed written report. 

            Competencies
            • In-depth knowledge on gender equality and women’s empowerment interventions in Somalia;
            • Strong analytical and problem solving skills;
            • Effectiveness in establishing and fostering good relations with government counterparts and NGO partners;
            • Ability to work in a team and focus on impact and results;
            • Ability to work with minimum supervision with efficiency and competency;
            • Strong communication (verbal and written) skills, including excellent writing and presentation skills in English and Somali and the ability to prepare reports.

            Required Skills and Experience
            Education: 
            •  Master’s degree (or equivalent) in social sciences, international relations, or a related field
            Experience: 
            •  Minimum five years of experience in research, conducting assessments and analyzing data  at national or international level;
            • Preferably experience working in large development agency and or UN agencies.
            Language:  
            • Outstanding oral and written communications skills in English and Somali languages.
