This is a project post and filling of this position is subject to funding availability. The initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of funds. Staff members are subject to the authority of the Secretary- General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
Organizational Setting and Reporting
The position is located at the Regional Office for Eastern Africa (ROEA), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC) in Nairobi, Kenya. The incumbent will work under the overall supervision of the Regional Representative and receive technical guidance from the Chief, HIV/AIDS Section (HAS), Drug Prevention and Health Branch (DHB) at UNODC headquarters in Vienna.

Responsibilities
The incumbent will perform the following specific duties:
Plan, oversee and coordinate the implementation of a project entitled "HIV prevention, treatment and care for people who use drugs in Kenya"; provide ongoing technical guidance, policy advice and assistance to the Government of Kenya in areas covered by the project aiming at reducing HIV morbidity and mortality among people who use drugs and people who inject drugs in Kenya.
Provide substantive guidance and assistance to the Kenyan Government and civil society organizations in building national capacities for enhanced policy and programmatic development, coordination, implementation, sound monitoring and evaluation with regard to the HIV/AIDS prevention, treatment and care in connection with UNODC's key areas;
Identify individuals and institutions with technical competence and capacity in HIV and AIDS prevention, treatment and care and facilitate their inclusion in technical support provision;
Coordinate with UNAIDS and its cosponsors and backstop joint activities on issues related to the prevention and care of HIV/AIDS in the UNODC key areas;
Participate in meetings, technical working groups, inter-agency task forces, UN theme groups on HIV and AIDS, Common Country Assessment and United Nations Development Assistance Framework discussions, UNODC strategic planning and programme development (i.e. regional programme) sessions, and other relevant forums; Organize and participate as key project focal-person in advocacy meetings, round-tables, training workshops and other meetings related to specific HIV and AIDS issues, including drug dependence treatment, especially with Opiate Substitution Therapy;
Monitor, prepare, analyze, and evaluate technical reports and other relevant materials on prevention and care of HIV and AIDS in the key areas and facilitate dissemination of good practices;
Coordinate and provide substantive support to the development of programme and grant proposals, including for the Global Fund and the World Bank, to determine their technical soundness and appropriateness in the context of HIV/AIDS among drug users, particularly injecting drug users;
Establish, coordinate and support activities of the Project Steering Committee and other country or project working groups addressing HIV and key population related matters in Kenya.
Ensure the meaningful involvement and facilitate activities for/of Kenya-based civil society organizations addressing the needs of key populations, with due consideration for a meaningful gender inclusiveness ;
Coordinate and monitor the financial management of the assigned project and establish measurable project performance indicators, monitor attainment of project outcomes and report on project progress; Prepare and oversee the preparation of project revisions, including those addressing budgetary matters, ensure the maintenance of financial records in respect of project expenditures, including the timely and accurate submission of financial reports, the oversight of allocation and utilization of project funds; Prepare and review other technical and management reports and other documents, such as reports to Headquarters, government, and donors;
Oversee to the recruitment, assignment, supervision and development of project personnel.
Contribute to ROEA's fundraising and advocacy work, i.e. Preparation of concept notes, project ideas, newsletters, other advocacy materials etc;
Contribute to and coordinate the development, implementation and evaluation of UNODC HIV and AIDS key policy programmatic areas in ROEA, specifically HIV and AIDS prevention and care related to people who use drugs;
Perform any other ROEA HIV functions as required by the UNODC Representative.

Education
Advanced university degree (Master's degree or equivalent) in public health, social sciences or in another relevant discipline is required. A first-level university degree in similar fields in combination with two additional years of qualifying professional experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of seven years of progressively responsible experience working on HIV and AIDS prevention, treatment and care programmes among people who inject drugs at national and international level is required. Experience in building successful partnerships and networking with a wide range of external partners and organizations and experience in leading a team is required. Experience in implementing large scale technical assistance project is required. Experience in Opiate Substitution Therapy is desirable. Familiarity and working experience with the African context and region, as well as the United Nations system or similar large organization is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English, i.e. oral and written proficiency, is required. Knowledge of another United Nations official language is an advantage.
Assessment Method
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
