End-Term Review - BPRM Project

  1. Background and Context
The Danish Refugee Council (DRC) has been operating in Kenya since 2005 and has accumulated significant knowledge and experience in supporting refugees, host communities and people who are internally displaced (IDPs) in the country. DRC began its operations in Dadaab in partnership with CARE Kenya and Refugee Consortium of Kenya (RCK) to help prepare refugees for eventual return and ensure equity between refugees and the neighboring population by funding host community activities. Since 2009, DRC has been implementing activities directly in Dadaab. Dadaab is situated in northern Kenya near the border of Somalia and currently hosts 356,879 refugees (UNHCR July Statistical Report 2014). In 2012, DRC started up projects in Nairobi to assist and protect urban refugees. DRC has been implementing a one-year program titled ‘Strengthening Refugee Protection and Self Reliance in Kenya’ since September 2013. The program, funded by United States Department, Bureau for Population Refugees and Migration (BPRM), focused on strengthening refugee protection and self-reliance in Kenya (Dadaab and Nairobi). The project’s overall goal is to empower refugees by making them self-reliant through livelihood interventions that can support them while in displacement, during return and resettlement. Additionally, the program seeks to improve GBV awareness and response. The program is scheduled to close in August 2014.
**
Purpose**
The purpose of the consultancy is to review the outcomes of the ‘Strengthening Refugee Protection and Self Reliance in Kenya’ program that has been implemented in Dadaab and Nairobi, against expected results and baseline information. The review is expected to highlight lessons, best practices and recommendations that can inform ongoing and future programming by DRC.

Objectives
The main objectives of the review are;
  1. To assess the extent to which the results were achieved (against expected results)
  2. To document contributing factors affecting the achievement or non-achievement of the intended results (including approaches/strategies used)
  3. To review relevance of the program to targeted persons of concern
  4. To establish the efficiency and effectiveness of the project
  5. To identify which aspects/components of the program have potential for impact and sustainability beyond the program period
  6. To appraise the extent to which the project was gender-sensitive
  7. To review effectiveness of the community feedback mechanism in improving accountability
  8. Scope of consultancy
The Consultant/Consultancy firm will undertake the review in two target locations namely Nairobi and Dadaab. The end term review for the ‘Strengthening Refugee Protection and Self Reliance in Kenya’ program will cover the overall grant period from September 2013 to August 2014. The assignment is expected to begin on 18th August 2014 for a period of 11 days. The Consultant will work closely with Programme Development Manager, Area Manager, Urban Livelihood Coordinator, and Monitoring and Evaluation Officer.
The scope of work for this end-term review includes the following:
 Develop an Inception Report detailing the process and methodologies to be employed to achieve the objective of this consultancy as stated above. It should include a detailed work plan for this exercise, and present the same to DRC for review and further inputs.
 Undertake a desk review of the relevant project documents that include the Proposal, Results/Logical Frameworks, Implementation Plans, Project Implementation Reports, Baseline report and any other relevant documents
 Design data collection methodology as appropriate, guided by the international evaluation standards and relevant framework(s).
 Design, develop, critique (with DRC team) and refine data collection tools
 Conduct a field based project review (using both quantitative and qualitative data collection methods)
 Carry out data collection, entry and analysis and write up the end term review report. The format of the report shall include the following:
 Executive Summary (max 2 pages)
 Preliminary pages – Acknowledgment, Acronyms and Table of contents
Main text, to include:
 Background Information: Brief on the Project and context; Review–
 purpose and objectives; study limitations
 Methodology: Design, Sampling technique and Sample size
 Findings: Analysis based on objectives and interpretation
 Key accomplishments and summary of project assessment
 Lessons learnt, best practices and opportunities for improvement
 Recommendations
 Appendices: tools, ToR, sample framework, bibliography, etc.
 Present the draft report to DRC team for review before producing a final draft  Submit a Final End Term Review Report to DRC as stated in the Consultancy Contract

Methodology
The Consultant/consultancy firm will be required to provide a detailed methodology of how he/she will carry out the review.
 The Consultant is expected to develop a detailed methodology, all necessary tools, and determine the outlines/structure of the report in line with the proposed sections in the scope of work above.
 The Consultant should conduct a desk review with documents provided by DRC and documents furnished from the Consultants own references. All references need to be listed in the final report.
 The Consultant is requested to use the participatory learning method to collect information from staff and targeted refugees. The information must be qualitative and quantitative.
 The Consultant is expected to plan his/her work and ensure sufficient time is spent in the field collecting data. The draft report will be submitted for review by the Monitoring and Evaluation Officer. The Consultant will make the necessary changes as directed by DRC technical staff. The report will be deemed finalized when the Country Director signs it off.  All auxiliary staffing will be selected and managed by the Consultant.

**Key deliverables/outputs
**
 Inception report
 Four (4) bound hard copies of the review report.
 Soft copy of the report in two (2) CDs.
 Study materials including soft copies of all data sets both quantitative and qualitative.
 List of contacts to be agreed with DRC and meetings list to be annexed to the report  Final report (20-25 pages) excluding annexes

Duration
 The timeframe for this consultancy is 11 days, from the time the contract is signed. The successful bidder must commit to accomplish and deliver the consultancy services and deliverables before or on 29th August 2014.

Profile/Qualifications
Academic:
Post-graduate/Bachelor’s degree in social sciences, community development, refugee studies, and humanitarian law or other social sciences related subjects
Experience & skills:
 At least seven years of experience in quantitative and qualitative data collection skills and methodologies in completing assessments, reviews and evaluations with the UN, international NGOs and/or NGO sector
 Good research and analytical skills
 Excellent written and spoken English
 Excellent facilitation skills
 Strong report writing, data collection, data analysis skills
 Familiarity with community-based and participatory approaches
 Demonstrate sound knowledge of leading and conducting monitoring, reviews and evaluations  High level, up-to-date knowledge and understanding of livelihood and protection in refugee/displacement context

Commitments

Reporting Arrangements
 The Programme Development and Grants Manager is the overall in charge of the consultancy. The review will be supervised by the Monitoring and Evaluation Officer. The Consultant will work closely with the Area Manager and Urban Livelihood Coordinator in Dadaab and Nairobi respectively.

General
Terms and Conditions
The Consultant must be available to commence the end-term review by18th August, 2014 and able to provide final report by 29th August 2014.
 The Consultant should adhere to the UNHCR coordinated security guidelines. DRC does not guarantee security of the Consultant and will therefore not be liable for any eventuality. Nevertheless, any relevant security updates will be shared with the Consultant when necessary. The Consultant must abide by DRC security rules and directives
 The Consultant must complete work within the stipulated time frame
 The Consultant must operate within the budget allocated.

DRC’s Responsibilities
DRC will:
 Provide information on the context and project, contact numbers for relevant people
 Accompany the Consultant into the camps as mutually agreed between DRC and Consultant
 Set up meeting with beneficiaries and non-beneficiaries
 Accommodate the Consultant in DRC compound in Dadaab but will be charged for accommodation and meals at the rate of  Provide consolidated feedback/guidance on draft report

Evaluation and Award of Consultancy
DRC will evaluate the proposals received and award the assignment based on technical and financial feasibility. DRC reserves the right to accept or reject any proposal received without giving reasons and is not bound to accept the lowest or the highest bidder.
