IDLO In kenya
IDLO has been providing training and technical assistance to the Kenyan rule of law and development sector for over 20 years. Currently, IDLO is providing technical support to the Commission for the Implementation of the Constitution (CIC), Law Society of Kenya, Kenya Law Reform Commission, Ministry of Devolution and Planning and Judiciary in implementing the constitution through support for legislative, policy and institutional strengthening and reforms IDLO has also been implementing a Legal Preparedness for Climate Change Initiative in Kenya for the past two years. As part of this work, IDLO has provided technical assistance to the Climate Change Secretariat and the Kenyan Ministry of Environment and Mineral Resources on an enabling legislative, policy and institutional framework for the Kenya Climate Change Action Plan.
The Consultancy
The IDLO Program titled “Supporting the Kenya Constitutional Implementation Process” aims to support Kenya in the effective, efficient, and sustainable implementation process of the 2010 Constitution, by assisting with drafting new legislation in accordance with the Constitution and international best practices, institutional building and strengthening to deliver on expanded mandates under the constitution, building long-term legislative capacity, and improving application of the new legislation. The focus throughout the Program will be on capacity building for Kenyan institutions and individuals and expanding the legal and regulatory space for citizen to benefit from the constitutional provisions.
Reporting to and under the direct supervision of the Country Director Kenya, the Field Program Manager, Access to Justice and Judicial Reformswill support the day to day program implementation to ensure timely and effective achievement of the program objectives; support program monitoring and documentation and provide regular reports to Country Director on Program Implementation; provide technical inputs as required for IDLO Kenya program design and expansion of the current portfolio; work in close cooperation with IDLO Nairobi partners including the State Law Office, the Judiciary, the Law Society of Kenya as well as other Access to Justice institutions and development partners (including donors), civil society and other stakeholders, to achieve the aims of the Program.
The Field Program Manager will also be expected to work in close collaboration with IDLO Field Program Manager, Devolution and Constitutional Implementation, and the IDLO Headquarters and will be responsible for the following:
Program Legal advice support
- The Field Program Manager will perform legal research and analysis, prepare legal opinion briefs, reports and correspondence and provide legal advice on relevant matters and such issues relating to International and local laws and/or relevant to program implementation in access to Justice and Judicial Reforms
- Under the guidance of the Country Director and in consultation with IDLO Office of the General Counsel, review, draft and advise on field office contracts, agreements and other legal documents.
Program implementation
- Management on a daily basis the ongoing program portfolio in the field of Access to Justice and Judicial Reforms and seeking to expand the same in line with the IDLO Country Strategy;
- In consultation with Country Director and HQ, lead in program identification and design and in the development of relevant work plans, monitoring plans and budgets in line with IDLO standards;
- Management of the project assigned to him/her and of all implementation phases, in line with IDLO standards and procedures.
Program Reporting, monitoring and evaluation
- Manage project cycle components including work plans and timelines, budgets and expenditures, donor reports, and related administration for the program;
- Map out areas for program intervention in consultation with the Country Director, government counterparts, development partners and in line with the agreed country strategy for IDLO;
- In consultation with IDLO Headquarter M & E team and the field office, lead the team in developing and implementing a monitoring and evaluation framework for the Access to Justice and Judicial Reforms Program;
- Report progress on a weekly basis to the country Director;
- In consultation with the HQ based Program Associate and Field based Program Associate coordinate the preparation of the narrative reports to the donor;
- Identify and report on timely manner any difficulty or possible change in the program strategy, objectives, results or activities, and make recommendations for timely and optimal course corrections;
- Identify project and team successes and lead documentation for internal and external information sharing.
Partnerships, networking and coordination
- Attend partnership and networking meetings as directed by the Country Director;
- Maintain the relationship with the counterparts and the local partners/stakeholders as directed by the Country Director;
Education
- Undergraduate degree in law is required. Post graduate degree in law, human rights, social sciences or development would be an advantage.
Experience
- A minimum of 5 years of experience providing oversight for implementing complex governance, access to justice and judicial reform and/or development projects in Kenya or in the region with national, international or regional organization.
Technical Competencies
- Demonstrated project cycle management skills, inclusive of work plan/timeline/deliverables/reporting and budget tracking;
- Highly organized and problem-solving skills;
- Understanding of the political and cultural context of Kenya; and
- Demonstrated program development and donor relations skills.
Language
- Demonstrated written and oral communication skills including an excellent command of English and fluency in Kiswahili.
Behavioural competencies
- Strong interpersonal and organizational skills.
- Enthusiastic and proactive attitude in building partnerships with a broad range of stakeholders and driving results, including at the senior level.
- Ability to work under pressure with tight deadlines, flexibility and an entrepreneurial spirit. Ability to respond timely to queries and provide feedback.
- Self-motivated and dynamic with a willingness and ability to use initiative to assist the organization to achieve its objectives.
- Keen sense of ethics, integrity and commitment to IDLO's mandate.

Terms and Conditions
The Field Program Manager will be required to render services in Nairobi, Kenya, but may be required to work from other locations as determined by the Supervisor. IDLO offers a competitive remuneration and benefits package for internationally-recruited consultants, including Medical and Accident insurance, Annual and Sick Leave.
The Duration of the assignment is one year, renewable.
