HIV END OF PROGRAMME EVALUATION CONSULTANT

Trócaire is an Irish development agency that was established in 1973 by the Catholic Bishops of Ireland. Trócaire works in over 20 countries in partnership with local civil society organizations implementing both long-term development and emergency response programmes. A strong commitment to achieving social justice at local and global levels guides the organization’s operations. Trócaire’s work worldwide is guided by its Strategic Plan 2006 – 2016 that prioritizes six key programme themes: Sustainable Livelihoods; Governance and Human Rights; and Emergency preparedness and response; HIV /AIDS; Gender Equality and Environmental Justice.
THE KENYA HIV PROGRAMME
The Kenya HIV Programme implements a coordinated country programme that specifically responded to the country context. The main objectives and strategies are guided by Trócaire’s Global HIV policy and strategy and the overall global strategic plan (2006 – 2016) as well as the 2009/10-2013/14 Kenya National HIV and AIDS Strategic Plan (KNASP III) among other documents. The 3-year (2012 – 2015) HIV and AIDS programme, aimsto contribute to an improved quality of life of adults and children infected and affected by HIV in target communities in Kenya.The programme’s specific objectives[1] are:
Specific Objective 1:
To increase uptake of HIV Prevention Services by women and men in targeted slum communities
Specific Objective 2:
To improve health status of adults and children living with HIV in targeted slum communities
Specific Objective 3:
To ensure target communities benefit from the achievement of objectives through improved programme management.
[1]In the first year the programme had 5 objectives but these were later reduced to 3 based on feedback received from Irish Aid
The main purpose of the End of Programme (EOP) evaluationis to establish the changes experienced by this target population with regard to the indicators included in the Results Framework. As a baseline study was conducted prior to the implementation of this three-year programme (March 2012 – February 2015) we anticipate being able to compare the results.
We intend to contract an independent consultant to carry out this work and expect our partners to play a key role in designing and carrying out the evaluation such as confirming the suitability of tools, introducing the consultant to the communities and assisting the consultant in data collection, as well as commenting on the analysis of all findings.
DELIVERABLES/EXPECTED OUTPUTS
The expected deliverables of this consultancy are as follows:
  1. Initial Discussions with Trócaire Steering Committee ,including comments on, and clarification of, the ToR
  2. Inception report
  3. Data collection tools
  4. Statistical tables and coding frameworks
  5. Draft report
  6. Validation workshop
  7. Final report
  8. Powerpoint presentation of key findings
Qualifications & Experience
The consultants/consultant firms must have the following qualifications and experience:
a)An advanced degree in social sciences and development studies.
b)At least seven (7) years of professional experience in the development sector with specific technical expertise in HIV programming.
c)At least five (4) years of proven experience in monitoring and evaluation of HIV Programmes and other social development programmes.
d)Experience in working in Kenya and thorough knowledge of the HIV sector in Kenya
Demonstrated ability to prepare and present analytical and logical evaluation reports
How to apply:
SUBMISSION OF PROPOSALS
Based on the above, Trócaire is inviting interested parties to submit expressions of interest. Individuals or firms applying shall detail the following:
  • Consultants’ profile and Capability Statement describing the technical capacity and experience of the firm or group of individuals
  • Names and resume of individuals or team members proposed and their roles in the achievement of the assignment
  • 3 professional referees (preferably previous contractors)and sample reports of similar assignments taken in the recent past
  • Interpretation of the Terms of Reference (TORs)
  • Detailed implementation plan and time frames. The assignment will commence by 1st October 2014 and must end by 10th December 2014
