ORGANIZATIONAL SETTING
The Market Analysis and Research section (MAR) has developed a range of market analysis tools and methodologies for strategic and operational research, assessing national trade performance, trade competitiveness, and linkages between trade and development prospects.
MAR is currently implementing a programme on non-tariff measures (NTMs), which involves representative company surveys at the country level. The surveys are based on a global methodology developed by ITC and are implemented in close collaboration with national authorities. They identify at product, sector and partner country-level the predominant trade obstacles that the country's business sector faces when complying with NTMs. Upon completion of the national survey, ITC, in close collaboration with national partners, provides an in-depth analysis of the survey results and prepares a country report, which is published as an ITC paper.
The incumbent will contribute to the further development of the survey methodology to capture complementary information from developed and transition economies. In addition, s/he will be in charge of technical survey preparation, technical monitoring of the implementation of survey, and will also contribute to the preparation of data analysis of survey results and their synthesis in internal and/or published reports.
RESPONSIBILITIES
Under the supervision of the Chief, Market Analysis and Research, the successful candidate will: Managerial duties and responsibilities
  • Apply results based management for programme implementation;
  • Provide leadership to a team of individuals based on the values of the organisation, to ensure they are motivated and valued, and perform in an environment that emphasises quality, high performance, continuous learning and improvement, client-orientation and team spirit;
  • Make sure goals, roles and responsibilities of staff delivering the NTM-related market analysis and research are clearly defined and communicated. Implement and monitor efficient distribution of work within the team;
  • Develop and maintain a collaborative approach within the team, other parts of ITC and ITC's stakeholders;
  • Provide input to fundraising for the NTM programme in coordination with the corporate fund raising process.
Technical duties and responsibilities
  • Design and promote methodologies to analyze buyers' perspectives on NTMs with a view to study constraints to sourcing from developing countries;
  • Bring technical expertise to the day-to-day management, development and implementation of the programme on non-tariff measures;
  • Contribute to the strategic planning process for advisory services on NTMs;
  • Contribute to the continuous improvement of the depth and breadth of ITC's databases, namely on information on tariff and non-tariff measures;
  • Contribute to the analysis of the business perspectives on NTMs in the context of the multilateral, regional and bilateral trade agreements and negotiations;
  • Perform other duties, as requested.
ELIGIBILITY CRITERIA
EDUCATION: University degree in international economics or closely related field, ideally with an emphasis on international trade. Note: Candidates possessing an advanced degree in economics or closely related field, ideally with an emphasis on international trade may be accepted with five years of relevant work experience.
WORK EXPERIENCE: A minimum of seven years of professional experience in the area of trade data analysis and the analysis of market access issues with increasing levels of responsibility. Proven track record in survey design and implementation. Demonstrated relevant work experience in the area of non-tariff measures.
LANGUAGES: Advanced English and French are required. Knowledge of Spanish or other UN official languages is an asset.

  • Excellent knowledge of market access issues, including tariffs and non-tariff measures;
  • Excellent knowledge of trade-related challenges of developing countries;
  • Overall familiarity with issues related to capacity building of institutions in developing countries;
  • Knowledge of the international NTM classification;
  • Excellent knowledge of survey design, sampling and survey implementation;
  • Excellent knowledge of the economic situation in developing countries and their challenges in the area of market access;
  • Excellent communication, analytical capabilities and presentation skills;
  • Excellent drafting skills: proven capability to write clear and concise reports and papers with a track record of publications;
  • Ability to work independently and under time pressure.

TERMS OF SERVICE
Appointments with ITC are service-limited to this organization. The conditions of service are governed by the United Nations Staff Rules and Regulations. This is a fixed term appointment.
INDICATIVE ANNUAL SALARY AT THE P-3 LEVEL Annual Salary (net of tax) Starting from US$56,198 , with annual increments subject to performance. Post Adjustment In addition to the above annual salary a monthly post adjustment is paid. The rate as at July 2014 is 106.2% of the monthly salary. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
