Monitoring and Evaluation Officer

Background:
Indepth Research Services is an international training and consultancy organization offering technical training services designed for individuals, and organizations working in the agriculture, climate change and environment; disaster management; education; food and nutrition; health; humanitarian relief; logistics and telecommunication; recovery and reconstruction; safety and security; water sanitation and hygiene sectors.
In furtherance of our commitment to deliver relevant high impact training programmes and consultancy services, we wish to recruit an M&E officer to provide coaching and training to M&E clients and to ensure sound application.
Assignment:
The M&E Officer will be a key member of the Training and Research team and will support development of an M&E system that defines standards, approaches, methods, tools and application to allow systematic participatory monitoring and evaluation of our clients’ project achievements, results, changes and impacts.
He/she will play a leading role to support building M&E capacity, and together with the Training and Research team, to implement the M&E system, planning, recommending adjustments and reporting.
Specific tasks:
The M&E Officer will undertake the following tasks:
  • Support IRES M&E consultancy work including preparing proposal and responding to M&E related EOI and RFPs.
  • Designing, planning and conducting baseline surveys and other studies.
  • Developing forms for data collection & analysis, M&E reporting structure.
  • Review monitoring reports, analyze them for impact evaluation and to identify the causes of potential bottlenecks in project implementation.
  • Collaborate with staff and implementing partners on qualitative monitoring to provide relevant information for ongoing evaluation of project activities, effects and impacts.
  • Guide the process for identifying and designing the key indicators.
  • Guide the process for identifying the key performance questions and parameters for monitoring project performance and comparing it to targets. Design the format for such performance reports.
  • Review the quality of existing social and economic data, the methods of collecting it and the degree to which it will provide good baseline statistics for impact evaluation.
  • Prepare the necessary documentation and materials needed for M&E training workshops.
  • Development and Design of the approved M&E System.
  • Facilitation of international trainings workshops in M&E to our corporate and NGOs.
  • Prepare reports including assessment and recommendations.
Requirements for National M&E expert:
  • At least a bachelors degree in Monitoring and Evaluation or a related field with professional certification in Monitoring and Evaluation. A Master degree in M&E is preferred.
  • Professional certification in project management
  • Three years of relevant experience in an active position M&E preferably in an NGO setup
The ideal candidate should also have several years of proven experience in:
  • The logical framework approach and other strategic planning approaches;
  • M&E methods and approaches including quantitative, qualitative and participatory;
  • Planning and implementation of M&E systems;
  • Training in M&E development and implementation;
  • Training in Project management
  • Facilitating learning-oriented analysis sessions of M&E data with multiple stakeholders;
  • training M&E including curricula designing, facilitating training workshops etc. for project staff and local stakeholders;
  • Information analysis and writing M&E reports.
  • Quantitative and qualitative analysis including use of analysis software such as R, STATA and SPSS.
Additional requirements:
  • Strong background in M&E, project management;
  • Strong experienced with community development and capacity building projects;
  • Fluent in verbal and written English and the applications of relevant M&E and project management software;
  • Excellent presentation skills;
  • Experience in marketing services would be an added advantage but it is not a mandatory requirement.
