Monitoring Specialist, USAID/OFDA & FFP Somalia Monitoring Project, Nairobi, Kenya

Background:
Social Impact (SI) is a Washington, DC-area international development management consulting firm. We provide a full range of innovative program evaluation, management consulting, technical assistance, and training services to strengthen international development programs, organizations and policies. Our global services are in the areas of democracy and governance, health and education, agriculture, the environment, and economic growth.
Objective:
The purpose of this 1-year contract is to establish a third-party monitoring system to verify and provide independent confirmation of programs in Somalia funded by USAID’s Office of U.S. Foreign Disaster Assistance (OFDA) and Office of Food for Peace (FFP) within the Bureau for Democracy, Conflict and Humanitarian Assistance (DCHA) at USAID. The monitoring system will give OFDA and FFP staff accurate and verifiable information about funded programs. The project is expected to begin fall 2014.
Position Description:
Social Impact is seeking a full-time Monitoring Specialist to provide technical assistance to the Chief of Party and the Field Monitors to support them while carrying out their in-country activities. The Monitoring Specialist will be based in Nairobi, Kenya.
Responsibilities:
  • Responsible for recruiting, training, and assisting with the management of field staff;
  • Plays a lead role in the development and revision of all deliverables, and;
  • Serve as lead field monitor when necessary.
Qualifications:
  • Master’s degree in program evaluation, international development, humanitarian action, economics, anthropology, or a related social science;
  • Must have a minimum of five years of work experience overseas in the design and implementation of monitoring systems in developing contexts, preferably in a complex emergency setting, with demonstrated expertise applying qualitative methods and analysis and effective application of qualitative findings;
  • Expertise in mixed methods, including strategic use of quantitative methods, is preferred;
  • Previous experience working on Somalia projects is highly desired.
  • Knowledge of Somali languages is preferred but not required;
  • Must have excellent oral and written communication skills, analytical skills, interpersonal skills, team management skills and computer skills.
