Programme / Area Manager

Background
Islamic Relief Worldwide has been operational in both Puntland and Somaliland for several past years. In both the regions IRW has field offices and pool of well experienced/ qualified staffs. Currently, besides emergency humanitarian programming, IRW implements education for orphans, livelihoods, emergency, WASH, religious dues projects in both areas and have plans to expand projects in the coming years. IRW enjoys good reputations at the government, at the communities and at the NGO and UN levels.
Islamic Relief worldwide Somalia programmes seeks to recruit a qualified, experienced Programme /Area Manager to lead a two years water project, ( installation 36 boreholes, Drilling and installation of solar for 18 boreholes through effective community and governmental engagements) being successfully implanted in Somaliland and Puntland. This is a two years project and the post holder will be based in Puntland.
This role will be responsible to manage project implementation with effective M&E structure) the project’s detailed implementation plan (DIP) and in conjunction with the line Ministries of Puntland and Somaliland. S/he is also responsible for managing project staffs, finance and related administration including networking with relevant partners, such as with the government ministries, UN, NGOs and community leaders. S/he will ensure security of the project staff and projects equipment, will produce monthly narrative, data and financial reports.
Key Accountabilities:
Programme implementation and management:
· The programme manager will be responsible to develop a detailed Implementation and resource plan, will set milestones for the project and will implement the DIP following the time line.
· Establish and enforce and effective monitoring systems in the project that generates on updated information on the project, and those are regularly fed into the central M&E and reporting systems.
· Establish effective partnership with Water Resource Ministries of Puntland and Somaliland and to bring them on board ensuring their active participation in the project.
· Establish a project implementation committee in association with the government ministry to implement the project, write a ToR/MoU for the implementation committee and ensure that the committee is effective and active following the ToR/MoU
· Ensure effective networking with UNICEF, FAO and other INGOs and other ministries as deem appropriate.
· Lead the geological and social surveys (through project consultants and others) to identify where needs for water is greater and where it is technically feasible to install borehole wells to maximize the benefits to the needy people.
· Support project engineers, Hydrologist and Sociologist and the project implementation team developing contracts/ BOQ for each borehole, publish the tender, assess the bids and offer the bid to the lowest bidder.
· Ensure the project plans are implemented following the timeliness, quality of the projects is maintained and projects are implemented within the approved budget lines.
· Ensure proper hand over of these projects to either community based water management committees or through PPP mechanisms for sustainable safe water supply for the intended communities.
· Ensure that proper representations and visibility of the donor and of the implementing agency are done at the project locations following respective visibility policies.
· Ensure safety and security of the staff and project logistics through strictly adhering to the IRW security policies.
· Track financial and programme performances on a regular basis ensuring monthly, quarterly and annual progress and financial reports are written with in the stipulated timelines and circuited to your line manager and or to donor.
· Maintain clear overview of the political, legal and security context and how changes and developments may affect the programme implementation and ensure this is communicated regularly to the Senior Management Team /CD.
Office Management:
· Assist in the development of security procedures and protocols for the area of operation and ensure the understanding and strict compliance of staff at all times;
· Work alongside the Logistics team to manage logistics processes to procure, store and distribute stock, supplies and services for the timely delivery of project objectives within the field base or area;
· In close coordination with colleagues optimally manage the field office, guest houses, vehicles and other assets including adherence of staff to policies and guidelines;
· Support external IRW visitors to the field offices and programmes;
· Ensure compliance across the offices with IRW policies, Code of Conduct, and Fraud and Dishonesty policy, Gender, Diversity and non-discrimination, health and safety, equal opportunities and other relevant policies.
Staff Management, Mentorship, and Development
· Ensure with support from the HR and CD the appropriate staffing for the project, planning and implementing specific actions to recruit, manage and motivate staff for the project as per the IRW standards and procedures;
· Manage, mentor and motivate the project engineers and other staffs to undertake his/her roles and responsibilities effectively;
· Ensure that project staffs have clearly defined objectives, understand their responsibilities and receive feedback on their performance.
· Ensure compliance with Performance Management systems and evaluations.
· Document performance that is less than satisfactory, with appropriate performance improvements/ work plans.
· Incorporate staff development strategies into the team building process and ensure staffs are able to perform the duties expected. Identify coaching, mentoring and other developmental opportunities.
Professional Qualification and Experience
Essential:
· Substantial experience (at least 10 years working with a humanitarian/development organisation preferably in Somalia including significant experience in financial management/control).
· University degree in related academic discipline (water engineering or with a degree in Project Management with relevant work experience.)
· Skills and experience in project/programme implementation, monitoring, review and evaluation preferably
· Substantial people and programme management experience with good interpersonal skills and ability to communicate at all levels.
· Solid experience in grant management, including budget holding and donor reporting.
· Substantial understanding or proven experience of security management issues.
· Ability to produce high quality reports in English.
· Representational, political awareness and advocacy skills.
· Ability to work with limited supervision from line manager.
· Experience of working with partners and a participatory approach.
· Fluency in written and spoken English and computer literate.
· Commitment to and understanding of Islamic Relief Worldwide’s aims, values and principles.
· Willing to live and work in Puntland and Somaliland regions
Desirable:
· Experience and/or an interest in working in Somalia in the similar project
· Ability to communicate in local language is an added value.
