ORGANIZATIONAL SETTING The Market Analysis and Research section (MAR) has developed a range of market analysis tools and methodologies for strategic and operational research, assessing national trade performance, trade competitiveness, and linkages between trade and development prospects. Within the context of an increasing focus on Results Based Management (RBM) and project impact, the incumbent will be responsible for monitoring projects delivered by MAR in terms of performance and budget expenditure. RESPONSIBILITIES Under the supervision of the Chief, Market Analysis and Research, the successful candidate will: Managerial Responsibilities:
- Apply results based management and logical framework analysis for programme development and implementation;
- Make sure goals, roles and responsibilities of staff reporting on projects' progress are clearly defined and communicated;
- Develop and maintain a collaborative approach within the section, other parts of ITC and ITC's stakeholders;
- Provide input to resource mobilization for section projects in coordination with corporate fundraising process. Technical Responsibilities:
- Support the development of project performance management within MAR, in coordination with corporate processes, in terms of performance and risks;
- Support the chief of Section monitoring the section budgets to ensure optimal delivery vis-à-vis available resources; INTERNATIONAL TRADE CENTRE Page 2
- Analyze MAR projects progress in the context of Results-Based Management;
- Support MAR project managers with technical expertise on project reporting;
- Identify areas for improving the monitoring and implementation of projects;
- Contribute to other activities, such as presentations and training on the ITC tools;
- Perform other tasks as required. ELIGIBILITY CRITERIA EDUCATION: University degree in quantitative analysis or statistics, project management or a closely related field. Note: Candidates possessing an advanced university degree in quantitative analysis or statistics, project management or closely related field in combination may be considered with five years of relevant work experience. WORK EXPERIENCE: A minimum of seven years of relevant professional experience in statistics, quantitative analysis and project monitoring both at the national and international level with increasing level of responsibility is required. Experience of SAS or similar software. LANGUAGES: Advanced English with intermediate French is required. Knowledge of other UN official languages is an asset. The conditions of service are governed by the United Nations Staff Rules and Regulations. This is a fixed term appointment. INDICATIVE ANNUAL SALARY AT THE P-3 LEVEL Annual Salary (net of tax) Starting from US$56,198 , with annual increments subject to performance. Post Adjustment In addition to the above annual salary a monthly post adjustment is paid. The rate as at July 2014 is 106.2% of the monthly salary. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
