Water Engineer

Duty Station : Puntland, Somalia (with frequent travel to Somaliland).
Line Management of: WASH Officer
Contract Duration: 12 months (extendable)
Background
Islamic Relief Worldwide has been operational in both Puntland and Somaliland for several past years. In both the regions IRW has field offices and pool of well experienced/ qualified staffs. Currently, besides emergency humanitarian programming, IRW implements education for orphans, livelihoods, emergency, WASH, religious dues projects in both areas and have plans to expand projects in the coming years. IRW enjoys good reputations at the government, at the communities and at the NGO and UN levels.
Islamic Relief worldwide Somalia programmes seeks to recruit a qualified, experienced Programme /Area Manager to lead a two years water project, ( installation 36 boreholes, Drilling and installation of solar for 18 boreholes through effective community and governmental engagements) being successfully implanted in Somaliland and Puntland. This is a two years project and the post holder will be based in Puntland.
Main purpose of the position is to ensure effective planning and quality implementation of the WASH activities in Somaliland and Puntland specifically in drilling, construction, equipping and training among others roles. The Water Engineer is responsible in conducting site identification in support with the cluster/sector, local authority, line ministry and other WASH members specially the WASH cluster based in Mogadishu from IRW Somalia program
H/She is required to prepare and produce weekly progress report, monthly and narrative report, data and any other reports that is deemed necessary. Other requirements include supporting the managements in developing new proposals and concept notes whenever required.
Key Accountabilities:
Programme Management & Implementation:
· Programme implementation and management of the bore holes
· Support the area manager in establishing effective partnership with Water Resource Ministries of Puntland and Somaliland and to bring them on board ensuring their active participation in the project.
· Establish a project implementation committee in association with the government ministry to implement the project, write a ToR/MoU for the implementation committee and ensure that the committee is effective and active following the ToR/MoU
· Ensure effective networking with UNICEF, FAO and other INGOs and other ministries as deem appropriate.
· Lead the geological and social surveys (through project consultants and others) to identify where needs for water is greater and where it is technically feasible to install borehole wells to maximize the benefits to the needy people.
· Development of BOQ and design of the each borehole, support in publishing the tender, support in assessing the bids with the country management , area manager and the country procurement committee.
· Ensure the project plans are implemented in support with the area managers following the timeliness, quality of the projects is maintained and projects are implemented within the approved budget lines.
· Support the area managers to Ensure proper hand over of these projects to either community based water management committees or through PPP mechanisms for sustainable safe water supply for the intended communities.
· Ensure the project is completed timely with high quality work.
· Ensure that proper representations and visibility of the donor and of the implementing agency are done at the project locations following respective visibility policies.
· Ensure you submit monthly, quarterly and annual progress
· Support in liaison with the area manager that all the logistic activities are managed well.
· Ensure compliance with Performance Management systems and evaluations.
· With support from the area manager ensure that all documentation of the project activities are done this include raising of Purchase request and other procurement process are followed as per the organization policy
Information management
· Participate in needs assessments, baseline studies and periodic studies, and feedback findings to the stakeholders.
· Able to conduct evaluation assessments and impact evaluation at the end of the project
· Well oriented with project management cycle
· Coordinate with the WASH Officer and the entire WASH team to ensure that all the aspects of the WASH response are integrated.
· Prepare regular reports to the country managements, region and to the donor
· Water quality monitoring and control specifically to the new bore holes.
· Participate in proposal writing and donor report writing during the activities and other donor report that might be required from time to time
· Liaise with community leaders and other sectors and agencies working locally in order to coordinate within the WASH sector and between sectors such the WASH clusters/sectors/government authorities, line ministries, PASWEN and SWALIM.
· To represent IRW in technical and operational co-ordination meetings with the agencies and stakeholders
· Preparation of reports, technical guidelines, drawings and other strategic documentations.
· Ensure smooth running and uninterrupted program implementation of the project.
· Ensure FRC is maintained at the acceptable levels in the entire system and conducting water quality analyses (bacteriological, chemical and physical)
· Ensure the entire system is well maintained and upgraded including the storage reservoirs (Elevated tanks)
· Ensure proper dosage is administered and the dosing pumps are in good condition at all times.
· Project planning for construction activities and water pipeline installation in the respective area
· Conduct topographical surveys and plot longitudinal profiles to ensure proper hydraulic design of the water supply systems
· Schedule and prepare work plans for field activities in consultation with the entire WASH team, WASH manager and the country management team
· Prepare job contracts, supervise work and process payments upon job completion and submit to the country office
· Ensures that standards and specifications for works and materials deliveries are adhered to and gives recommendation(s) to the management as necessary, including certification of completed works for payments
· Supervision of contractors engaged by IRW Somalia program to ensure work is done as per drawings, technical specification and to the highest quality standard.
· Supervise the construction and rehabilitation of water supplies interventions in strict adherence to the set regulations, WHO and the SPHERE standards.
· Capacity building of staffs and communities in programming and implementation of WASH projects especially the water management committees in support with WASH Managers.
Resources Management:
· Ensure the maintenance and proper care of all the tools and equipment used in the water supply and reticulation system.
· Ensure all the chemicals and apparatus utilized in the water treatment and testing are used efficiently.
· Ensure all the delivered materials specifically from the contractors conform to the minimum standards required and utilize effectively.
· Participate in staff management including appraisals of the WASH officers.
Programme Approach:
· Use participatory approaches as a far as possible throughout the programme cycle, in training, and in the use of tool kits and other materials that are acceptable by SPHERE standards.
· Capacity building of the WASH officers/Assistants as agreed in the performance development plans
· Take account of gender, protection, HIV/AIDS, the environment, and other important cross-cutting concerns in programme design, implementation, and reporting; carry out activities in a way that reflects the needs of specific groups and individuals e.g. elderly people, minority groups, children, and people with disabilities.
· Any other assignment as may be required by the Region/WASH managers/Coordinator or WASH cluster coordinator currently in place within IRW set up.
Professional Qualification and Experience
· Substantial experience (at least 5 years working with a humanitarian/development organisation preferably in Somalia including significant experience bore hole drilling and solar system
· University degree in related academic discipline (water engineering specifically with practical experiences in solar experiences and knowledge.
· Skills and experience in project/programme implementation, monitoring, review and practical designing of BoQ, designs and other water related issues.
· Substantial people and programme management experience with good interpersonal skills and ability to communicate at all levels.
· Solid experience in grant management, including budget holding and donor reporting.
· Ability to produce high quality reports in English especially technical reports
· Ability to work with limited supervision from line manager.
· Experience of working with partners and a participatory approach.
· Fluency in written and spoken English and computer literate.
· Commitment to and be to understanding of IRWs aims, values and principles, polcies and procedures
· Willing to live and work in Puntland and Somaliland regions
· Experience and/or an interest in working in south central with any other responsibilities in case of similar project
· Ability to communicate in local language is an added.
