TERMS OF REFERENCE
Background
Saferworld is an independent non-governmental organisation that works to prevent and reduce violent conflict and promote cooperative approaches to security. Saferworld works with civil society, governments and international organisations to encourage and support effective policies and practices through advocacy, research and policy development, and through supporting the development of local capacities and structures.
Saferworld has been working in Africa since 1997, with a primary focus upon East Africa and the Horn region and has well-established programmes in Kenya, Uganda, Somalia and Sudan. Since 2004, Saferworld, with the support of the European Commission, has led a process designed to establish legitimate and representative NSA structures that are able to engage in policy dialogue which culminated in the formal establishment of NSA platforms in the three Somali regions in 2008.
Saferworld and the NSA platform in south central Somalia, SOSCENSA, (Somalia South Central Non State Actors) is in the initial stages of a two-year EU-funded action-research project to engage civil society in the broader reconciliation and statebuilding process in Jubaland 1 . This will include a detailed mapping of civil society organisations that are operating in Gedo, Middle Juba and Lower Juba and stakeholder mapping. This analysis will in turn form the part of the raw data for two publications. The first research product will examine the social and political reconciliation needs within Jubaland and possible interventions or support to transform and address these needs. The second piece will focus on what Saferworld and SOSCENSA have termed the 'contested notions of the state' and look to identify how reconciliation needs can be addressed within the formation and institutionalization of state and governance structures. The research methodology will institute within is a capacity building component such that Somali NSAs are trained in data collection tools and techniques and fielded to collect data as part of the research.
Following publication of both of these papers, Saferworld, SOSCENSA and local civil society will lead extensive advocacy at local, national and international levels based upon the recommendations of this research.
Key Objective: To facilitate and document the mapping of political and social stakeholders in the Jubaland region of Somalia and those related to Jubaland.
The mapping will be conducted with a group of approximately 20 Somali participants who will have been selected for their historical social and political knowledge of the Jubaland region of Somalia. The two day stakeholder mapping will see participants contribute knowledge of political stakeholders, clans, clan leadership, divisions and allegiances alongside mapping social groups who have a stake in building peace and reconciliation in Somalia as well as identifying stakeholder who have an interest in the political structure of Somalia and the management of resources and hold authority or are in pursuit of authority. It is anticipated that the mapping will identify a substantial number of actors with multiple interests and relationships. It is not anticipated that the stakeholder mapping will identify bonds and cleavages as well as political, economic and social interests as well as knowledge gaps and areas for additional research and understanding.
Once the information has been garnered, the intention is to set it out in a meaningful way that can be presented to external actors to understand the complex web of historical and current relations in Jubaland as a starting point to conducting more detailed research into political and social reconciliation needs in Jubaland.
Key Activities:
  • Preliminary discussions with Saferworld/ SOSCENSA team to understand task and objectives of the stakeholder mapping.
  • Facilitation of stakeholder mapping over 3 days
  • Writing up of stakeholder mapping into a clear document with suitable visual depictions of connections and linkages between stakeholders.
Key Deliverables:
  • Facilitation of workshop – approach/methodology
  • Stakeholder mapping document – report should articulate the methodology, participants, determination of actors, linkages, grievances and other markers or connections as per guided by Saferworld / SOSCENSA
  • Presentation of the stakeholder mapping to Saferworld a Research Support Committee
Timeframe: It is anticipated that the work will take approximately 6 days.

Key Competencies
  • Knowledge of the Somali social and political context – both current and historical
  • Knowledge of historical dynamics and relationships between key actors in Somalia and between clans and social groups.
  • Strong group facilitation skills
  • Capacity to process and manage large amounts of complex information and translate it into accessible formats.
  • Willingness to travel to Mogadishu
  • Ability to work in a team with minimal supervision and with cultural sensitivity
  • Fluency in written and spoken English essential, Somali language beneficial.
Management of Consultant: The consultant will report to the Saferworld, Non-State Actors Project Manager.
