Training Resource Person and Facilitator, Land and GLTN and Land Policy Initiative-Capacity Development Project

BACKGROUND
The Land and GLTN Unit, located within the Urban Legislation, Land and Governance (ULLG) Branch of UN-Habitat, has the mandate to develop, and pilot normative approaches on sustainable urbanization in regard to access to land and tenure security, innovative residential tenures, affordable land administration and information systems, land policy, land-based financing, land management and planning, land-related regulatory/legal frameworks and tools, particularly for women. The unit focuses on knowledge management, capacity development and tool development as well as providing technical advice and advisory services to Member States and backstopping the Regional offices, and other Units and branches, field operation and projects of UN-Habitat.
Tools provide a resource for enabling and understanding on how to perform actions, While there has been extensive global discussion around land policies that work for the poor, there has been insufficient attention paid to the development of methods for implementing these pro poor land policies. Consequently, what are required now are pro poor land tools that are affordable and accessible for all sections of the population in countries world-wide. This is essential for creating societies with sustainable, equal access and use of land. Work has already started on these approaches, both for developing and post conflict societies. Incremental up scaling of this work over time, as capacity is developed, is envisaged through the Global Land Tool Network (GLTN) which Secretariat is located at UN-Habitat.
The development objective of GLTN is to contribute to poverty alleviation and the MDGs through land reform, improved land management and security of tenure. The network approaches land and related development objectives through consultations and cooperation at the global, regional and national levels, while tool development and documentation are realized on the national and local level in various participating countries.
The project goals of the Global Land Tool Network focus on the development of pro poor, gendered and large scale land tools. When identified and sufficiently supported, these land tools will unblock current development obstacles and enhance the delivery of the MDGs. The main focus in the initiative is on five core themes in the land sector as identified by partners, i.e. Access to land and Tenure security, land management and planning, land administration and information, land-based financing, land policy and legislation. The network also works on eight cross cutting issues i.e land governance, youth, capacity development, Islamic Aspects, conflict/Disaster, environment, gender and grassroots.
GLTN has developed a global partnership on land issues pulling together global partners, as well as many individual members. These partners include international networks of civil society, international finance institutions, international research and training institutions, donors and professional bodies. It aims to take a more holistic approach to land issues by improving global coordination on land; through the establishment of a continuum of land rights, rather than just focus on individual land titling; through improving and developing pro-poo land management, as well as land tenure tools; by unblocking existing initiatives; assisting in strengthening existing land networks; assisting in the development of gendered land tools which are affordable and useful to the grassroots; and improving the general dissemination of knowledge about how to implement security of tenure. The Land and GLTN unit of UN-Habitat is also implementing other tenure security projects, including the Capacity Development Project in support of the Land Policy Initiative for Africa, aiming at a series of interventions for facilitating the implementation of the Framework and Guidelines on Land Policy by the African countries; the Tenure Security Learning Initiative for East and Southern Africa; and some country-level interventions in Uganda, Kenya, Colombia and selected Caribbean states.
RESPONSIBILITIES
  1. Support UN-Habitat and UNECA/LPI team in reviewing training materials in Transparency in Land Administration, revise and adapt as required including translation of the materials into French
  2. Support UN-Habitat and UNECA/LPI team together with relevant partners in the design and implementation of the preparatory work and follow-up required for the planned learning events in Transparency in Land Administration
  3. Facilitation of the training events and delivery of substantive presentation in specific thematic areas as required
  4. Preparation of the final report in the events in French, including consolidation of inputs and training materials.
Specific activities and outputs to undertaken are set out in the table below along with the timelines except for those agreed upon with the partner (the LPI Secretariat at the UNECA).(see attachment for detailed activities, durations, outputs and number of days)
COMPETENCIES
Professionalism
: Knowledge of concepts and approaches relevant to capacity development, specifically in the areas of communications, negotiations and conflict management, as well as team building. Skills and experience in process design and facilitation are highly desirable.
Communication: Excellent written and verbal communication skills and ability to articulate ideas in a clear and accurate manner including the ability to present the content of the thematic area in a clear and concise manner.
Planning and organizing: ability to work under pressure, establish priorities and plan, coordinate own work plan, use time efficiently and apply judgment in the context of competing deadlines.
Creativity:Is not bound by current thinking or traditional approaches, takes calculated risks on new and unusual ideas; thinks “outside the box”, and offers new and different options to solve problems or meet client needs.
EDUCATION
Advanced University degree (Masters or similar) in a field deemed relevant to the subject areas covered by these TORs such as political science, international development, training, capacity development or similar.
WORK EXPERIENCE
• A minimum of 10 years of experience working in the fields of capacity development, specifically in the areas of communication, negotiations and conflict management, as well as team building.
• Demonstrated ability in creative design and facilitation of capacity development processes involving individuals, groups and institutions, in particular in multi-cultural environments
• Demonstrated ability to measure impact of capacity development processes.
• Previous experience working with international development assistance agencies is required
• Previous experience in designing and/or undertaking capacity assessments, training programmes and learning events in developing countries is preferred, as is specific experience in supporting the strengthening of local or national government or private sector training institutions in developing countries.
LANGUAGE SKILLS
English and French are the working languages of the United Nations. For the post advertised, excellent proficiency in spoken and written English is required
OTHER SKILLS
Proficiency in Microsoft Word, Excel and PowerPoint.
Ability to work to schedule, but where requested to be flexible with changes in timelines
REMUNERATION
Payments will be done in four installments based on outputs (see table above) to be delivered over the consultancy period. The rate is determined by functions performed. The fees will be paid as per agreement. Travel costs (airplane ticket economy class), transfers and daily subsistence allowance as per the UN rate will be paid in addition to the daily fee.
