OVERVIEW OF CTG GLOBAL
CTG Global is a managed service company specializing in Recruitment, Management Consultancy, Human Resources support services and Monitoring & Evaluation in post disaster and post conflict countries around the world.
CTG Global provides services to humanitarian organizations, government, non-governmental organizations and corporates that enables public and private sectors to focus on their core business and the achievement of their objectives in hostile and threatening environments as we provide a safe and secure environment for them to do so and alleviate them of their risks, crisis and personnel management problems.
OVERVIEW OF THE POSITION
The COM Somalia should expect frequent travel throughout Somalia (South Central, Somaliland and Puntland) to support on-going and potential new clients to our Regional HQ in Nairobi and to other locations as per Company’s requirements. Some business travel may require longer periods during business development and new contract opportunity periods to support establishment, mobilisation and implementation to operational phases pertaining to clients demands. There will be a requirement for travel from time to time to other of the Company’s offices (Global HQ in Dubai) as well as to other countries within the wider East Africa Region as potential business opportunities might arise in such countries.
GENERAL FUNCTIONS
Responsibilities
Responsibilities include but are not limited to the following:
Business Development
· Work closely with the Executive Leadership Team (ELT), General Manager (GM) and the RMOps to support the expansion of the company’s East Africa footprint;
· Develop new BD opportunities across Somalia, which will at minimum include the following:
o United States Government;
o United States Agency for International Development (USAID);
o Foreign & Commonwealth Office (FCO);
o Department for International Development (DfID);
o International Monetary Fund;
o United Nations High Commissioner for Refugees (UNHCR);
o United Nations Human Settlements Programme (UN-HABITAT);
o United Nations Office on Drugs and Crime (UNODC);
o United Nations International Children’s Emergency Fund (UNICEF);
o Oil and Gas Corporations; and
o Any other potential clients.
· Work with the GM and ELT to establish market research across East Africa to ascertain CTG’s marketing and Business Development (BD) strategy for new and existing markets;
· Support the Proposal & Marketing Coordinator (PMC) with proposal writing for project design and where necessary with technical input for the company’s understanding of the assignment and CTG’s implementation planning elements; this include sourcing accurate quotes for in country requirements.
· Work with CTG to advance the Chelsea Village Business Development and Sales Strategy. Responsible for sourcing and confirming hotel customers.
· Manage our consultants expectations, be our ground support to their frequent demands. Currently 41 Internationals and 156 Locals.
Client Relationship Management
· It is the responsibility of the COM Somalia to manage the immediate response for any unplanned, in country client meetings and act as CTG’s representative, in relations to project expansion, issues, problems and general day-to-day client relationship management, working with our Client’s staff to expand the services provided to their organisation, and updating them on new CTG initiatives and services. These clients include:
o World Bank;
o United Nations Office for Project Services (UNOPS):
§ United Nations Support Office for AMISION (UNSOA);
§ United Nations Mine Action Service (UNMAS);
o United Nations Development Programme (UNDP);
o United Nations Department of Safety and Security (UNDSS);
o United Nations World Food Programme (WFP);
o International Organisation for Migration (IOM);
o OXFAM NOVIB;
o Inchcape Shipping Services (ISS);
o Adventist Development and Relief Agency (ADRA); and
o Any other new clients.
· Responsible for all procurements and purchasing, ensuring budgets are not exceeded and financial expenditures have been approved by Regional Manager for Operations and Field Services – Africa (RMOps) in writing.
· Provide the RMOps with in country insight to all programme areas, i.e. Hargeisa, Garowe, Galkayo, Dolow and Mogadishu (and into any other areas which CTG expands in Somalia) and closely monitor all aspects of ongoing programmes;
· Manage and oversee the client account management, mentor and provide leadership and guidance to the Portfolio Team in Nairobi (for Somalia contracts). Ensuring the delivery of all contracts with our Clients in Somalia and our compliance with contract terms.
· Oversee current WFP service monitor and CTG LASO staff.
· In liaison with the Africa Portfolio Team, work directly with the in country programme managers to address problematic challenges, and ensure all programmes are well managed and staffed;
· Coordinate with the RMOps and suggest adjustments to implementation strategies as required to achieve successful programme outputs.
In Country Establishment & New Project Mobilisation
· Work with the ELT, GM and RMOps to identify required In-Country appointment (both International and National) once Chelsea Village has been opened.
· Upon appointment, train, and throughout employment, mentor, all Somalia based Portfolio Staff to provide the turnkey and niche HR capabilities which CTG has agreed to provide to each client under their portfolio. Provide initial direction to Somalia based Portfolio Team responsible for all logistics (ensuring flights booked correctly, visas, accommodation, etc) for consultant’s deployments to theatre (ensuring deployment dates are met, and best price obtained), which may include:
a. Government Liaison Officer – once Chelsea Village is operational;
b. Somalia Portfolio Officer – once Chelsea Village is operational;
c. Other back office/admin;
· Provide timely and accurate weekly reports to the RMOps;
· Work directly with the RMOps to ensure staff and consultants’ morale is maintained and conduct performance evaluations for CTG staff that are under your management. Resolve any staff/consultant disputes and disagreements, and enforce disciplinary measures as necessary and in liaison with the RMOps;
· Be part of the planning team responsible for the establishment of operations in new areas of Somalia which shall include, but not limited to, developing CTG staff positions, scoping of locations/sites, procurement, and development of new country specific procedures in liaison with the GM and RMOps. Coordinate the in country procurement for operational offices.
Security and Awareness Coordination
· Serve as the security focal point in Somalia and monitor security situations, in liaison with Hart, UNDSS, local authorities, local national staff and any other appropriate sources, and provide security guidance and advice to our consultants and staff, both internationals and locals alike, assuring that our security and safety procedures are updated, monitored, and adhered to by all;
· Assist in the facilitation of security transport for our international staff and consultants, whilst ensuring that we remain within our client approved budgets and in liaison with our client’s security representatives by means of a weekly meeting with Hart (Jamie McDonald and Kristy Shires);
· Support our RMOps and Portfolio staff with Crisis Management, including Body Repatriation and Medical Assistance, of CTG staff and consultants operating in Somalia. Conducting formal investigations into incidents – operational, disciplinary or administrative as required by the RMOps;
· Support the RMOps in ensuring Portfolio team have the appropriate Induction Training so all national and international staff are then correctly briefed on the country of service, local laws and environment, security, safety, code of conduct, the client and CTG’s role prior to contract commencement/mobilization;
· Ensure Operational, Evacuation (including Medevac) and Security SOPs are maintained to ensure they meet current demands of our clients in support of CTG International consultants and identify local safe havens in all areas of operations;
· In liaison with the Senior Management team, determine areas of safe operation, and enforce safety and security policies and procedures.
Company Secretarial and Other Responsibilities
· Responsible for maintaining the business’s legal establishment in Somalia, dealing with Ministries of Labour, Finance, Foreign Affairs, and other governmental bodies/establishments to ensure CTG’s legal registration, taxation and financial affairs are effectively managed, compliant and implemented with due considerations to business continuity.
· Once Chelsea Village is operational, establish our country operations centre within the facility and staffing;
· Liaison with the Global HQ HR Officer and RMOps on all Personnel management matters for all permanent staff, dealing with TOR/appointment planning, recruitment, contracting, grievances & dismissals, performance monitoring, pay rises/promotions, annual leave planning, visas/work permits and any other personnel management item for internal permanent staff members in Somalia. Ultimate approval or agreement from ELT for any financial, grievance/dismissal/staffing changes or crisis related matter.
· Oversee all asset management, including staffing, equipment (generators, utilities, internet, etc.), furniture, guest house rentals/arrangements, security, driver’s taskings, and other matters are all managed efficiently and within budgetary constraints including assets under WFP contract.
· Any other requests from the ELT, GM or RMOps.
The TOR herein refers to “Somalia” however as the company develops its business in the wider East Africa Region “Somalia” shall mean all countries as determined by the Africa Regional Headquarters throughout the East Africa Region (including Sudan).
Line Management
The Country Operations Manager will directly report to the Regional Manager for Operations and Field Services – Africa (RMOps).
ESSENTIAL EXPERIENCE
· At least 10 years’ experience operating within International Development in post conflict, post disaster and/or Developing Countries. Somalia experience is preferable.
· At least 3 years’ experience working within or associated with the United Nations or their affiliate organizations.
· A minimum of 3 years working in managerial positions within the private sector.
· Experienced in managing large teams of staff in difficult and insecure Countries.
· Comprehensive understanding of business financials, including budgets, invoicing, and Profit & Loss accounts.
· Leadership and a capacity to handle any challenge.
· A degree in Business, Economics, Financial or HR Management or similar or an equivalent in proven work experiences with suitable references.
