The International Rescue Committee has been working in Somalia since 2006, providing essential services to conflict and disaster-affected communities. The IRC has been operational in South Central (Mudug, Galgadud, Banadir and Nugaal) regions of Somalia, implementing interventions in the areas of Livelihood, WASH and Health, GBV, Governance and Rights reaching out to more than 200,000 conflict and drought affected population in these regions.
Scope of Work:
Under the direct supervision of the Field Coordinator (FC) Galakcyo, the Logistics and Liaison Officer willensure that all the necessary logistics and procurement of the organization is effected in the program. The Logistics and Liaison Officer will be responsible for providing efficient logistics and liaison support to the IRC sub- field office in Dhusamareeb – Galgaduud region of central Somalia. The position holder will ensure that IRC’s standard policies and best practice is adhered to and maintained.
SPECIFIC RESPONSIBILITIES:
A. Logistic Activities:
* Ensure all logistic activities at the sub- field office are carried out to a satisfactory standard.
* Ensure that the necessary logistics and organization is effected for the program.
* To familiarize him/herself with the IRC Logistics Manual and comply with the policies outlined inthe IRC Logistics Manual.
* Responsible for all tasks related to logistics functions under the supervision of the FieldCoordinator based in Galakcyo.
* To submit timely monthly logistic reports (Purchase Request Trucking Sheet (PRTS,) drug storereport, Asset & Inventory report) to Supply Chain Coordinator by 2ndof every month.
* Review all delivered goods or materials as per the approved contract or Purchase Order (PO) withall relevant documents (delivery notes) being filled appropriately. Inform programs and other sectors timely about the delivery of goods and services at the appropriate site as stated on the initial PR document
* Support program staff in handling procurement and other logistical works and documentations.
* Ensure all the paper work, waybills, packing lists; contracts are in place before shipping any goodsto Nairobi and other offices and program locations.
* Recruit casual labourers as when necessary to assist in the off- loading and parking of things in Dhusamareeb Regional Hospital (DRH) Ware house following Field Coordinator’s approval and ensure that they work effectively in the interest of IRC
B. Procurement of goods and services:
* Manage activities and work related to procurement and supplies for IRC Dhusamareeb sub- field office program, including specifications, quotes, ordering, packing, storage and transportation of supplies to the program sites and other IRC offices.
* Prepare Payment Requests with all documents required to effect payments and submit to the finance department.
* Maintain the filing system for the procurement unit per grant and keep all files of supply chain updated.
* Responsible for the servicing and maintenance of the IRC assets in the Dhusamareeb Office and Guesthouse.
* Receive and review all delivered goods or materials as per the approved contract or Purchase Order (PO) with all relevant documents (delivery notes) being filled appropriately. Inform programs and other sectors about the timely delivery of goods and services at the appropriate site as stated on the initial PR document.
* Ensure that files are up to date for price guide / catalogs / products technical information to be used by the office for Budgetary and ordering purposes are maintained.
* Coordinate closely with the Logistics Officers in Galkacyo field office and Nairobi to ensure that program supplies purchased from Nairobi/Galkacyo reach field sub- office and program sites.
C. Transport and vehicles management:
* Manage IRC rented vehicles and report any misconduct of drivers to the Field Coordinator.
* Ensure renewal of contracts (Lease Agreement) of the office and vehicles are timely.
* Monitor movements and effective use of IRC rented vehicles.
* Ensure vehicle log sheet is signed by staff and mileage is recorded.
D. External representation and networking
* Represent the IRC to local government authorities and line ministries, donors, visitors, and partners
* Act as the focal point for the IRC in Dhusamareeb sub- Field Office of Galgaduud region.
* Liaise with and develop a productive working relations with local administration, local implementing partner and community leaders to raise the profile of IRC in the region.
* Coordinate with other International NGOs operating in the regions.
E. Security:
* Monitor political and security development of the program areas and the region as a whole and report to the field Coordinator and the Security Manager.
* Monitor movements of IRC rented Vehicles and report any misconduct of the drivers and security guards to the Field Coordinator.
REQUIRED QUALIFICATIONS:
* Bachelor degree/Higher Diploma in Logistics or Business Administration and any other relevant ield.
* At least 2 years’ experience working as a Logistician and office administration for International NGOs.
* Good computer skills (Word, Excel);
* Skills in English and Somali - both speaking & writing
* Able to work under pressure to pursue multiple tasks simultaneously to successful conclusions;
* Positive attitude with a good sense of humor;
* Committed team player.
