Regional Finance Controller

BACKGROUND
The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. Using a protection of human rights framework, DRC has mainly focused on Somalis who are displaced by conflict. Programmes include protection, livelihoods, food and NFI distribution, water and sanitation, and advocacy amongst others. There are 4 main programme offices in Somali region, one in Yemen, one in Kenya and one regional office in Nairobi. There are also non operational region wide initiatives, focusing on advocacy and capacity building, which are supported from the Nairobi regional office. Currently there are over 500 DRC staff in the region. The last 2 years have seen some growth in programme size, but primarily there has been a growth in the number of support and management functions demanded and required by the programme offices, in order to maintain quality and accountability.
PURPOSE
The purpose of this position is provide overall support on all financial matters within Somalia in close cooperation with Regional Finance Manager. Initiate development of a constant improvement of financial and administrative systems, procedures, guidelines etc which can lead to more efficient financial management in line with DRC guidelines. Implement relevant training on financial matters for all relevant staff in the region.
KEY RESPONSIBILITIES
  • High quality and timely reporting to donors, headquarter etc.
  • Ensure that the cashbooks are verified and submitted on time to HQ within the specified time.
  • Ensure that Country offices have updated IDRAs, signature verification, power of Attorney and Bank mandates in place as per Operations Handbook.
  • Support RFM in developing training material including induction packs.
  • Participate in budget preparation & perform BFU, Co-funding setup and Budget amendments in Navision.
  • Perform reconciliation of Balance sheet Accounts and Inventory lists vis a vis TDL.
  • Constant development of financial tools to improve financial management.
  • Conduct Financial & compliance, desk and in-country, reviews for Offices within the Region.
  • Capacity building of Field Finance Staff on cashbooks, financial procedures and proper supporting documentation for payments and ensure all DRC offices are following DRC, donor policies and accepted accounting principles
  • Monitor that resources are being utilized in an efficient and effective manner
  • Liaises with headquarters Desk Finance Officers regarding Regional financial matters.
  • Facilitation of internal and external audits
ESSENTIAL QUALIFICATIONS
  • Degree in Finance or Accounting and final certification in CPA or ACCA with at least 5 years work experience in finance or accounting in INGOs.
  • Excellent knowledge in preparing major international donor reports
  • Possess strong analytical and conceptual skills
  • Proven management skills
  • Fluent in written and spoken English.
  • Proven commitment to accountable practices.
  • Knowledge of working in challenging environments.

  • REPORTING ARRANGEMENTS
  • Reports to the Regional Finance Manager and directly supervises finance officer in the regional team.
