Introduction
The International Organization for Migration (IOM) has been assisting Somali authorities in strengthening Immigration and Border Management (IBM) in order to promote safe and orderly migration and support the authorities’ security management. To achieve these objectives, the programme supports five thematic areas in Somalia: 1) Legislation and policy; 2) Infrastructure; 3) Border Management Information System (BMIS); 4) Intra-state and inter-regional collaboration; and 5) Organisational development and management of immigration departments.
Through the past projects, IOM has primarily been focusing on upgrading the infrastructures of immigration offices and selected ports of entry in Mogadishu and Northwest and Northeast zones, in order to assist the immigration authorities to conduct effective immigration processes using Migration Information and Data Analysis System (MIDAS), an IT-based BMIS. The programme is gearing towards strategic incorporation of security control by the Somali authorities, such as introduction of second-level inspection in immigration processes, Advanced Passenger Information (API) system as well as coordination of alert list collation and dissemination. Geographically, IOM plans to expand its assistance to new ports of entry, with particular attention to enhancing the border control between Somalia and Kenya.
Interacting with multiple Somali authorities whose needs and capacities are at different stages, the programme is funded by different donor governments and requires macro- and micro-level attention to the political, security and socio-economic landscapes of Horn of Africa and Somalia.
Context:
Under the direct supervision of the Chief of Mission (CoM), and in cooperation with the IBM Specialists at the African Capacity Building Center (ACBC) in Moshi, the IBM Regional Technical Specialist based in Pretoria, and the MIDAS Project Team in IOM Headquarters/Geneva the successful candidate will be responsible for the development, implementation and coordination of the Immigration and Border Management (IBM) programme. S/he will be expected to closely coordinate the programme with other programme managers as well as with the Project Development and Monitoring Unit (PDMU) and the Public Information Unit (PIU) in communication with the donor governments and other stakeholders.
*Core Functions / Responsibilities:*
- Conduct comprehensive consultations with the government, and other supporting stakeholders, on border management/control needs assessments to ascertain the current level of the state’s ability to identify, track and interdict those seeking to enter, transit or leave its territory.
- Support the development of a national plan of action to ensure that recognized border crossing points and all relevant staff are equipped with the necessary tools to identify, track and interdict those of interest, which include the Border Management Information System (BMIS), watch list facilities, Advanced Passenger Information (API) systems, fraudulent document detection devices and other related border control devices and systems.
- Oversee and coordinate capacity building, training, migration and border management and control activities, including counter-terrorism approaches, fraudulent document detection, interview skills including debriefing, intelligence handling and report writing, vehicle and individual searching, cultural awareness, investigative skills, case working and case preparation, detection of concealed weapons, money, stolen vehicles and other illegal items.
- Support the Government of Somalia in establishing national and international networks to support border control measures including creation of intelligence cells incorporating immigration, internal and external security services, customs, military etc. Examine the possibility of the creation of cross-border liaison offices for staff of two or more states’ law enforcement and security agencies.
- Provide strategic advice, analysis and input to the CoM and relevant stakeholders on all issues that may arise on the projects being managed.
- Manage all aspects of IOM Somalia's IBM projects in line with IOM and donor requirements. Oversee and coordinate the work of all project staff members in operations/logistics, procurement, and financial/budgetary planning. Exercise quality control over all procedures and documents, and ensure proper follow-up as necessary.
- Oversee and coordinate timely submission of reporting on projects, including ad hoc, monthly, interim, quarterly, annual and end-of-project reports. Meet the Mission’s and the donor’s reporting requirements by providing specific data, analysis, and financial reports.
- Liaise and act as the focal point for relevant interlocutors in order to ensure efficient programme implementation, facilitate information exchange and project cooperation, and promote IOM-implemented initiatives. Accord specific attention to law enforcement and border management institutions and other donors working in the realm of security sector reform.
- Drive the development of reports, presentations, talking points, and briefings on project activities.
- Identify and promote strategic and technical partnerships with relevant government entities, private sector and civil society partners, and other relevant stakeholders to promote and strengthen IOM’s police training and migration and border management portfolio.
- Represent IOM and participate in relevant conferences, workshops, trainings and seminars.
- Ensure timely recruitment of staff and preparation of budgets for the projects under responsibility. Closely monitor staff performance and progress and ensure mainstreaming of gender according to IOM procedures and regulations.

*Required Qualifications and Experience*
****Education****
- Master’s degree in International Relations, International Law, Political or Social Sciences, Humanities, Military Science or a related field from an accredited academic institution with five years of relevant professional experience; or
- University degree in the above fields with seven years of relevant professional experience.
****Experience****
- Experience in project/programme management with United Nations agencies or non-governmental organisations in migration management focusing on IBM, Security Sector Reform and other related fields, with supervisory responsibilities and demonstrated achievements;
- Work experiences in a non-family duty station in conflict or post-conflict countries;
- Demonstrated experience of finance, procurement and human resource management in the context of a project or a programme;
- Experience in planning, organizing, and delivering trainings;
- Experience of project development, including the associated budgets;
- Experience in programme strategy development;
- Experiences in conducting monitoring and evaluation (M&E), with understanding of M&E tools and approaches;
- Experience in writing training plans, statements of works, standard operating procedures and detailed instructions;
- Experience providing support to national efforts in the area of training/capacity building, law enforcement, operations, border security and/or management, security sector management is desired;
- Previous experience in strategic/ technical advisory and coordination is desired;
- An understanding of Border Management Information System (BMIS) is an advantage.
****Languages****
Fluency in English is required. Working knowledge of Somali or Arabic is an advantage.
