With a mission to restore health and healing to those most in need, IMA World Health is a non-profit, faith-based organization that offers extensive expertise in health systems strengthening as well as neglected tropical diseases, malaria, HIV, non-communicable diseases, and sexual and gender based violence programs in some of the most challenging and post-conflict settings throughout Africa, Asia, and the Caribbean.
Position Summary:
Part of the Finance Department, the Deputy Finance Director serves as the chief accounting officer for the organization; he/she is responsible for the accurate and timely compilation of all organizational financial information. The Deputy Finance Director oversees and manages all accounting aspects of the organization: he/she integrates financial management with operations by establishing appropriate policies and providing adequate financial systems, tools and training throughout the organization. The Deputy Finance Director is responsible to compile annually, maintain and track the organization’s operating budget. In collaboration with the Sr. Finance Director, the Deputy Finance Director provides strategic financial analysis and system input as needed across departments to improve organization effectiveness. The Deputy Finance Director manages the accounting department in a manner consistent with organizational goals and objectives and good accounting practices.
Responsibilities:
- Responsible for supervising, overseeing and managing all accounting aspects of the organization, including establishment of effective policies and procedures to ensure a strong level of internal controls
- Oversees all aspects of financial record keeping within the organization, ensuring compliance with GAAP. Prepares/reviews monthly closing entries. Reviews all general ledger activity and ensures proper reconciliation of general ledger accounts (especially cash accounts)
- Demonstrates success with strategic financial planning and budgeting
- Assists in the preparation of annual budgets and regular cash flow projections
- Reviews, analyzes and monitors departmental monthly expenditure activity. Ensure that department heads are informed of and are operating within the available budgets
- Coordinates the development of the organization-wide budget, working closely with all departments to analyze available funding and estimating likely resource needs
- Designs effective budget system and tools to assure timely and consistent budgeting across the organization
- Manages all aspects of annual financial and A-133 audit; addresses audit findings and recommendations and ensure full compliance with provisions of laws, regulations, contracts and grants
- Directs annually the updating of the accounting manuals to reflect changes in accounting policies and procedures
- Oversees the cash disbursements and cash receipts function for all IMA’s accounts
- Ensures financial systems are established and maintained in order to provide appropriate controls in accordance with organization’s policies, procedures and standards
- Identifies requirements for and develops reporting formats
- Supervises the maintenance of accounting systems and oversees the quarterly/monthly closure process and reporting of financial position to ensure accurate and timely financial reporting
- Oversees payroll process
- Ensures financial systems are integrated and accurate information is provided to management and stakeholders
- In collaboration with the Sr. Finance Director, assesses the financial training needs within the organization and provides necessary training to staff; identifies, orients, mentors, and trains other accounting and finance staff as necessary
- Explores ways and means to ensure effective allocation and use of all financial resources
- Oversees the protection of the organizations assets (cash and inventory of equipment) through the enforcement of internal control policies and procedures
- Performs financial analyses and other duties as requested by the Sr. Finance DirectorQualifications:Required
- Bachelor’s degree in business, accounting or related field, MBA preferred;
- Full professional certification with an internationally recognized accounting body (CPA, ACCA, etc);
- Minimum of 10 years progressive managerial experience in accounting and financial management
- Demonstrated knowledge of US government contract and grant accounting (FAR, AIDAR, ADS and CAS, etc)
- Knowledge of accounting for foreign exchange transactions
- Significant experience with automated business and financial systems, spreadsheets, word processing, database software is essential
