Financial Audit and Review of Revenue Collections Systems

The objective of the consultancy is to provide an opinion on the state of finance (assets and liabilities) of the defunct local authorities in the county for the last three (3) years and assist the county in development of a cost effective, efficient and risk free revenue collection system.
The objectives of this assignment are to:

Identify Assets and Liabilities of the County.

Conduct a baseline review of the County’s revenue streams, assessment of revenue collection and reporting, revenue leakages, potential income streams and provide implementable recommendations;

Review of payment system including authorization and approval of payments, mode of settling payments, cash handling procedures, related risks, and provide recommendations.
Consultants will be selected in accordance to Public Procurement and Disposal Act and be issued with a Request for proposal (REP) document with clear terms of reference.
Only those bidders that comply with the mandatory requirements listed above shall be considered and issued with RFP document.
