Expert in Development

AAM Consulting is urgently looking for experts for a part-time assignment with the duration of 6 months from approximately the end of February for the project "Technical assistance for the preparation of 11th EDF RIP for IGAD"
The overall objective of this assignment is to contribute to the development of the 11th EDF Regional Indicative Program (RIP) with focus on theIGAD region for the period 2014 to 2020.
  1. Identifying and prioritizing the relevant intervention areas, new actors for EU in IGAD region, with regard to the 11th EDF ESA-IO RIP configuration.
  2. Produce the draft of Regional Indicative Programfor IGAD region.
  3. Conduct the validation process among all stakeholders of the 11th EDF RIP for IGAD.
  4. Finalize the RIP for IGAD region for the submission to EU HQ
Expert profiles
A team of two (2) Senior Experts and one (1) junior expert will be required to complete the assignment for an estimated number of 150 working days.
Key Expert 1 (Senior) – Team Leader (55 days)
Qualifications and skills:
• Preferably a PhD holder or a Master degree in Economics, Political Science, - Minimum required
• Demonstrated knowledge of the Cotonou Agreement and EDF implementation rules;
• Demonstrated knowledge and skills in strategy formulation and facilitation;
• Excellent communication, interpersonal and team building skills;
• English mother tongue or equivalent
• Fluency in written and spoken French;
• Excellent analytical, conceptual and reporting skills;
• Computer literacy.
Experience:
• Over 12 years working in the relevant field;
• Experience in Change Management and aid delivery;
• Extensive experience in strategic planning: at least 4 assignments covering preparation or evaluation of strategic plans must be demonstrated;
• Extensive experience in EU support to regional integration: at least 2 assignments covering TA on EU-funded regional programmes must be demonstrated, incl. one relating to support in the programming phase;
• Demonstrated knowledge and experience in the Horn of Africa region, especially in the sectors of Drought Resilience or Conflict Prevention
Key Expert 2 (Senior – Category II) (55 days)
Qualifications and skills:
• Master degree in Economics, Political Science, International Law or any development-related field - Minimum required
• Strong management, communication and team building skills;
• Demonstrated knowledge of the Project Cycle Management in development studies, environmental studies, natural resources and social sciences, or equivalent.
• English mother tongue or equivalent
• Fluency in written and spoken French
• Computer literacy and proficiency in relevant IT applications.
Experience:
• Minimum 6 years of experience in development cooperation with at least 5 years in project management on projects of regional nature (harmonization of laws, agricultural and trade facilitation, capacity building etc.).
• Experience in capacity development: at least 3 assignments covering preparation or evaluation of capacity development plans must be demonstrated.
• Experience in EDF procedures and in assessments of natural resources management programmes at national and/or regional level in Horn of Africa would be an asset.
• Demonstrated knowledge and experience in Conflict Prevention or Drought Resilience would be an asset.
Junior Expert (Category III) (40 days)
Qualifications and skills:
• Master degree in Economics, Political Science, International Law or any development-related field - Minimum required
• Strong knowledge of IGAD region;
• Demonstrated knowledge of the Project Cycle Management in development studies and social sciences, or equivalent.
• English mother tongue or equivalent
• Fluency in written and spoken French
• Computer literacy and proficiency in relevant IT applications.
Experience:
• Minimum 3 years of experience in development cooperation and in project management.
• Experience in capacity development: at least 1 assignments covering preparation or evaluation of capacity development plans must be demonstrated.
• Experience in EDF procedures and in assessments of programmes at national and/or regional level in Horn of Africa would be an asset.
