Specific Responsibility
- Work with the community/village council to provide technical support, advice and guidance of the block grant management;
- Ensure that the community/village council is managing the block grant in compliance with IRC and donor’s financial procedures and policies
- Monitor and ensure the control of the community/village council’s expenditures and the supporting documents
- Develop tools to facilitate the block grant management for the community/village council
- Develop in consultation with the community/village council and the finance team a financial monitoring calendar
- Organize capacity building activities and trainings for the community/village council on financial procedures, procurement guidelines and block grant management.
- Support the community/village council to develop financial management strategy
- Inform the program management on any mismanagement of the block-grant and advise on action to take
- Work with the finance team to ensure that the collected supporting documents are genuine and in compliance with IRC and donor’s procedures as well as with the agreement between IRC and the community/village council
- Ensure the monthly tracking of the disbursed block-grant and report on the progress Contribute to the financial audit of the block-grant
- Contribute to the Program report Drafting
- Support the other program team in CAP/GIP development
Required qualification/experience & competencies:
- A degree in business administration, finance, accounting, economy, development or any relevant study
- Minimum 3 years working experience in finance, accounting, or block-grant management in an international organization
- Proven knowledge in financial control within local organizations or the community based activities
- Capacity and willingness to assist and build the capacity of the community;
- Knowledge and experience in the use of Microsoft office and accounting software;
- Proven ability to follow procedures and work cooperatively with others in a team environment;
- Be able to work under pressure and in difficult conditions;
- Physically able to spend the long periods of time in the field
- Spoken and written English and Somali proficiency is essential.
