Position: Project coordinator – Somali Positioning in Garowe, Puntland

Duration: 9 months (1 September 2014 – 31 May 2015) with 3 months of probation period.

Description of PAH
Polish Humanitarian Action (PAH) is a nongovernmental organization headquartered in Warsaw, Poland. Our mission is to create a better world by reducing suffering and promoting humanitarian values. In October 2011 PAH established a field mission in Somalia.
Objective of the post
The position requires Project Coordinator to be based in Garowe. She/he is responsible for implementing components of WASH project in IDPs settlement in Jowle Camp, project is funded by European Commission - DG Humanitarian Aid and Civil Protection (ECHO).
Key responsibilities:
* Is responsible for the timeliness and quality of project implementation, in accordance with the adopted plan.
* Implements given project budget, oversees the accounting.
* Manages documentation, in accordance with the donor’s directives and the department standards.
* Coordinates and monitors actions of the contracting parties participating in the project. Cooperates with the partners participating in the project.
* Oversees proper utilization of the material resources in the project, oversees the optimization of expenditures.
* Manages project’s promotional and PR activities in the area where the project is implemented, in cooperation and as agreed with the ECHO Programme Coordinator.
* Prepares and updates informational and promotional materials, in cooperation with the ECHO Programme Coordinator.
* Cooperates with other Project Coordinators in exchanging knowledge, experience and needs.
* Cooperates with outside institutions, including international NGOs, governmental institutions and their agencies, local NGOs and local government, as well as local and foreign media, in regards to the implemented project, in accord with the PR Department and the Head of Mission.
* Reports in accordance with the Department guidelines and the donor directives.
* Implements other tasks given by the ECHO Programme Coordinator.
* Represent PAH during donor, cluster and NGO Consortium meetings and any other meetings related to project implementation.
* Prepare minutes of the meetings and share them with ECHO Programme Coordinator and PAH team.
* Liaise with the local partners and support in the identification of potential partners
* Regular communication with the ECHO Programme Coordinator and PAH team
* Weekly reporting to the ECHO Programme Coordinator.
* Monthly settlement of advances.
Experience and Skills:
* Minimum 3 years experience as a project coordinator in humanitarian field in emergency relief of conflict environments.
* Experience in coordination, supervision and monitoring of the humanitarian aid projects in Somalia, WASH projects will be an advantage.
* Knowledge in project planning, budgeting, and accounting.
* Skills in coordinating the work of a team of people, contractors.
* Ability to prepare and conduct training, and to develop presentational materials.
* Knowledge of humanitarian system and project cycle management.
* Experience in the preparation of the project proposal with various donors.
* Proven ability to work creatively and independently both in the field and in the office.
* Strong administration and logistic skills.
* Knowledge of MS Office packages such as Power Point, Word, Excel and Outlook.
* Fluent in spoken and written English and Somali.
* Stress-resilient and strong mentally to be able to cope with difficult situation, deadlines and complex problems.
* Strong organizational and interpersonal and communications skills, ability to work in team.
* Outstanding liaise skills to support the maintenance of good relations with donors and other relevant actors as well as the establishment of new contacts
* Problem solving capacity and autonomy.
* Organized and capable of giving priority.
* Ability to travel and work in difficult conditions and under pressure.
* Class B driver's license
Education: University diploma or master degree in humanitarian related studies.
Other training / professional experience as advantage:
* Security training
* Needs assessment training
* WASH training
Contract of employment: 3 month probation contract, if successful it will be extended for another 6 months.
