Head of Sub Office- Kismayo South & Central Somalia

The Norwegian Refugee Council (NRC) has been present in Somalia since early 2004 and has since expanded its programme. Since 2004, the Norwegian Refugee Council (NRC) has demonstrated a regional competence and expertise in working with displaced populations. The Regional Office is based in Nairobi, Kenya with offices and operations in Somalia (Puntland, Somaliland and South & Central), Kenya, Ethiopia Yemen, Djibouti and South Sudan.
The Head of Sub Office is responsible for the day to day management of the field office in Kismayo and programme activities within the Jubba Regions.
Job description
Generic Responsibilities:
  • Administration of the field office
  • Monitor the core competency activities to ensure adherence to strategies and plans
  • Adherence to NRC policies and donor requirements
  • Training and development of staff
  • Local level advocacy
  • Monitor and evaluate the local security situation
  • Represent NRC, including cooperation with the UN, partners and authorities
  • Organize the local procurement processes and transport
  • Monitor the budgets and costs for the field office’s shared costs and support functions
Specific responsibilities
  • Coordinate NRC activities in the Jubba regions by ensuring the projects are in line with plans, strategies, policies and donor requirements.
  • Develop the Jubba area programs/strategy in collaboration with South Central Area Manager and Project Managers to ensure quality implementation of the program.
  • Coordination and quality control of project applications (incl. budgets) developed by project staff, ensuring optimal use of financial resources and adherence to project time frames.
  • Ensure close cooperation with the local administration both at district and regional level.
  • Prepare required reports for submission to the Area Manager, donors and authorities, as well as quality control of project specific reports
  • Liaise with all other actors on the ground to ensure NRC’s activities are well coordinated with UN agencies and registered authorities in Juba regions
  • Ensure performance management of staff directly reporting to the head of sub-office is done on the specified periods.
  • Ensure optimal use of resources (both human and other) according to NRC policy and procedures, including staff safety, security, performance and motivation.
  • Participate in the recruitment of national staff in the Juba regions.
  • In collaboration with area manager attend to human resource management issues including staff grievances and discipline
  • Stay updated on all relevant political and policy issues related to the region and country
  • Identify, initiate and follow up on advocacy issues and actively promote the rights of refugees and internally displaced persons (IDPs) in the area in close coordination with the Area Manager and/or the Protection and Advocacy Adviser.
  • Responsible for the security management of assets and staff in the Juba regions including compliance to security guidelines and policies.
  • Ensuring that a Security Plan for the Juba region is developed and updated regularly in collaboration with the South central Area manager and security advisor.

Qualifications

Generic professional competencies:

  • Minimum 5 years of experience from working as a Project or Support Manager in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Knowledge about own leadership skills/profile
  • Documented results related to the position’s responsibilities
  • Fluency in English, both written and verbal
Context/Specific skills, knowledge and experience:
  • Knowledge of the political situation in Somalia and Horn of Africa region
  • Proficiency in the Somali language and knowledge of Arabic is an asset
  • Knowledge of UN system and experience with field level coordination with UN organizations, INGOs, donors and authorities
