WASH Field Officers

Brief Description of the Project
LVIA is an International NGO working in Kenya since 1967, dealing with Health, Agriculture, Environment and WASH projects. The project “Improve access to clean water, sanitation facilities and first health quality services in the County of Isiolo, Merti, Isiolo and Garbatulla Sub-Counties (MAPS)”, financed by the Italian Ministry of Foreign Affairs, will be implemented in Isiolo County (Merti, Isiolo and Garbatulla Sub-Counties). The project foreseen duration is 36 months. The project’s main objective is to improve living conditions for pastoral communities in Isiolo County. The project aims at reducing the vulnerability due to poor access to clean water and hygienic services of the pastoral communities in Isiolo, Merti and Garbatulla County by:
Expected Result 1): Improving access to safe, adequate and sustainable water supply through rehabilitation, restoration and protection of existing water sources and construction/rehabilitation of rain water harvesting scheme in schools/health facilities.
Activities:
1.1. Cleaning/protection/rehabilitation of 21 water sources for domestic and animal use (boreholes, pipelines extension, shallow wells, water pans and sand dams) in the 3 sub-counties;
1.2.Creation, formation and training of 5 WRUA-s to run the rehabilitated water sources;
1.3.Construction/rehabilitation of 28 Rain Water Harvesting Systems (in schools and in community centres);
1.4.Distribution of Water Pur sachets and jerry cans and awareness-raising on their correct use to 2,000 households during the most critical months of the year, in order to overcome drought emergency;
Expected Result 2): Improving access to safe and appropriate sanitation facilities through the construction of latrines in targeted public school and community centres and increasing awareness of hygiene/sanitation practices, especially amongst women with children under five, and populations living in areas prone to cholera, drought, and floods.
Activities:
2.1 Construction of 40 blocks of latrines and hand wash facilities in schools and community centres;
2.2 Formation of 15 School Health Clubs and organization of monthly sensitization meetings with students and teachers on the proper use of latrines, cleanness and good hygienic practices and prevention of communicable transmitted disease;
2.3 Distribution of 30 sanitary kits (in schools and in community centres) to keep the compound clean;
3.1.Creation of 15 village Health Committees on health and hygiene promotion and follow up.
Purpose of the Job
Under the supervision of the Project Manager, the WASH Field Officers will be in charge of the supervision and monitoring of all the WASH field activities implemented within the project, in terms of evaluation, direct interventions and implementation. His/her regular monitoring and his/her direct and active contribution to the programme activities will lead to a consolidation of the quality of LVIA’s work for each intervention. The WASH Field Officers (one based in Merti and one in Garbatulla) will oversee all the ongoing works of rehabilitation and construction and the planned WASH activities relating to health facilities, schools, town water supplies and water pans/sand dams/rock catchments, with a special focus on the access of safe drinking water, hygiene behaviours and sanitation. They will be responsible for managing day to day activities and the relationships with the beneficiaries. LVIA is seeking 2 professional and experienced WASH Field Officers who, under the direct supervision of the Project Manager, will be accountable for the accomplishment of the stated activities by providing their professional and technical expertise. Their assistance will be essential in information/data collection, statistics and data analysis, monitoring, preparation of reports, communication and partnership, and supervising implementation on the ground.
Specific Duties and Responsibilities
The WASH Field Officers will be responsible for:
Collection of information, data and documentation
Provide information on available services at both household and settlement/collective shelter levels;
Provide regular liaison and communication within beneficiaries, service providers and LVIA;
Keep good relations with local implementing actors, local authorities and other international and local stakeholders;
Represent LVIA before Donors, Governmental and County Authorities, other Local and International Organisations, under the supervision of the Country Representative.
Monitoring & Evaluation
Develop tools and methodologies to monitor and evaluate LVIA Wash activities (distributions, construction and rehabilitation, hygiene promotion, surveys, etc. …)together with the Project Manager;
Organize the implementation of these tools and methodologies (field surveys, management of databases, writing reports, etc.) in collaboration with the rest of the M&E team and the Hygiene Promotion/Health Supervisors and Technical teams;
Verify and monitor the appropriate implementation and application of the tools and methodology defined in terms of assessment and monitoring/evaluation plans for the activities and the teams under his/her direct supervision;
Coordinate and participate in field activities and manage field teams of the project mentioned above.
Manage the Beneficiaries Database
Organize the Data Collection for the beneficiaries’ assessments and for the Wash items distributed in coordination with the Project Manager, the Hygiene Promotion team and the Technical team.
Reporting
Draft a monthly written report on activities implemented;
Collect and analyze data from field locations and from national statistics, prepare reports based on LVIA format, prepare trend analysis and contribute to annual report drafting.
Coordination and planning
Attend monthly Management Committee meetings in LVIA-CCM office in Isiolo, where results are shared and activities for the following month planned together with the Project Manager and all the involved staff;
Organize and attend monthlySub-County Committees in the Field (Merti, Garbatulla),where the project staff defines the activities planned by the Management Committee;
Actively participate in the elaboration and writing of new project proposals.
Knowledge and Skills required:
· Bachelor’s Degree in Engineering, Water Management, Environmental Sciences, Social Sciences or related fields;
· Strong communication skills, both in public speaking and in working with people coming from different backgrounds;
· Computer literacy (Microsoft Office);
· Holding of a valid driving license F for motorbikes 125cc and above is a mandatory requirement;
· Fluent in English and Swahili (both spoken and written production);
· Knowledge of Borana/other local working language of the duty station is an asset.
Experience required
· At least 3 years of experience in WASH related field activities, one of which spent supervising construction/rehabilitation of WASH facilities;
· Previous experience in WASH material distribution and work with communities;
· Previous experience working for Ngo-s is an asset;
· Experience in community mobilization with a participatory approach.
