Media, Public Relations and Advertising Activities for Polio/IR Awarenes in SCZ, Somalia

TERMS OF REFERENCE
BACKGROUND:
As part of programming for INTEGRATED MESSAGES, UNICEF Somalia will regularly air radio and TV spots/messages/announcements, talk shows/programmes on various local, regional and national stations. The programming will be according to scheduled events such as campaigns (e.g. Supplementary Immunization Days (SIAs/NIDs), mother and child health care or emergencies such as disease outbreaks.
To enable the development of scripts, broadcasting of radio and TV spots/messages/announcements, talk shows/programmes, drama pieces, and documentaries on a long term agreements. The media house will be required to make timely production, airing and monitoring of spots/messages/announcements & talk shows/programmes to as many communities in Somali language throughout the zone.
Furthermore UNICEF will also require services through the use of billboards, SMS media, social media and wall paintings on health facilities, schools.
2. SCOPE OF WORK
In close co-ordination with the UNICEF C4D:
a) Identify appropriate media stations to work with based on clear justification and data on listenership.
b) Procurement of airtime on various media houses
c) Production and airing of radio and TV spots/messages/announcements/jingles/ programs
d) Collection of material to be used for the programme from various stakeholders (Government, religious and community leaders etc.)
e) Development and production of radio serial drama for the radio programmes
f) DJ mentions at prime time
g) Development, production and placement of billboard at prime locations.
h) Development and production of messages and painting for health facilities and schools
i) Establish partnerships with telephone companies for sending of bulk SMS messages and where possible interactive SMS messaging.
j) Monitoring of radio and television stations, telephone companies to ensure quality and timely airing of messages at procured time. Monitoring should be through but not limited to focus group discussions with listeners to ascertain listenership, reports on call-ins per programme with frequently asked questions, SMS surveys etc.
k) Monthly reports on activities implemented.
  1. Areas to be Considered
The advertising agency will work closely with the UNICEF C4D team to ensure high quality messages across all strategies highlighted above.
All messages have to be technically cleared by UNICEF programme Sections and C4D staff.
  1. Expected Deliverables and time frame
Deliverables expected for the radio stations are:
a) Proposal/Inception report
b) Media plan across all strategies being used: radio, television, telephone, billboards etc.
c) To compile and submit monitoring reports for the spot /messages /talk shows, and drama pieces aired by radio and television stations, stamped and signed by the Station Manager every month.
d) Submission of copies of aired radio / TV talk shows and spots recorded on a CD.
e) Progressive report about the radio and TV talk shows/programmes, spot messages and drama aired, stamped and signed by the Station Manager every month.
f) Final production of spots/talk shows/drama and relevant materials required for airing
g) Final SMS messages to be used by the telephone companies
h) Final designs of billboards and paintings
with key messages to be placed in strategic locations
NOTE: The airing days will be spread over a period of 9 months (1st June 2015 to end of February 2015)
  1. Tasks
a) Radio and Television:
• Mapping of radio and television stations in SCZ
• Writing scripts
• Production of spots, radio and TV talk shows and drama pieces
• Conducting interviews for the talk shows (Pre-recorded/Live)
• Recording, Editing and packaging
• Procurement of airtime on agreed radio and TV stations
• Compile and submission of reports showing how many aired, what dates and what time?
b) Billboards and paintings
• Development of messages
• Design and pretesting
• Procurement of prime location spots
• Putting up of billboards at the agreed locations and paintings at the agreed health facilities
c) SMS:
• Development and production of messages
• Buying of airtime and ensuring bulk SMS
Television and radio spots, radio talk shows and drama pieces
End Products/ Deliverables:
  1. Television and radio spots, radio talk shows and drama pieces.
  2. Television and radio spots and radio programs
  3. CDs with all aired materials for UNICEF
  4. Finalised billboards at prime locations and paintings at agreed health facilities and schools
  5. Final SMS messages
