Monitoring and Evaluation Officer – SOMGEP

CARE Somalia’s Rural Women Program (SOMGEP Project) is currentlyseeking applications from experienced professionals to fill the position of ****Monitoring and Evaluation Officer****who will be based in Burao and Erigavo with frequent travel to project areas.
  1. Job Summary
The Monitoring and Evaluation (M&E) Officer will be responsible for supporting SOMGEP project team with monitoring, documentation, data management and learning and reporting. S/he will support in implementing the M&E activities, data collection and provide support for analysis of SOMGEP monitoring data through conducting site visits, remote support, among other methods. S/he monitors project activities on a regular basis and provides required monitoring data/information for the project. S/he also works in close collaboration with CARAE’s Monitoring Evaluation and Leaning group team, government officials and implementing partners
The M&E Officer will be based in Burao and Erigavo but will support the SOMGEP Project under the direct supervision of the Monitoring and Knowledge Manager.
  1. RESPONSIBILITIES
****2.1 Project Monitoring and Evaluations (40%)****
  • Provides support in the implementation of monitoring and evaluation framework/plan for SOMGEP project in consultation with the M&K Manager.
  • Regularly carries out field monitoring visit to project interventions and collects project monitoring data/information
  • Collects and share data against project indicators and objectives as per project M&E plan
  • Facilitates and support joint project monitoring in coordination with partners and other stakeholders for joint learning and decision-making
  • Support project team in the collection of reliable data/information for the project
  • Support project team in the application of the SOMGEP standard monitoring tools for data collection
  • Support project team in the design and implementation of mid-term evaluations, final evaluation and other studies as necessary
****2.2 Data management and documentation (25%)****
  • Support project team in filing key project documents in accordance with the minimum filing requirements of CARE’s documentation policy and as per project’s M&E guidelines
  • Produce and share monthly/quarterly monitoring reports and data
  • Support the project team to update the MIS routinely and systematically
****2.3 Reporting and Learning (25%)****
  • Provide support to project team in compiling monitoring ,monthly and quaterly reports as per project reporting reporting guidelines
  • Takes lead on collection and submission of monitoring data/reports as per project requirements
  • Work with local partners and project team members to document case studies, good practices and success stories
2.4 General Responsibilities (10%)
  • Participate in MEAL meetings and coordination activities and fulfill any additional assignments as deemed necessary by the organization.
  • REQUIRED QUALIFICATIONS / PERSON SPECIFICATIONS
3.1 Education and Training and Relevant Experience:
  • Bachelor’s degree in Statistics, project management or related social science fields
  • At least 3 years’ experience in performance monitoring and evaluation programs in an NGO setting including developing performance indicators, data collection and analysis
  • Experience in M&E methods and approaches including ualitative and quantitative methodologies.
  • Demonstrated experience in information/data analysis and writing quality reports
  • Experience in designing tools and strategies for data collection, analysis and production of reports.
****3.3 Knowledge and Skills****
  • Strong IT skills including good comand on use of excel databases
  • Experience in quantitative and qualitative data collection
  • Computer skills including familiarity with MS Office, particularly Word, Excel and PowerPoint, and internet
  • Familiarity with the project targeted regions and ability to travel to/work in all districts.
  • Fluency in written and spoken English and Somali
  • Ability to work independently and meet deadlines yet effectively coordinate with others
