Job Description
The Millennium Water Alliance seeks an M&E Director for an anticipated 5-year WASH program in Kenya expected to be awarded by USAID in FY2014. KIWASH aims to provide at-scale adoption of sustainable models of WASH service delivery through (1) scaled-up market-based service delivery models; (2) increased access to sustainable financing/credit for WASH services; (3) improved access to integrated WASH and nutrition services; (4) increased environmental sustainability of WASH services; and (5) strengthened WASH services and water resource institutions. The project will incorporate sustainability of resources and services, upstream/downstream integration, and effective strategies to scale.
The M&E Director will work with the Chief of Party to monitor and evaluate a high-impact program to institutionalize catalytic models of sustainable service delivery and strengthen governance for resilient and sustainable management of WASH services and water resources in Kenya. The successful candidate will be knowledgeable of USAID and GoK indictors, an adept manager, experienced in evaluating new technologies and methods, and will lead the M&E team from Nairobi. Implementing activities will be primarily in the regions of Lake Victoria and Tana/Arth/Ewaso.
Specific M&E Director responsibilities include the following:
• Provide strategic leadership in designing, developing, and implementing a monitoring, research and evaluation strategy for the project.
• Guide the development and implementation of monitoring and evaluation guidelines and reporting systems for project activities, based on project indicators, and develop innovative approaches to measure programmatic performance.
• Oversee the design and implementation of performance monitoring plans, indicators, and systems for data collection. Supervise training of KIWASH staff members in the same.
• Develop the project’s data management systems—including a longitudinal and relational database for increased data accuracy, timeliness, and reliability and for assessing overall project impact and coverage.
• Direct the collection, analysis, and use of program data for decision-making and to inform governance, in addition to maintaining the indicators database.
• Provide leadership in implementing monitoring strategies and assessing data quality, collection methods and sources of information, and data use for strengthening KIWASH project activities.
• Monitor implementation and progress toward reaching goals, objectives, and specific activity targets.
• Compile and report data for key programmatic output, outcome, and impact indicators, including routine data validation.
• Measure effectiveness of the portfolio of KIWASH activities
• Ensure that results reporting meet MWA and USAID requirements
• Lead the reporting of project performance.
• Participate in preparation of project reports and work plans
• Ensure, with COP, that data are collated and shared with the implementing partners and key stakeholders
• Lead analysis and publication of results, as appropriate, and support other dissemination necessary (in collaboration with COP).
• Provide training and mentoring of the subgrantees and local capacity building specialists to ensure high-quality monitoring and evaluation practices on subgrant program.
• Provide mentoring, coaching, and supervision for direct reports.

Required Skills:
• Evaluation research skills, including applied knowledge of quantitative research methods, sampling techniques, data analysis and interpretation, and applied knowledge of qualitative research methodologies.
• Preference for monitoring and evaluation skills specific to areas such as water supply, water treatment, sanitation, market-based solutions, product introduction, behavior change related to hygiene and nutrition, management of water resources, governance, productive use of water, and capacity development.
• Skill in monitoring and evaluating cross-cutting themes such as gender equity, Multiple Use Water Services (MUS), and climate change.
• Strong supervision and mentoring/capacity-building skills.
• Skill in data quality assurance desired.
• Planning, management, and organizational skills.
• Excellent written and oral communication skills.
• Strong MS Office skills, including Word and Excel.
• Fluency in written and spoken English. Preference for applicants who are also fluent in written and spoken Swahili.
• Preference for monitoring and evaluation skills specific to areas such as water supply, water treatment, sanitation, market-based solutions, product introduction, behavior change related to hygiene and nutrition, management of water resources, governance, productive use of water, and capacity development.

• Minimum of 7 years of experience in monitoring and evaluation of WASH or water resource management programs, preferably including multi-sectoral implementations (WASH/nutrition, WRM/environment, etc.)
• Strong knowledge of and experience with indicators required by USAID and the GoK.
